For a self-managed VM that sends an encoder feed to YouTube, Google Cloud documents a YouTube-specific no-charge data-transfer rule; Oracle Cloud includes 10 TB per month of outbound transfer in its Always Free resources. Neither fact alone establishes which provider will cost less or run your stream more reliably: compute, disk, region, network capacity, encoder load, and free-tier conditions all matter.

The published provider figures above are documentation limits or allowances, not a head-to-head performance test. No independent sustained-throughput comparison or like-for-like paid monthly total is established. Prices depend on the actual region, VM shape, disk, stream, and discounts.
Which cloud is cheaper for a 24/7 YouTube stream?
Google’s YouTube transfer exception may be valuable when the VM’s outbound traffic to YouTube qualifies under the stated rule. OCI’s 10 TB monthly Always Free outbound allowance may suit a modest transfer workload, but it does not prove that a particular free VM can encode and send your chosen stream continuously. To compare actual costs, price the complete configuration rather than comparing only transfer allowances.

Build a like-for-like monthly estimate
- Choose the region and VM shape. Use the intended region and a machine type that can handle the encoder workload. A stream source that is already encoded has different compute needs from one requiring real-time encoding.
- Include persistent disk. Account for the boot disk and any storage needed for source files, logs, or other software. Do not treat compute pricing as the entire VM bill.
- Check the actual network path. On Google Cloud, verify that traffic is destined for YouTube and qualifies for the specific no-charge rule; other transfer categories have separate pricing. On OCI, compare expected outbound volume with the Always Free allowance and the account’s current terms.
- Check sustained capacity, not just a headline maximum. The VM must have enough network and CPU capacity for the selected resolution, bitrate, and encoding mode under real operating conditions. Provider maxima do not guarantee sustained delivery to YouTube.
- Apply account-specific terms and discounts. Free-tier eligibility, regional capacity, quotas, and any discounts can change the result. Recheck current provider calculators and pricing for the exact setup before committing.
A precise monthly winner cannot be named without the regions, instance shapes, disk sizes, source and encoder requirements, network route, and applicable discounts. Keep those assumptions visible in any estimate.
Can a free-tier VM sustain an always-on stream?
Possibly, for a suitable workload, but free transfer allowance and VM capacity are separate questions. An encoder must have sufficient CPU or hardware support for its settings, and its network connection must sustain the outgoing bitrate with room for normal variation. Test the actual instance and route rather than inferring performance from a published maximum.

OCI-specific checks
- The Always Free compute allowance is available in the tenancy’s home region and remains subject to allocation and regional capacity.
- The E2.1.Micro listing gives up to 50 Mbps internet bandwidth. That figure does not establish that it can encode a demanding stream or deliver that rate steadily to YouTube.
- A1 networking scales with OCPUs. OCI’s tutorial illustration of 1 Gbps for a one-OCPU A1 setup is an example configuration, not a promise for every account, region, or route.
- OCI’s idle-compute reclamation policy applies when its stated seven-day utilization conditions are met. A low-use always-on encoder could merit checking those conditions before relying on the VM.
- Verify current tenancy limits and capacity in the OCI console before designing around a free shape.
Google Cloud-specific checks
- Compute Engine accounts network bandwidth per instance, and the maximum depends on machine type and traffic conditions.
- Published maxima—including applicable Tier_1 limits—describe limits for eligible machine types, not the rate a small stream will receive on a specific route.
- The YouTube transfer pricing exception is destination-specific; it should not be generalized to all outbound internet traffic.
Set up a self-managed VM encoder for YouTube
The broad workflow is the same on OCI and Google Cloud: create a VM, install and configure an encoder, obtain the YouTube ingest URL and stream key, then test the feed. Exact console labels and VM creation screens vary by provider and may change, so use the current provider console for instance creation and consult the documentation for your selected image and encoder.
- Create the VM in the intended region. Select a machine shape that suits the encoding workload and sustained network needs. On OCI, check home-region eligibility if using Always Free compute. Configure a persistent boot disk and restrict administrative access.
- Install the encoder and arrange a source. The VM needs an accessible video source or a capture/encoding workflow. If you are sending a pre-encoded file, confirm the chosen software can loop or schedule it as intended; if you are encoding live input, confirm the VM can handle the workload.
- Prepare the YouTube stream. In YouTube Live Control Room, create or select the stream and follow the encoder setup flow to get the live server URL and stream key. Keep the key private: it authorizes an encoder to connect to your channel.
- Configure the encoder for YouTube ingest. YouTube recommends RTMPS, a secure extension to RTMP. Its current guidance lists H.264, H.265 (HEVC), and AV1 video options, constant bitrate encoding, frame rates up to 60 fps, and a recommended two-second keyframe frequency; do not exceed four seconds. Choose settings compatible with your source, encoder, and intended resolution rather than assuming the VM can encode every format in real time. YouTube encoder settings, bitrates, and resolutions.
- Enter the ingest details and start the encoder. Paste the YouTube live server URL and stream key into the encoder’s streaming destination fields, apply the matching output settings, and start sending. The exact field names depend on the encoder. Create a YouTube live stream with an encoder.
- Run a representative test before relying on it. Include typical motion and audio, check YouTube’s stream health, and watch for dropped frames, encoder overload, or bitrate instability. YouTube recommends testing before going live and monitoring stream health during the event.
- Plan for failures and access security. Keep the VM and encoder logs available, use a restart policy or supervisor appropriate to your software, and know how to replace or revoke a compromised stream key in YouTube. A running VM is not by itself a guarantee that the encoder or YouTube ingest connection will stay healthy.
Stream reliability, copyright, and reused material
Always-on operation does not change the rights obligations attached to the video, music, narration, or images in a stream. Use material you own or are licensed to broadcast, and review YouTube’s applicable policies for the content and monetization decisions relevant to your channel. A successful encoder connection does not establish that content is authorized or eligible for monetization.

For a VM approach, reliability depends on the whole chain: source availability, encoder process, VM and disk health, network route, and YouTube ingest. Monitoring and preflight tests help identify technical failures, but they cannot guarantee uninterrupted service.
