For India-based creators, Oracle’s published Always Free documentation gives an outbound-data allowance of 10 TB per month. Oracle India’s price list groups India within a combined APAC, Japan, and South America origin category: the first 10 TB per month is free, and usage above that is listed at ₹2.388625 per GB per month. Oracle does not publish a separate India-only origin rate in that row. This is a transfer allowance and price, not a guarantee of a particular VM’s streaming speed or reliability.
What Oracle’s free bandwidth allowance means
Oracle’s Always Free Resources documentation says, “As part of your Always Free resources, you get 10 TB per month of outbound data.” Oracle’s Free Tier product page describes the allowance as up to 10 TB per month. Treat it as a monthly outbound-transfer allowance, not unlimited bandwidth.
Outbound data, or egress, is data sent from Oracle Cloud to a destination outside Oracle Cloud. In a YouTube live stream sent from an OCI virtual machine, the stream data sent to YouTube contributes to outbound transfer. Other outbound traffic from the VM may contribute as well.
Oracle’s published rate for traffic originating in India
Oracle India’s public Cloud Price List does not show a separate India-origin row for this transfer category. Instead, it groups outbound transfer originating in APAC, Japan, and South America. For that combined category, the first 10 TB per month is free, and usage above 10 TB per month is listed at ₹2.388625 per GB per month. This is Oracle’s published rate for the grouped category, not an India-only rate.

The public pages cited here do not settle whether the allowance is aggregated across resources or regions, how the month boundary is applied, or what happens operationally when a Free Tier tenancy reaches the allowance. Do not assume excess transfer is impossible to bill or that service will necessarily stop. Check current usage and billing details in your tenancy before relying on the allowance.
Estimate stream data from bitrate and hours
A practical stream-only estimate starts with the encoder’s configured bitrate and the time spent streaming. YouTube’s live encoder settings guide recommends H.264 at 10 Mbps for 1080p/30 fps and 12 Mbps for 1080p/60 fps.

Using decimal units, estimate hourly data as: bitrate in Mbps × 3,600 seconds ÷ 8 bits per byte ÷ 1,000 = decimal GB per hour. This gives approximately 4.5 GB per hour at 10 Mbps and 5.4 GB per hour at 12 Mbps.

The hours column treats 10 TB as 10,000 GB. These are arithmetic estimates based on the selected bitrate, not measurements of Oracle billing meters, an actual tenancy invoice, or a tested stream.

Worked example: four-hour streams
At 10 Mbps, a four-hour stream sends roughly 18 GB of stream data (4.5 GB per hour × 4). Thirty such streams in a month would send roughly 540 GB before overhead and unrelated egress. On those assumptions, the stream data alone is far below the published 10 TB allowance.
For your own estimate, multiply the approximate hourly amount by your monthly streaming hours, then allow for protocol overhead, audio if it is not included in the target bitrate, reconnects, concurrent streams, and all other outbound traffic from the VM. The result is a planning estimate, not a billing guarantee.

Bandwidth allowance is not streaming capacity
A 10 TB transfer allowance does not establish that a particular OCI VM can encode video reliably, sustain a chosen bitrate, or maintain a stable connection to YouTube ingest. Those depend on factors beyond transfer volume, including VM capacity, network throughput, encoder performance, and ingest reliability. The cited Oracle pages do not verify the streaming performance of a particular VM.
YouTube recommends RTMPS, constant bitrate encoding, and a two-second keyframe interval (not over four seconds) in its live encoder settings guidance. It also says, “We recommend running a speed test to test your upload bitrate.” Test the actual setup and monitor YouTube’s stream health rather than treating free transfer volume as proof of a reliable broadcast.

How to keep the estimate useful
- Use the bitrate actually configured in the encoder, not just the resolution label.
- Multiply estimated hourly data by total monthly stream hours, including overlapping streams.
- Include other outbound traffic from the VM and leave room for protocol overhead, reconnects, and audio outside the selected bitrate.
- Check current tenancy usage and billing configuration; the public documentation does not resolve aggregation scope or what happens after the allowance is reached.
- Keep transfer cost separate from questions about whether a VM can encode and deliver the stream reliably.
