In One Piece Chapter 971, Shinobu explains that Oden danced publicly because Orochi and Kaido threatened Wano’s people. Oden believed that enduring the humiliation would keep citizens from being taken—and that the rulers would leave after five years, once their ships were completed.

Why Oden kept dancing
He thought the performance would protect citizens
Shinobu’s account reframes the public humiliation as a coerced sacrifice. Orochi and Kaido threatened Wano’s citizens, and Oden believed that submitting to their demand would spare people from being taken. The spoiler discussion refers to “100 lives”; that number is part of the story, not a real-world statistic.

He trusted a five-year promise
Oden also believed the rulers’ promise to leave Wano after five years, when their ships were finished. The bargain made his choice seem like a limited sacrifice that could buy safety for the population. The reveal’s sting lies in the cost of trusting a promise made under coercion.

The chapter’s explanation changes how the public—and the reader—can interpret Oden’s dance. What looked like inexplicable self-humiliation is presented as a choice made under threat, with other people’s safety at stake.
