The 8 biggest moments and reveals
1. McGee takes on a referee job—and immediately regrets it
McGee has volunteered to referee his children’s soccer league, where he is already dealing with an angry parent when the team is pulled into a case. The assignment sets up the episode’s comic thread alongside the naval investigation.
2. A naval doctor’s apparent suicide points toward Torres
The team investigates the apparent suicide of Naval Dr. Roger Carnahan. A photo on Roger’s phone shows his wife, Amber, at a motel with Torres, who has called in sick. The image makes the agent look personally involved in the case—and raises questions about why he was there.
#1 Best Overall
3. Amber is Torres’s confidential informant, not his romantic partner
The recap identifies Amber as an informant working with Torres. She had met him at a Secretary of the Navy party and sought his help because she suspected Roger was about to commit a crime. That context reframes the motel photo: it is evidence of a meeting tied to the investigation, not a romantic relationship.
4. The case shifts from apparent suicide to murder
Jimmy’s examination, as described in the recap, shows that Roger did not kill himself. What first appeared to be a suicide is treated as a murder, shifting the central question from what drove Roger to die to who killed him and why.

5. The alleged weapons project supplies a motive—and a misdirection
Amber had learned that Roger accessed the Office of Naval Research system and removed data linked to a hypersonic weapons project. The recap spells the project name inconsistently, so its proper name is best left out here rather than presented as certain. The crucial point is that the stolen data initially makes a weapons sale seem plausible.
6. Amber is abducted, and the private investigators become part of the trail
Amber disappears after being abducted in a white van. The recap says Roger had hired private investigator Harold Lamb and his assistant, Daniel Simmons, to follow her. Lamb’s tracker eventually gives NCIS a way to locate Amber, turning the surveillance operation into a clue.

7. The “weapon” turns out to be a vacuum concept
At a warehouse, NCIS finds a 3D printer producing a model of the supposed weapon. The recap’s reveal is that the failed project had been repurposed into a vacuum concept by Amber and her friend and coworker, Dr. Wendy Lythcott. The apparent weapons theft is therefore not what it first seemed.
8. Simmons is revealed as the killer, while McGee inherits the soccer mess
The recap identifies Lamb’s assistant, Daniel Simmons, as Roger’s killer. It gives his motive as the belief that he could steal a weapon. Torres concludes that Amber did not intend to hurt anyone. In the tag, Jimmy quits refereeing, leaving McGee to face the angry soccer parents himself.

Who killed Roger Carnahan?
According to Francis’s December 2, 2024 recap, Daniel Simmons killed Roger. The account says Simmons believed he could steal a weapon. This detailed culprit reveal comes from that secondary recap; CBS’s official episode listing confirms only the broad premise about naval information at risk of sale.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is Torres involved with Amber?
The recap presents Amber as Torres’s confidential informant. Their motel meeting was professional, connected to her concern that Roger was about to commit a crime; the photo creates a misleading impression before that context is revealed.
Best Value
What was the supposed weapon?
The recap says the project was ultimately a vacuum concept created by Amber and Dr. Wendy Lythcott, rather than a weapon being prepared for sale. Because the recap renders the project’s name inconsistently, this account does not assign it a definitive spelling.
