The episode interweaves the investigation with flashbacks to Franks’s life in the 1980s. After helping Tish with a flat tire, he begins a relationship with her; she gives him the haircut associated with his later appearance. Their story ends in separation after Franks continues pursuing the person who assaulted Tish, despite her asking him not to.
Why the case works as a prequel story
“Monsoon” follows season 1, episode 11, “Flight of Icarus,” which had already touched on Franks’s Vietnam service. Rather than simply revisit that service, this episode turns to what comes after combat: the struggle to return to ordinary life. The murdered veteran’s circumstances make that subject immediate in the 1991 case, while Franks’s memories connect it to the character viewers know from the original series.

That pairing gives the episode’s time shifts a clear dramatic purpose. The investigation is not only a procedural puzzle; it also prompts viewers to see the younger Franks through the pressures and losses that shaped him. The Tish storyline adds specificity to that portrait, including a painful conflict in which Franks’s response to violence strains the relationship rather than resolving it.
Does “Monsoon” beat the original NCIS?
The episode makes a strong case for what a prequel can do well: use established character history to deepen a present-day story. Its emotional force comes from bringing Franks’s past into contact with another veteran’s fate, rather than treating the past as background decoration. The personal story and the case reinforce one another around the lasting consequences of war.
That is not enough to establish that “Monsoon” is better than the original NCIS overall. The available episode reporting supports the character connection and an assessment that the installment’s emotional impact outweighs repetitive flaws, but it does not provide the scene-by-scene comparison needed to prove a series-wide or definitive victory. The repetition is a real qualification, even if the precise recurring beat is not established here.
