The operation reportedly reached associated domains and Vidsrc.to, a video-hosting provider ACE linked to the same suspects. That makes it potentially broader than a single-site takedown—but the MPA’s “mothership” label does not mean online piracy has ended.
What the operation targeted
Hanoi police and Vietnam’s Ministry of Public Security carried out the enforcement action with ACE’s support. The principal target was not just one Fmovies web address: ACE described a group of related domains, including Bflixz, Flixtorz, Movies7, Myflixer and Aniwave. It also said that Vidsrc.to, a video-hosting provider operated by the same suspects, was taken down. The announcement is from ACE, the Motion Picture Association (MPA)-created enforcement coalition; the MPA is the trade association, while ACE brings entertainment companies together for anti-piracy work. ACE’s announcement and contemporary reporting by Ars Technica identify the operation and the named services.
ACE said Vidsrc.to’s removal affected hundreds of additional piracy sites that used the hosting infrastructure. If many sites depended on that provider, disabling it could interrupt more services than taking down one consumer-facing index. That is a consequential possibility, but the public announcement does not establish that every site named or affected was centrally owned or controlled by one organization.
What “mothership” means—and who says so
MPA chief executive and ACE chairman Charles Rivkin described the action as taking down the operation’s “mothership,” contrasting it with the industry’s “Whac-a-Mole” cycle of targeting individual domains. The metaphor points to an enforcement strategy: pursue shared infrastructure as well as visible brands. It is Rivkin’s characterization, not independent proof that the wider piracy ecosystem was dismantled. Ars Technica reported Rivkin’s remarks.

A domain can disappear while its operators, files, advertising or payment arrangements, and technical personnel remain available to move elsewhere. Mirrors, replacement brands, new domains, or different hosting providers can keep distribution going. A network-level operation may raise the cost and complexity of rebuilding, but it cannot make replacement sites impossible.
What the scale claims establish—and what they do not
ACE called the operation the world’s largest pirate-streaming operation and said its associated domains received more than 6.7 billion visits between January 2023 and June 2024. Those are ACE’s claims, not an independently audited global ranking or a count of people. A visit total does not establish unique users, streams watched, paying customers, confirmed infringing views, lost subscriptions, or financial damages. The announcement does not set out a universally accepted method for ranking operations as the “largest.” ACE’s release gives the figure and its period.

The later U.S. Trade Representative’s 2024 Review of Notorious Markets also described international cooperation in the case, including Hanoi police, ACE, Homeland Security Investigations and the Justice Department’s Intellectual Property and Innovation Coordinator program. It said the case was still in progress and that Hanoi police had sought prosecution of two suspects. That is a separate legal development from taking sites or infrastructure offline: an enforcement action is not itself a conviction.
What the public accounts do not establish
- That every Fmovies-related domain is permanently offline or was controlled by the same people.
- That all associated video files, servers, payment channels, advertising relationships, or technical resources were destroyed or seized.
- That traffic moved nowhere else, or that the operation reduced piracy by a measurable percentage.
- That criminal convictions have been secured.
Why the takedown matters beyond one brand
Ordinary domain-by-domain enforcement can leave shared services untouched. If other sites embedded or relied on video supplied by Vidsrc.to, taking that provider offline could disrupt their playback as well as the Fmovies-branded sites. ACE’s statement about hundreds of affected sites makes this a plausible explanation for the operation’s strategic significance, though the announcement does not quantify lasting disruption or show how quickly alternatives appeared.

The distinction is between disrupting a concentrated part of the supply chain and eliminating piracy. A major provider can be a point of leverage; it is also a point that operators may replace. The long-term effect depends on follow-through against infrastructure, operators and the means of monetizing traffic, as well as whether successors can rebuild.
How the case connects to U.S. site-blocking policy
Rivkin had cited Fmovies in an April 2024 speech advocating stronger U.S. site-blocking legislation. As reported by Ars Technica, he said Fmovies received more than 160 million visits per month and that roughly one-third of its traffic came from the United States. Those are Rivkin’s figures and part of the MPA’s policy argument, not independent counts. The available reporting establishes that the MPA was lobbying for such a law; it does not establish that a U.S. site-blocking bill became law.

Supporters argue that blocking access to major piracy sites, alongside international cooperation, could make operations harder to sustain. Critics warn that blocking powers can sweep in lawful material or sites, with risks to due process, transparency and freedom of expression. Blocking can also be bypassed through mirrors, new domains, alternate DNS or VPNs. The policy question is therefore not only whether blocking can interrupt access, but how authorities define targets, provide review and prevent overreach.

A vanished brand can leave searchers exposed to lookalike pages, phishing attempts, malicious browser notifications or requests to install unknown players and extensions. These are general risks around imitation sites, not documented outcomes attributed to this specific operation. Avoid treating a page claiming to be an “official” replacement as trustworthy, and do not install software simply to view a film.

For legal availability, search a title on JustWatch, then compare subscription, rental, purchase and free ad-supported listings. Library services such as Kanopy or Hoopla may also carry it where local libraries participate. Availability varies by country and changes over time, so confirm the listing with the service before signing up.
The verdict: a deeper disruption, not an end to piracy
The Fmovies action appears to have reached beyond a prominent brand to related domains and a video-hosting component that ACE says served other piracy sites. That makes it potentially more consequential than removing a single web address. But “mothership” remains an industry description of the target, not evidence that all piracy infrastructure was eliminated. The operation’s lasting impact—and the outcome of the criminal case—are distinct questions.
