Laylah Rose’s 2023 takeover of the Miss USA and Miss Teen USA brands put inclusivity, women’s empowerment and philanthropy at the center of the organization’s public message. The agenda was followed by the 2024 resignations of both national titleholders and, in September 2025, a new exclusive license holder and chief executive. Rose’s tenure is therefore best understood as a significant announced direction—not as proof of an organization-wide outcome.
The key dates in Miss USA’s recent evolution
| Date | What happened |
|---|---|
| August 1, 2023 | An announcement said Laylah Rose acquired the Miss USA and Miss Teen USA brands and licenses and would become president and CEO. |
| September 28, 2023 | Forbes profiled Rose’s plans and reported the scoring breakdown used at the 72nd Miss USA competition. |
| May 2024 | Miss USA 2023 Noelia Voigt and Miss Teen USA 2023 UmaSofia Srivastava resigned within days of one another. Rose later issued an open letter responding to criticism. |
| September 15, 2025 | The Miss Universe Organization announced that BDE MISS USA, LLC acquired exclusive license rights to both pageants and that Thom Brodeur would serve as president and CEO. |
That sequence matters because Rose is a former leader in the latest announcement, not the person identified as the organization’s current president and CEO in that source.
What Rose’s 2023 takeover promised
The 2023 announcement described a brand and license acquisition, together with Rose’s appointment as president and CEO. It did not present a new pageant from scratch; it placed the established Miss USA and Miss Teen USA names under new leadership.
“Change is inevitable for growth, for success, and most definitely for development not only for oneself but for all who encompass the crown!”

How inclusivity was defined under Rose
A broader public message
Rose’s language treated inclusivity as an organizational principle and linked it to the experiences of contestants, women and other participants. That is a stated vision, not an independently measured result. The available public record does not provide an organization-wide percentage, demographic outcome or other statistic showing how much representation changed.

Removal of an age requirement
In a 2024 open letter, Rose said the organization had removed its age requirement to increase inclusivity. The letter presents the change as a policy decision; it does not establish how many contestants entered because of it or how the rule was applied across every competition.
Contestant counseling and support
The same letter said the organization was collaborating with the National Alliance on Mental Illness (NAMI) to make counseling and support resources available to contestants. That statement documents an announced partnership and intended access to resources. It does not supply participation totals, usage data or evidence that the program reduced harm.

Why the 2024 resignations changed the conversation
Noelia Voigt
Miss USA 2023 Noelia Voigt resigned in May 2024. In the public statement reported by the Associated Press, she wrote, “Never compromise your physical and mental well-being.” Her statement made mental health central to her explanation, but it did not by itself establish a general finding about every contestant’s experience.
UmaSofia Srivastava
Miss Teen USA 2023 UmaSofia Srivastava resigned within days of Voigt. The Associated Press quoted her as saying, “I find that my personal values no longer fully align with the direction of the organization.” Her stated reason was framed as a values mismatch rather than the same explanation Voigt gave.

Allegations, denial and what remains unresolved
Later coverage, including reporting by ABC News, carried allegations Voigt made about the organization and Rose’s denial of them. Those are competing public accounts. The available statements and reports do not independently settle the allegations, so they should not be presented as established findings.

On September 15, 2025, the Miss Universe Organization announced that BDE MISS USA, LLC had acquired exclusive license rights to Miss USA and Miss Teen USA. The announcement named Thom Brodeur president and CEO. This is a different legal formulation from the 2023 announcement: Rose was described as acquiring the brands and licenses, while the 2025 notice describes exclusive license rights held by BDE MISS USA, LLC.
| Period | Leadership status | Documented inclusivity or support position | Public record |
|---|---|---|---|
| 2023–2024 Rose period | Laylah Rose was announced as owner of the brands and licenses and president and CEO. | Rose publicly emphasized inclusivity, equality, empowerment and philanthropy; her 2024 letter cited removal of the age requirement and planned NAMI-related support. | Voigt and Srivastava resigned in May 2024; public allegations and denials remained disputed. |
| From the September 2025 announcement | BDE MISS USA, LLC held the announced exclusive license rights; Thom Brodeur was named president and CEO. | The announcement establishes the leadership and license change, but the sources here do not evaluate whether Rose-era initiatives continued or what new policies replaced them. | The 2025 notice does not resolve the earlier competing accounts. |
What can—and cannot—be concluded
- Rose’s 2023 transition was a real change in brand and license control accompanied by a clearly stated inclusivity agenda.
- The age-policy and NAMI references are claims made in Rose’s 2024 letter, not independent evaluations of implementation.
- The 2023 scoring percentages describe one event and are not proof of a permanent competition format.
- The two titleholders’ resignations made the inclusivity narrative more contested, but their statements differed and should not be collapsed into one explanation.
- The September 2025 announcement places the brands under a new exclusive license holder and identifies Thom Brodeur as president and CEO.
Miss USA’s recent evolution is consequently a story of changing control and competing public accounts: Rose’s period made inclusivity an explicit promise, while the resignations and later leadership transfer left the promise’s long-term results unproven in the available record.
