Spoilers for the manga’s chapter 184: the No. 1 Pro Hero in the Hero Billboard Chart JP is Endeavor. Hawks is No. 2 and Best Jeanist is No. 3. The chart ranks professional heroes in Japan by more than combat ability: the story describes incident resolution, contribution to society, and public approval as factors.
What are MHA’s Pro Hero rankings?
The Hero Billboard Chart JP is an in-universe ranking of professional heroes in Japan, revealed at an official chart event. It is not a real-world ranking, a fan popularity poll, or a definitive list of who would win in a fight.
The chapter’s explanation describes the chart as taking into account incident resolutions, contribution to society, and approval ratings. The manga scene does not establish a public scoring formula, assign weights to those factors, or provide a complete numerical score. A hero’s position should therefore be read as a composite professional ranking, not a measurable strength rating. Chapter 184’s chart scene and summary

How should you interpret a hero’s rank?
Rank reflects the chart’s stated mix of professional outcomes and public approval, rather than one isolated measure. When comparing heroes, keep these distinctions in mind:

- Fan popularity: real-world audience opinion, which is separate from the characters’ in-universe approval ratings.
Because the story does not give weights or a repeatable scoring method, the available information cannot show exactly why one hero is placed above another or calculate how a single factor affected a position.

Does the final volume give a new complete ranking?
Shueisha identifies volume 42 as the final collection and lists chapter 431, “More,” in its contents. That establishes that the series has later epilogue material, but it does not establish a complete final Hero Billboard Chart order. The chapter 184 top ten above should not be treated as a confirmed final ranking, and no later positions should be inferred from the volume listing alone. Shueisha’s volume 42 listing
