On 19 August 2026, councillors voted 7–6 against proceeding with the assessment, PerthNow reported. The decision halted the 2025 plan to investigate a permanent civic tribute, but did not rule out every form of future recognition.
What happened to the tribute proposal?
In July 2025, Melville council voted 7–2 to investigate options for a permanent tribute to AC/DC singer Bon Scott. The City described the work as an investigation into possible ways to recognise Scott’s local connections and legacy. The proposal was not approval to build a specific monument.
In August 2026, councillors voted 7–6 not to proceed with the dedicated feasibility assessment. PerthNow reported that an amendment called for the City to remain open to future opportunities. Officers also raised the possibility of a broader rock-history display at the future Library Museum and Arts Centre. That would be a different, wider project, not an approved Bon Scott tribute.
What Melville proposed—and what it might have cost
The 2025 proposal considered possible forms such as a named place, performance space or public artwork. City officers’ estimates, reported by PerthNow in 2026, were:
#1 Best Overall
- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
| Item | Reported estimate |
|---|---|
| Feasibility study | About 200 staff hours and about A$15,000 |
| Specialist public-art and tribute advice | A further A$10,000 |
| Possible tribute, depending on scale | A$150,000 to more than A$500,000 |
These were estimates from an officers’ report, not final invoices or audited spending. The available reporting does not establish a tourism, attendance or economic-return figure for the proposed tribute.
Why Melville made the case for a local tribute
The City’s July 2025 statement said Scott spent part of his youth in the City of Melville and was buried at Fremantle Cemetery in Palmyra in 1980. It also pointed to Canning Highway and nearby venues, including the Raffles and Leopold Hotels, as part of the local history associated with “Highway to Hell.” Deputy Mayor Karen Wheatland said the proposal could support “community-led storytelling and creative and cultural expression.”

There is an important distinction between Scott’s burial place and where he lived. PerthNow reported in July 2025 that wording in the original motion saying Scott lived in Palmyra was removed after doubts were raised. The sources establish his burial at Fremantle Cemetery in Palmyra; they do not establish that he lived there.
Melville’s connection alongside Fremantle’s
Melville’s argument centred on Scott’s time in the area, his burial location and the Canning Highway music story. Fremantle’s connection is also well documented: a 2019 Western Australian Government announcement described Scott as born in Scotland and raised in Fremantle. It also announced the 2020 Highway to Hell event, a free moving musical tribute along a 10-kilometre Canning Highway route, jointly staged by Melville, Fremantle, East Fremantle and Perth Festival.

Fremantle already has a public memorial: PerthNow reported in 2025 that artist Greg James’s bronze statue of Scott stands at Fremantle Fishing Boat Harbour. These different civic connections need not be treated as competing claims of ownership. In 2025, Wheatland put Melville’s position this way: “We’re not claiming Bon Scott. We’re acknowledging that his story ends in our care.” That is an attributed explanation of the proposal, not a resolution of the historical debate.

PerthNow’s 2026 report said councillors debated whether Scott’s connection to Melville was strong enough to justify a dedicated civic project. Other figures with links to the City were raised during that debate. The 7–6 vote was about whether to proceed with the feasibility assessment; it did not settle whether Scott should be recognised in Melville in some broader or future context.
