Mayor of Kingstown Season 4 is complete and streaming, not still awaiting release. The 10-episode season premiered in the United States on Sunday, October 26, 2025, exclusively on Paramount+. Paramount+ currently lists Seasons 1–4 as available to binge in the U.S., although access in other countries may depend on local Paramount+ and partner-distribution arrangements.

The season follows Mike McLusky as the collapse of Kingstown’s Russian criminal organization creates a new power vacuum. While rival gangs fight for control, a new Anchor Bay warden challenges Mike’s influence inside the prison system. The Season 4 finale also sets up the officially announced fifth and final season.

The most important casting change is not simply the addition of another gang leader. Falco’s Nina Hobbs gives the prison itself a more assertive political voice, while James’s Frank Moses expands the conflict beyond Kingstown’s established factions and brings Detroit’s criminal power into the story.

What is Season 4 about?

Season 4 begins after the defeat and collapse of the Russian criminal presence in Kingstown. That victory does not make the city safer. It leaves behind a power vacuum, and competing groups move quickly to control the territory and the prison economy attached to it.

Mike must try to contain a new gang war while preserving the fragile balance among inmates, prison officials, police and criminal organizations. Bunny’s organization faces pressure from the Colombians, while Frank Moses brings a separate Detroit-based threat. The conflict is therefore not a simple replacement of one gang by another: several factions are competing at once, and every attempted settlement creates another obligation or enemy for Mike.

At the same time, Nina Hobbs’s arrival at Anchor Bay threatens the informal system that has allowed Mike to act as a broker. Mike’s influence has depended partly on access—being able to communicate, negotiate and intervene across institutional boundaries. A warden who refuses to recognize that informal authority changes the rules of the entire series.

Kyle’s prison storyline

Kyle’s position is particularly important after the events of Season 3. He is incarcerated and separated from Mike, which forces him to experience the prison system from the inside rather than manage its consequences from the outside. His vulnerability increases when Tracy is targeted by Merle Callahan, a white-supremacist leader seeking revenge.

That plotline turns the McLusky family’s usual problem into something more intimate. Mike is trying to prevent Kingstown’s larger conflicts from consuming the city, while Kyle is confronted with violence directed at his own family. The result is a season in which Kyle, as much as Mike, becomes the emotional center of the McLuskys’ cycle of retaliation.

The sequence of titles suggests a season built around escalating institutional pressure, personal loss and the consequences of violence. That is an interpretation of the season’s structure rather than a claim that each title has an officially stated symbolic meaning.

Season 4 finale ending explained

Spoiler warning: The following section reveals major events from Episode 410, “Belly of the Beast.”

What happens to Merle Callahan?

The immediate Merle Callahan storyline ends with revenge rather than a conventional legal resolution. Merle’s men attack Mike, Kyle, Ian and Stevie at Don’s Diner. After the attack, Mike and Kyle interrogate one of the gunmen as they attempt to find Merle.

Merle ultimately turns himself in at the Kingstown Police Department. Ian and Captain Walter recognize that returning him to prison could allow him to avoid meaningful consequences, so Merle is taken to a rail yard instead. There, Kyle confronts him over Tracy’s murder. Kyle shoots Merle and kills him.

The act completes Kyle’s revenge, but it does not restore the McLusky family. Kyle must now live with the fact that he has personally carried out the killing while also trying to raise his infant son. The finale treats Merle’s death as the end of one immediate threat and another permanent burden for Kyle.

What happens to the other major conflicts?

  • Bunny and the Colombians: Their conflict remains unresolved. Cortez survives and escapes, leaving Bunny’s position and the wider gang struggle unsettled.
  • Frank Moses: Mike helps expose Frank, leading to Frank’s arrest. That creates an obvious motive for retaliation and leaves Mike facing another dangerous adversary.
  • Kyle: He must reckon with killing Merle while caring for his infant son and dealing with the consequences of Tracy’s death.
  • Mike and Cindy: Mike faces consequences connected to protecting Cindy and her children, while continuing to manipulate relationships among law enforcement and criminal factions.
  • Kingstown’s balance of power: The city is not stabilized by Merle’s death. The gang war, prison politics and Mike’s increasingly exposed methods all remain available as future story engines.

The ending is therefore conclusive on the question of Merle’s fate but deliberately open-ended on the larger system. One enemy is removed, while the conditions that produced the violence—incarceration, institutional corruption, competing criminal authority and personal retaliation—remain in place.

What Season 4 says about Mike’s “mayor” role

Mike is still the person others call when formal institutions cannot or will not solve a problem. But Season 4 changes what that role means. After the Russian organization collapses, Mike’s ability to mediate no longer guarantees control. He has to negotiate among more competing interests, including a prison administration that is less willing to accept his informal authority.

That makes the season’s central conflict institutional as well as criminal. Mike is not only trying to stop a gang war; he is trying to preserve the network of access and obligations that makes his mediation possible. Nina Hobbs challenges that network from inside Anchor Bay, while Frank Moses and the Colombians challenge it from outside.

The series continues to use Kingstown’s prison economy to examine systemic racism, corruption, inequality and the blurred boundary between legal power and criminal power. Season 4 intensifies those themes by showing that changing the people at the top does not necessarily change the system. The Russian collapse creates room for new factions, but it does not remove the pressures that make violence and transactional justice so persistent.

Mayor of Kingstown Season 5: what happens next?

Season 5 has been officially announced as the fifth and final season of Mayor of Kingstown. Production began in Pittsburgh, Pennsylvania, in March 2026, and Paramount has ordered eight episodes.

There is no official Season 5 premiere date as of August 12, 2026. No release window should be presented as confirmed until Paramount+ makes a later announcement.

David Morse joins the final season as Russell Hardy, a seasoned FBI agent sent to Kingstown to investigate the events surrounding Callahan. Paramount describes Hardy’s investigation as a threat to Mike’s crimes and to the city’s fragile balance of power.

Confirmed returning Season 5 cast members include Jeremy Renner, Edie Falco, Laura Benanti, Hugh Dillon, Taylor Handley, Tobi Bamtefa and Derek Webster.
