They do establish several distinct kinds of power: Human Torch’s direct flame control, Ghost Rider’s supernatural hellfire, Phoenix-era Jean Grey’s cosmic fire and energy, and Sunspot’s solar heat projection. Those are related, but not interchangeable abilities.
Why a definitive top 15 is not supported
“Control fire” is an editorial category, not a single Marvel power classification. Ranking characters fairly would require comparable evidence about their power scale, precision, versatility, dependence on a transformation or external source, and explicit limitations. Marvel’s official pages describe unlike abilities and provide no shared fire-control statistic or scale. They do not establish an authoritative fifteen-character order.
The strongest evidence-backed comparisons are therefore best read as categories, not a definitive ladder. A narrow list would cover literal flame manipulation; a broader one can also include hellfire, cosmic fire, and solar heat. The distinction matters: having immense cosmic power does not by itself show a character is a skilled controller of ordinary flames.
Characters whose official profiles establish a fire-related power
Human Torch (Johnny Storm): the clearest example of direct fire control
Johnny Storm is the strongest benchmark for literal flame manipulation in the available official material. Marvel says he can ignite his body and control flame temperature and density, using fire for precision tasks or over a broad area. His longer biography describes streams, sheets, ropes, and bursts of flame, as well as a destructive “nova” level of output—but gives no numeric temperature or measurement. Marvel’s Human Torch profile and in-comics biography support both his versatility and his status as a direct fire controller.

His flames are not without constraints. Marvel notes that unconsciousness ends them, while water or a lack of nearby oxygen can prevent him from maintaining them. These limits are relevant to a comparison: a dramatic maximum output does not mean uninterrupted or unconditional control.
Jean Grey as Phoenix: cosmic flame, not conventional pyrokinesis
Marvel’s Jean Grey profile describes extraordinary energy generation and a bird of cosmic flame when the Phoenix Force is manifested. This supports treating Phoenix-era Jean as a cosmic-power case, not simply as a person who manipulates ordinary fire. Marvel’s Phoenix (Jean Grey) profile describes the character; Marvel’s Phoenix Force page identifies the force as a cosmic entity associated with cosmic fire. The entity and Jean as a host or avatar should not be treated as the same character or power source.

Ghost Rider (Johnny Blaze): supernatural hellfire
Marvel lists pyrokinesis among Johnny Blaze’s powers and describes his flames as supernatural hellfire tied to the Spirit of Vengeance. That makes him a fire-related character under a broad definition, but his ability is not ordinary elemental flame control. Marvel’s Ghost Rider profile supports the hellfire distinction; it does not establish a comparable fire-output measure that would settle his placement against the Human Torch or Phoenix.
Sunspot (Roberto da Costa): solar heat and energy
Sunspot qualifies only under a wider definition that includes heat and energy projection. Marvel describes him converting solar energy, projecting thermal heat, firing concussive blasts, and flying. This is evidence of a solar-energy power set, not proof that he creates or controls ordinary flames. Marvel’s Sunspot profile describes those abilities.

Why other cosmic characters cannot be ranked from these descriptions
Marvel’s Heralds of Galactus page lists Firelord and Nova (Frankie Raye) among the Heralds empowered by the Power Cosmic. That establishes their cosmic context, but the page does not provide enough individual evidence about precise fire control to compare them confidently with the characters above. A title, name, or association with cosmic power is not a substitute for an explicit description of flame-related abilities. Marvel’s Heralds of Galactus page supplies the roster context, not a fire ranking.

A responsible list of 15 would need to state its boundaries and document each additional character individually. It should identify whether the entry is a literal fire controller, a supernatural-flame user, a cosmic-fire host, or a heat and energy projector—and whether the version being discussed depends on a temporary power-up, transformation, or alternate continuity.

- Scale: What level of effect is actually described or shown, and is it a character’s ordinary capability or a special state?
- Control: Can the character shape or direct flame precisely, or is the evidence limited to broad energy output?
- Versatility: Does the power enable movement or other uses as well as attacks?
- Source: Does the ability come from the character, a cosmic force, a supernatural entity, or an external energy source?
- Limits: Are there documented conditions that interrupt or restrict the power?
Marvel’s official descriptions do not provide a common metric for these factors. A numbered top 15 would require more individual evidence than is established here, and any ordering would be an editorial judgment rather than an official ranking.
