Start with WebRTC when viewers need to respond, speak, or exchange media in real time. Start with LL-HLS when you are broadcasting to a large audience and HTTP/CDN distribution matters more than eliminating a short delay. Then test the complete production-to-player path: a protocol name alone cannot promise a particular end-to-end latency.
What is the difference between Low-Latency HLS and WebRTC?
Low-Latency HLS
LL-HLS is Apple’s low-latency mode for HTTP Live Streaming. HLS delivers live and on-demand media using HTTP, so it can use ordinary web servers and content delivery networks (CDNs). Apple describes HLS as designed for reliability and adaptation to changing network conditions, including alternate bit-rate streams, encryption, and authentication (Apple’s HLS overview).
LL-HLS reduces the wait associated with conventional segment-based delivery through features such as partial media segments, playlist delta updates, blocking playlist reloads, and preload hints. A partial segment can be made available before its larger parent segment is complete. These features require compatible production, delivery, and playback components; Apple documents fallback to regular-latency HLS when a client encounters an unsupported server configuration (Apple’s LL-HLS documentation).
WebRTC
WebRTC is a browser API, used with an IETF real-time protocol suite, for sending and receiving media and application data between browsers or devices. It is built for real-time exchange and uses ICE to establish connectivity. Deployments may use STUN and TURN, including relay paths to address some NAT and firewall conditions. WebRTC does not necessarily mean a direct peer-to-peer connection (W3C WebRTC Recommendation; IETF RFC 8835).

Which streaming protocol is better?

Which has lower latency?
There is no universal winner established by the standards or the cited Apple material. Apple’s WWDC 2019 presentation said that, with LL-HLS, “latencies of less than two seconds are now achievable over public networks at scale.” This describes an achievable design target when Apple introduced the feature; it is not a current performance measurement for every LL-HLS service. The same sources do not establish a comparable universal WebRTC figure or an independent head-to-head benchmark.
Apple’s documentation also uses a regular six-second media segment and a 200-millisecond partial segment to illustrate LL-HLS mechanics. Those are example durations, not required settings or a prediction of total viewer delay. Actual delay depends on the entire implementation and network path.

Which scales better for a large audience?
LL-HLS is the more natural starting point when the goal is one-to-many distribution through HTTP servers and CDNs. HLS’s HTTP delivery model and adaptive streaming capabilities suit broadcast distribution, but the actual scale and playback behavior depend on the service and its infrastructure.
WebRTC is designed around real-time exchange and connectivity between participants. Its use of ICE, and possible TURN relay paths, makes connection handling part of deployment planning. The cited standards do not establish a universal audience-size threshold at which one protocol outperforms the other; assess the specific service architecture rather than treating either label as a capacity guarantee.

Which should I use for interactive streaming?
- Choose WebRTC as the first option to evaluate for calls, remote contribution, or other experiences where turn-taking and immediate response matter.
- Choose LL-HLS as the first option to evaluate for a passive one-to-many broadcast where broad HTTP/CDN delivery and adaptive playback matter, and a short delay is acceptable.
- Consider a hybrid architecture if contributors need a real-time path while a larger passive audience watches an HTTP-based stream. This is an engineering option, not a validated recipe: verify the chosen service’s encoding, routing, and player capabilities.
How to make the choice in a real deployment
- Define the experience. Decide whether viewers only watch or need to speak, respond, or contribute media. Identify whether a short broadcast delay is acceptable.
- Set a measurable latency definition. For example, measure capture-to-render rather than relying on a vague “live” or “low latency” label.
- Test the complete path. Include capture, encoding, transport and delivery, and the actual player. Use representative audience devices and network conditions.
- Record more than delay. Track playback failures and quality adaptation alongside latency, so a low-delay result that frequently stalls is not mistaken for a successful experience.
- Verify compatibility and connectivity. For LL-HLS, confirm support across production, delivery, and player components, including what happens if regular-latency fallback occurs. For WebRTC, test ICE connectivity and whether the deployment needs TURN relays for its NAT and firewall conditions.
