In “Shatter the Moon,” Cruz does not formally replace Joe, but she begins to carry the authority and responsibility that make a handoff conceivable. Her counsel helps Josie stay in the operation, her proposal offers a less violent path involving Josie’s father, and Joe explicitly trusts her to guide the new operative. That character shift gives the episode its strongest thread, even as an unauthorized rescue attempt drives the action toward an explosive cliffhanger.

The official episode description sets up the conflict: “The warehouse discovery rattles the team. Joe is torn between two urgent missions.” Paramount+ episode listing Rotten Tomatoes episode page
What happens in “Shatter the Moon”
Spoilers follow. A warehouse operation uncovers hundreds of children held by traffickers, abruptly colliding with the team’s ongoing intelligence mission. Josie, newly placed in the Lioness role, balks at returning home under false pretenses to manipulate her family. Cruz talks her through the betrayal and draws on her own experience to help Josie face what the assignment demands.
Rather than treating Josie’s father’s death as inevitable, Cruz asks whether he could cooperate in exchange for protection. Joe is skeptical, but considers the alternative. In parallel, Joe and part of the team make an unauthorized attempt to intercept the children. They meet heavier resistance than expected, and the mission ends in a major explosion. The episode’s immediate outcome for the children remains unresolved in the available recaps, so the blast works more as a cliffhanger than a clear resolution.

Does Cruz take over from Joe?
Not formally in this episode. The shift is one of influence and delegated responsibility, not a stated job change. Joe tells Kaitlyn that Cruz is better at this work than Joe was at the same point in her career, then entrusts Cruz with Josie. Joe is also considering a way out of her current role, giving the exchange a succession subtext without confirming a succession.
That distinction makes the title’s claim persuasive as an interpretation: Cruz is increasingly the person who can steady a fellow operative and weigh the human cost of a mission. But the episode leaves the formal leadership question open.

Why Cruz’s guidance matters
Cruz’s mentorship feels rooted in the experience that shaped her, rather than arriving as a sudden promotion. She recognizes the personal cost of using family ties as operational cover and helps Josie confront it instead of simply issuing instructions. Her question about a possible deal for Josie’s father also brings moral judgment into the tactical conversation: the episode asks whether there is a way to protect the mission without defaulting to killing him.
Genesis Rodriguez supplies a vital counterweight as Josie. TVLine’s performance feature highlights her distress over lying to her family, especially in the dinner scene with her father. Cruz may become the episode’s moral guide, but Rodriguez’s performance gives Josie’s conflict much of its emotional force. TVLine on Genesis Rodriguez’s performance

Two urgent missions, one divided team
The children’s discovery gives Joe a crisis that cannot be neatly folded into the original intelligence operation. Her unauthorized response makes the conflict legible: there is an immediate human emergency, but intervening also carries operational risk. The parallel plotlines do not resolve that tension; they leave the team split between the work it planned to do and the people it has just found.
The result is a strong source of suspense, though the rescue thread and Josie’s family operation can feel like competing plot machinery. The episode’s most compelling consequences are personal—what Josie must do to her family, what Cruz is willing to advise, and how much Joe is prepared to entrust to her—while the explosion postpones a clear account of what the rescue attempt achieved.

Verdict
“Shatter the Moon” is most effective when it lets Cruz’s growing authority emerge through choices and trust rather than a formal title. Her work with Josie gives the episode an emotional center, and Joe’s praise makes the possibility of a future handoff credible without making it official. The rescue plot raises the stakes, but its explosive, unresolved ending leaves the episode’s character drama clearer than its immediate operational outcome. Esquire critic Josh Rosenberg quotes Joe telling Kaitlyn of Cruz, “She’s better at this than I was”; that is the critic’s rendering of reported dialogue, not a production transcript. Critical reception
Rotten Tomatoes lists three critic reviews for the episode, including visible scores of 3/5 from Vulture and 6/10 from CBR. That is a small sample, not a representative audience rating or a basis for claiming critical consensus. Vulture’s visible assessment praises the action while criticizing the show’s sociopolitical coherence; that is one critic’s view. Rotten Tomatoes episode page
