Spoilers through Season 3. Kate Wyler first believes British Prime Minister Nicol Trowbridge hired Russian mercenary Roman Lenkov to attack the warship HMS Courageous. The investigation then reveals Trowbridge’s former adviser Meg Roylin was the British participant in the plot, while U.S. Vice President Grace Penn had originated the idea. These are successive revelations—not evidence that all three had the same role or knew the full plan from the start.
What connects Lenkov, Roylin and Trowbridge?
The connection changes as Kate investigates the attack. Lenkov is the suspected hired attacker in Kate’s initial theory; Roylin is the British political figure exposed as involved; and Trowbridge is first the apparent person behind the attack, then a leader who learns of Roylin’s role. The later revelation that Penn came up with the attack idea shifts the story’s political origin across the Atlantic.

Netflix’s Season 2 recap lays out the central reversal: Kate’s initial suspicion of Trowbridge gives way to the revelation about Roylin, followed by the discovery that Penn came up with the idea.
Did Trowbridge hire Lenkov?
That is Kate’s initial theory, not the series’ final account of who originated the attack. She believes Trowbridge hired Lenkov, a Russian mercenary, to target the British warship. As the investigation proceeds, the story identifies Roylin as the British participant and Penn as the person who came up with the idea.

The official recaps do not spell out the full chain of communications or operational arrangements involving Lenkov. They therefore do not establish a direct personal alliance between Lenkov and Roylin. The safe distinction is between Kate’s early belief about a hire and the later political revelations; the precise mechanics of recruitment remain unspecified in these accounts.
How was Meg Roylin involved?
Roylin was one of Trowbridge’s closest advisers and is revealed as the British figure involved in the attack plot and its cover-up. Her connection to Trowbridge is political and conspiratorial: she had served him closely, but that does not mean he knew every part of the scheme from its beginning.
After Trowbridge learns of Roylin’s connection, the United States offers her asylum. Near the end of Season 3, Episode 1, she dies by suicide while in U.S. custody. Netflix’s Season 3 recap describes Kate as coming to understand Roylin’s motives and begrudgingly respect her, while still recognizing the consequences of her choices.
When did Trowbridge learn the truth?
The distinction between what Trowbridge knows and what the audience learns is important. Netflix’s Season 2 recap says he is still reeling from the revelation about Roylin and does not know of Penn’s involvement. By the Season 3 premiere, he knows Roylin was connected to the Courageous attack. The recaps do not support treating him as someone who knew the entire conspiracy from the outset.

Why did Penn and Roylin support the attack?
The series presents their reasoning as a belief that they were acting in their countries’ interests, not as an endorsement of their decisions. Netflix’s Season 3 recap says the attack killed 43 people. In the creator’s explanation, Penn believed the strike would preserve the strength of UK and U.S. nuclear safety; creator Debora Cahn characterizes Penn as choosing what she believed was the lesser of terrible choices. Cahn also says Roylin believed she was acting in Britain’s interest.
The scale of the human cost makes the characters’ stated strategic calculations part of the drama, not proof that the attack was justified. The 43 deaths are the figure given in Netflix’s Season 3 recap.

How the reveal affects the wider series
The Courageous investigation moves from an apparently British attack to a conspiracy whose idea originated with an American vice president. That shift strains the political relationship at the heart of the show. Cahn described the season as “the split,” referring to the breakdown in Kate and Hal’s relationship as well as the U.S.-U.K. relationship, in Netflix’s creator interview and recap.
Netflix’s Media Center listing describes the announced Season 4 setup as a fragile U.S.-U.K. peace threatened, with President Grace Penn and Vice President Hal Wyler conspiring over a Russian weapon. That setup supplies later-series context; it does not change the established roles in the Courageous storyline.
