Jon Voight confirmed in May 2025 that he was working with Donald Trump on a plan to address film and television production moving overseas. But the proposal he described was broader than tariffs, and its draft reportedly contemplated tariffs only in limited circumstances—not the blanket 100 percent tariff Trump publicly called for. The White House said at the time that no final decision had been made.
What did Jon Voight propose to Trump?
Voight said he had spoken with people in the entertainment industry and presented Trump with recommendations aimed at helping the industry and addressing production and jobs moving overseas. He described the recommendations as tax provisions that could be extended, revived or introduced. In his first interview about the effort, with Variety on May 8, 2025, Voight declined to lay out the specifics and pointed to a draft presentation prepared with producer Steven Paul. Voight said, “Something has to be done, and it’s way past time.”
The draft should not be mistaken for an adopted government policy. Paul told The Washington Post that the ideas were for discussion and “were not intended to drive definitive political action, nor do they reflect any formal policy or position.”
Did Voight propose a 100% tariff on foreign movies?
Not according to the reporting on his draft. President Trump separately posted a call for a 100 percent tariff on movies produced in foreign countries. The Washington Post reported that Trump did not name Voight or Paul in that post. The Guardian’s account of Voight’s proposal said it referred to tariffs in “certain limited circumstances,” rather than the across-the-board measure Trump described.

Those are distinct policy ideas: a limited tariff provision in a draft presentation is not equivalent to the president’s broad public call. The contemporaneous Associated Press report covered the administration’s response to Trump’s post; the White House said no final decision on foreign-film tariffs had been made.
How do tariffs differ from production tax incentives?
A tariff is a charge on qualifying imports; a production tax incentive reduces eligible production costs through the tax system. They are different approaches, even when both are presented as ways to encourage more production in the United States. Voight’s reported recommendations included tax provisions, while tariffs appeared in the draft only for limited circumstances.

In 2026, TheWrap reported that Voight described Trump as backing a federal film tax incentive intended to level the playing field and bring jobs back to the United States. Reported support for an incentive is not evidence that Congress enacted it.
What evidence was offered for a federal film incentive?
TheWrap reported a Motion Picture Association-commissioned study projecting that annual U.S. production spending could reach $36 billion by 2035 with a labor-spending-based 20 percent tax credit, compared with $16.7 billion without an incentive. These are model projections reported in a 2026 news article, not observed spending or a guaranteed result. They do not establish the economic effect of a movie tariff.

Did Trump approve a movie tariff, and what is its status?
In May 2025, the White House said no final decision on foreign-film tariffs had been made. That was a statement about the situation at that time, not a determination of current legal status. The U.S. Trade Representative’s presidential tariff-actions index lists tariff actions and agreements, but the index alone does not establish whether a movie-specific tariff is legally in force. The available material here does not resolve that current-status question.
