No. Zoro.to was an unofficial anime piracy site, not a licensed streaming service, and a current site using the Zoro name should not be assumed to be genuine or safe. If you want to watch anime, use an identifiable licensed service; if you already visited a Zoro-branded page, take sensible steps to protect your device and accounts.
What happened to Zoro.to?
Zoro.to offered free anime streams, subtitles and dubs through a browser, but a polished interface and broad-looking catalog do not establish distribution rights. A licensed service obtains permission from rights holders; unofficial sites may rely on embedded streams or third-party hosts without demonstrating comparable authorization.
In July 2023, the original zoro.to domain was reported to point to anti-piracy seizure infrastructure operated by ACE and the MPA. The service was later associated with the Aniwatch name and then HiAnime in U.S. government anti-piracy materials. These sources describe a piracy ecosystem, not an authorized replacement: TorrentFreak’s July 2023 report, the 2023 U.S. Notorious Markets report and the 2025 list published by the USTR in 2026.
That history does not authenticate any present-day domain. A Zoro-branded page could be a successor, mirror, redirect or unrelated copycat; familiar branding is not proof that it is run by the former operators or has permission to stream a show.

Is Zoro.to legal?
The sound conclusion is that Zoro.to was not a legitimate, licensed distributor. U.S. government anti-piracy materials identify the associated service ecosystem as offering pirated anime and other copyrighted video. A site does not become lawful because it looks professional, offers free playback or uses an embedded player.
That assessment of the service is different from a universal claim about the legal consequences for every viewer. Copyright rules and exceptions vary by country, and the facts matter. Streaming, downloading, uploading, redistributing, torrenting and bypassing access controls can raise different issues. The U.S. Copyright Office explains DMCA procedures and access-control provisions, but that does not establish a uniform outcome for individual viewers: U.S. Copyright Office: DMCA. This is general information, not legal advice.

Is Zoro.to safe to use?
It cannot be treated as reliably safe. That does not mean every page or visit necessarily infects a device. The problem is the lack of dependable control over advertising, redirects, cloned domains and third-party video hosts. Their behavior and security practices may differ from one visit or domain to the next.
- Advertisements or redirects can lead to scams, gambling pages, phishing or malicious downloads.
- Fake browser-update, codec or virus-warning prompts may pressure you to install software, call a number or click a link.
- A page may request browser-notification permission, account credentials or payment information without a trustworthy reason.
- Unfamiliar download buttons, video hosts and copied domains can expose you to different risks from the page that first brought you there.
- Tracking scripts and aggressive advertising can collect information even when no file is downloaded.
Popularity is not proof of licensing or safety: the USTR’s 2025 Notorious Markets list, published in 2026, described very high traffic for the associated HiAnime ecosystem while categorizing it as a piracy market.

Do a VPN or ad blocker make it safe?
No. A VPN may change how your network traffic is routed or conceal your IP address from some parties, but it does not provide a streaming license, authenticate a mirror, prevent phishing or guarantee that a download is safe. An ad blocker can reduce exposure to some advertising, but it cannot make an unlicensed service legitimate or prevent every deceptive page, file or permission prompt.
Licensed platforms may also restrict VPN or proxy use to enforce geographic licensing. Crunchyroll’s terms prohibit using VPNs, proxies, IP spoofing or similar methods to circumvent geographic filtering: Crunchyroll Terms of Use.

What to do if you already visited a Zoro-branded site
Choose the steps that match what happened. A visit alone does not prove that your device is infected.
If you only streamed
- Close the page, and do not accept notification permissions.
- If you granted notifications, remove the site’s permission in your browser’s site settings.
- Check the browser’s downloads list and delete files you do not recognize.
- Update your operating system and security software, then run a scan. Watch for new extensions, unexplained pop-ups, redirects or changed search settings.
If you downloaded a file
- Do not open or install it. Delete it from Downloads and empty the trash or recycle bin.
- Run a full scan with legitimate, up-to-date security software.
- If you opened or installed the file, investigate the device before using it for banking or other sensitive activity. Where practical, sign out of sensitive accounts on another trusted device while you assess the situation.
If you entered a password
- Change it through the real service’s official app or website, not a link from the streaming page.
- Change it anywhere else you reused it, enable multifactor authentication and review recent activity and signed-in sessions.
If you entered payment details or saw a virus warning
- Contact your card issuer or payment provider if you submitted payment information to an unverified page. Monitor transactions and ask whether the card should be replaced.
- Do not call a number or install a tool shown in a pop-up warning. Close the tab, revoke any notification permission and scan with the device’s legitimate security tools.
- Do not trust unsolicited messages claiming to be site support or offering to fix the warning.
Legal alternatives to Zoro.to
Use an official service where ownership, terms, billing and support can be identified. The right choice depends on the shows you want, your country and whether you want anime-only programming or a broader entertainment bundle. Availability is title- and region-dependent; Crunchyroll says its catalog varies with regional licensing agreements (regional availability information).

| Service | Best fit | Trade-off | Price or availability detail |
|---|---|---|---|
| Crunchyroll | A dedicated anime catalog, including simulcasts and dubs. | Paid tiers; no single service has every title in every region. | U.S. prices announced for 2026 were Fan $9.99/month, Mega Fan $13.99/month and Ultimate Fan $17.99/month. A limited-time Fan annual offer of $66.99 for one year was announced in February 2026. These prices and the promotion were listed as seen August 18, 2026; check the plan page for current terms. Pricing announcement. |
| HIDIVE | Viewers seeking particular exclusives or catalog niches. | It is a complementary option, not necessarily a broad replacement for a larger anime catalog. | HIDIVE’s U.S. help page lists $6.99/month or $69.99/year, plus applicable taxes. Billing information is required for trial signup, and billing begins after the trial under the stated terms. Details seen August 18, 2026: HIDIVE signup and billing information. |
| Hulu | People who also want Hulu’s broader TV and film catalog. | Selected anime titles, not a complete anime-specific catalog. | Hulu’s page showed selected Crunchyroll titles with a Hulu plan starting at $11.99/month. Check whether the show you want is included. |
| Netflix, Disney+ and Prime Video | Existing subscribers or viewers looking for particular titles and exclusives. | Catalogs differ by country and service; a subscription does not guarantee access to every anime. | Check the service’s current catalog and local terms for the title you want. |
| RetroCrush | Viewers interested in classic anime. | Less suited to people primarily seeking current seasonal simulcasts. | Its official support page confirms free and paid viewing options; check the service for current details: RetroCrush pricing information. |
| Tubi and official YouTube channels | People prioritizing free, legal viewing or individual official releases. | Ads, limited catalogs and changing availability; confirm that a channel is official. | Availability depends on the title and region; check the platform directly. |
Before trusting an unfamiliar streaming service, look for identifiable ownership, clear terms and privacy information, official apps in recognized app stores, transparent billing, a support channel and credible evidence of licensing or distribution partnerships. Treat demands to install a special player or browser extension, repeated redirects, unclear domains or requests for payment before showing ordinary plan information as warning signs.
