The Penguin draws on the Gotham crime-family world of Batman: The Long Halloween, most clearly through Sofia Falcone. But HBO’s series is not a straight adaptation of that comic’s plot: showrunner Lauren LeFranc has described its comics connections as homage and Easter eggs.
How The Penguin connects to The Long Halloween
The strongest specific link is Sofia Falcone. DC says writer Jeph Loeb and artist Tim Sale created the character in Batman: The Long Halloween, and identifies her as a connection between the comic and HBO’s series. The show brings Sofia into its own version of Gotham’s Falcone family story; that shared character and setting make the comic a useful point of comparison, not a blueprint for the series’ events. DC’s editorial history of Sofia Falcone traces that connection.
The comic follows Batman in his early crime-fighting days as he investigates a killer whose crimes are tied to holidays. Carmine Falcone and Gotham’s criminal underworld are central to its story. DC’s graphic-novel page for Batman: The Long Halloween describes that premise and the collected edition.
Does the series adapt the comic’s plot?
No direct plot adaptation is established. In a TVLine interview, LeFranc said she reread comics while developing the series and aimed to honor them with homage and Easter eggs, rather than make a straight-up adaptation. That distinction matters: a character’s origin in a comic does not mean the show retells the comic’s storyline.

Matt Reeves, who developed the larger The Batman crime saga, described his original pitch as a gangster story about someone underestimated amid the power vacuum left by Carmine Falcone’s death. Reeves’s interview with Forbes helps explain why the series can feel rooted in Batman comics while keeping its focus on organized crime rather than Batman as the lead.

DC describes The Penguin as an eight-episode series starring Colin Farrell as Oz Cobb and developed by LeFranc, continuing the crime saga begun by The Batman. DC’s series page provides those series details. Its crime-centered approach lets familiar Gotham figures and family histories carry weight even when Batman is not driving the narrative.
