Who is Exeller?
Exeller is a character in the fan-made game series Sonic.exe: The Spirits of Hell. A fan-maintained character entry identifies him as the main antagonist of that game and Sally.exe: The Whisper of Soul, and says he possesses Sonic for much of the story and hunts the main cast. The original Sonic.exe: The Spirits of Hell is listed as a downloadable Windows game on its game page. A separate remake project, Sonic.exe: The Spirits of Hell Recoded, is described as being in development and asks players to help the original trio survive Exeller. Its status may change. Why he is not generally considered a good guy
The clearest evidence is his role and conduct in the story: the character reference calls him the main antagonist, while the remake’s premise frames survival from him as the protagonists’ objective. That makes “dangerous antagonist” a more reliable description than “good guy.”

SplicedOnline’s November 4, 2024 article describes Exeller’s methods as brutal and cruel and says he seeks to punish humanity. The article does not cite a creator statement for that motive, so it is best treated as a secondary interpretation rather than definitive canon. Read SplicedOnline’s discussion.
Do the endings change the answer?
They can affect how a particular outcome is interpreted, so name the installment and ending when discussing a specific event. A fan-maintained series page describes a best ending in Sally.exe: The Whisper of Soul in which the cast and Freedom City’s citizens oppose Exeller and free Sonic. Is Exeller part of official Sonic canon?
No official-canon status is established by the sources cited here. Exeller belongs to fan-made Sonic.EXE game material, which should be distinguished from Sega’s official Sonic stories. The game listings and fan references provide context for the fan-game series, not evidence that Exeller is an official Sega character.
