The resort area is associated with the cities of Bay Lake and Lake Buena Vista and with a special-purpose district now called the Central Florida Tourism Oversight District. The available official sources do not establish a current count of residents living in those cities or on resort property.
Is Disney World its own city?
No. Walt Disney World is not an incorporated municipality. The confusion comes from several kinds of places and government overlapping in the same resort area: the theme-park destination, nearby incorporated cities and a special-purpose local-government district.
| Term | What it refers to |
|---|---|
| Walt Disney World | A resort destination; it is not itself an incorporated city. |
| Bay Lake and Lake Buena Vista | Incorporated city names associated with the resort area’s local-government history. The sources cited here do not establish their current populations. |
| Central Florida Tourism Oversight District | A special-purpose district associated with the resort. Its predecessor was called the Reedy Creek Improvement District. |
What is Reedy Creek called now?
The district is now the Central Florida Tourism Oversight District (CFTOD). Its official history says it was created by a 1967 Florida special act under the name Reedy Creek Improvement District. The district describes its area as 38.5 square miles; that is an area figure, not a population count. CFTOD: About the District
What changed in 2023?
In 2023, Florida legislation replaced the former arrangement with the current district. The governor’s announcement described the new entity as state-controlled; that is the state’s characterization of the change, rather than a complete account of the district’s current day-to-day powers. Do people live inside Disney World?
The sources available here do not verify how many people currently live in Bay Lake or Lake Buena Vista, or provide a complete inventory of residential addresses on resort property. So the careful answer is that the resort area is associated with incorporated cities, but a current resident count cannot be established from these sources. The district’s stated 38.5-square-mile area does not tell you how many people live there.

What city is Disney World in?
There is no single city name that makes Walt Disney World itself a municipality. Bay Lake and Lake Buena Vista are the incorporated city names relevant to the resort area’s local-government history, while the destination is also associated with the CFTOD. Treating the resort as simply “in” one city can blur the distinction between a destination, municipal jurisdictions and a special district.

Celebration has its own community development district. Its district describes itself as an independent special-purpose unit under Florida law, so it should not be conflated with the Central Florida Tourism Oversight District. Celebration Community Development District
