Instagram reached 3 billion monthly active users, according to Meta CEO Mark Zuckerberg and Instagram chief Adam Mosseri in an announcement on September 24, 2025. The figure makes Instagram one of the largest consumer internet services, but it is a company-reported metric—not an independently audited count.
What Meta actually announced
Zuckerberg and Mosseri said Instagram had reached 3 billion monthly active users (MAUs). A monthly active user is an account counted as using the service during a month under Meta’s measurement rules. The announcement did not publish the underlying methodology, deduplication rules, geographic breakdown, or an independent audit.
The most precise description is therefore: Meta said Instagram had reached 3 billion MAUs on September 24, 2025. That wording matters. MAUs are a platform metric, not a census of 3 billion unique human beings. One person can operate multiple accounts, and the public announcement does not establish the exact scope of activity counted across Instagram’s app and web services.

Meta’s formal financial disclosures generally group Instagram with Facebook and other services in “Family of Apps” measures, rather than publishing a regularly updated, standalone Instagram MAU series. The 3-billion number came from executive statements reported by TechCrunch, not from a standardized table in a quarterly filing.

How the milestone fits Instagram’s growth

Moving from the previously disclosed 2-billion level to the reported 3-billion level represents a 50% increase from that benchmark. Because Meta has not published a full, consistently measured public series, the comparison should not be read as a precise year-by-year growth curve.
What drove the reported growth
Mosseri identified three areas as the main sources of Instagram’s recent growth: direct messages, Reels, and recommendation systems. That is an executive explanation, not a separately audited attribution of users.
Reels and algorithmic discovery
Reels, Instagram’s short-form video product, gives the service a way to recommend posts from accounts a person does not follow. This expands discovery beyond the traditional followed-account feed, creates more opportunities for creators to be found, and supplies additional surfaces on which advertising can appear. Reels should not be described as the sole cause of the milestone; Mosseri named it alongside messaging and recommendations.

Meta has also said its recommendation improvements increased engagement across its products, including time spent on Instagram in the second quarter of 2025. That is Meta’s own claim, reported in its investor-relations communication, not an independent measurement: Meta’s Q2 2025 statement.
Direct messages
Messaging changes Instagram from a place people mainly browse and publish into a service they can revisit to share content and maintain conversations. DMs can encourage repeat visits, keep sharing inside Instagram, and support communication between customers and businesses. Those are strategic implications of a larger messaging role; the available statements do not provide an Instagram-specific revenue figure for DMs.
Meta has identified business messaging as a monetization opportunity across its services. Its public discussion does not isolate how much revenue Instagram messaging generates: Zuckerberg’s statement on community growth and business messaging.

Why Instagram is testing more feed control
The 3-billion-user announcement was paired with tests intended to give people more choice over how their feeds are organized. The options described in coverage included algorithmically recommended content, chronological or recent posts, and topic-based filtering.

The announcement does not establish that every user can select a chronological feed or that recommendations have been removed from the default experience.
The tests address a central product tension. Recommendations and Reels help Instagram distribute content beyond a user’s existing network and increase engagement. At the same time, users may want clearer control over what appears in front of them. Offering feed choices lets Instagram pursue discovery while responding to complaints about an opaque or over-personalized ranking system.

What the milestone means for advertisers and creators
More potential distribution
A larger monthly audience increases the possible reach for advertisers, creators, publishers, and brands. Reels make short-form video and creative testing more important, while recommendations can expose content to people who do not already follow an account. DMs add a route for product questions, lead generation, customer support, and creator–brand communication.
Instagram’s financial context is reported in combination
Meta says substantially all of its revenue comes from advertising on Facebook and Instagram. For 2025, Meta reported Family-of-Apps ad impressions up 12% year over year and average price per ad up 9%; total company revenue was approximately $200.97 billion, up 22%. Greater competition for attention
Creators benefit from a huge discovery system but compete within it. Recommendation-driven distribution can create opportunities beyond follower counts, while also making reach more dependent on ranking systems and changing formats. Brands face similar trade-offs: more inventory and targeting options, but greater demands for brand safety, moderation, and measurement.
What the number does not prove
- It does not mean Instagram has 3 billion daily users. Monthly and daily activity are different measures.
- It does not establish 3 billion unique people worldwide; the announcement does not fully describe account deduplication or measurement scope.
- It is not directly comparable with Meta’s combined daily-user figures, advertising reach, registered accounts, or another service’s metric.
- It does not show that every region, age group, or demographic grew at the same rate.
- It does not prove that Reels alone caused the increase or that the feed-control tests are available to everyone.
Instagram versus Meta’s combined user metrics
Meta’s company-wide figures illustrate why unlike measurements should not be merged. Meta reported 3.58 billion average daily active people across its Family of Apps in December 2025 and 3.56 billion in March 2026. Those totals include Facebook, Instagram, Messenger, WhatsApp, and related services, and they measure daily activity across the group—not Instagram’s monthly audience.

Because the scopes and time units differ, these figures cannot be used to rank Instagram against Meta’s other services or to convert Instagram’s monthly figure into a daily one.

The costs of operating at this scale
Three billion reported monthly users increase Instagram’s commercial reach, but they also enlarge the platform’s responsibilities. More content and interactions require moderation capacity, reliable privacy controls, and systems that limit fraud, abuse, and unsafe material. Recommendation systems also create pressure to explain ranking decisions and give users meaningful control.
Meta’s filings identify privacy regulation, youth-safety laws, competition policy, government restrictions, changes by third-party platforms, and limits on advertising measurement as risks to user growth and its advertising business. At Instagram’s scale, those are not peripheral compliance issues: they can affect distribution, targeting, advertiser confidence, and the cost of running the service. The company details these risks in its 2025 Form 10-K.
Bottom line for readers tracking Instagram
The September 24, 2025 announcement is a major scale milestone, but its evidentiary status is straightforward: Meta executives said Instagram had reached 3 billion monthly active users, and the public announcement did not include an independent audit or a complete methodology. The more important product signal is where Instagram says growth is coming from—Reels, recommendations, and DMs—and the accompanying effort to give users more control over their feeds. For businesses and creators, the number means exceptional potential reach; it does not by itself guarantee engagement, revenue, or equal access to audiences.
