The FFmpeg documentation does not establish one universal Unicode or Devanagari fix, so the exact command, error, operating system, shell, and playlist encoding matter.
Start by identifying where the failure occurs
Before changing filenames or encoding, capture the exact FFmpeg command and full error message. Also note your operating system, shell, FFmpeg version and build, and how the playlist file was created. Without those details, “not finding” could mean the path does not resolve, the playlist is being parsed differently than expected, or the files open but cannot be concatenated.
- Does the error name a file as missing or unsafe, or does it report a problem probing or matching streams?
- Does the path in the playlist work from the directory where FFmpeg is being run?
- How was the playlist generated, and what text encoding was used to save it?
These checks distinguish path/list parsing from media compatibility. The documentation does not identify a single cause for Devanagari filename failures across platforms and FFmpeg builds.
Check the concat playlist and paths
The concat demuxer reads a text script with one directive per line. A basic playlist uses a file directive for each input, for example:

file '/path/to/story-02.mp4'These ASCII paths are illustrative placeholders, not a Devanagari encoding recipe. Confirm that each listed path resolves from FFmpeg’s working directory; if not, use a path appropriate to your system. Inspect each file line for spaces and special characters, and escape them according to the concat script syntax in the FFmpeg concat demuxer documentation.
If you use the optional header
If the script begins with ffconcat version 1.0, that must be the exact first line for automatic format recognition. The documentation specifies no extra space and no byte-order mark before it. Check the actual beginning of the saved file, not just what a text editor appears to display.

If the path is rejected as unsafe
The concat demuxer’s safe option defaults to 1. Its documented portable-character rule excludes Devanagari characters. Setting -safe 0 accepts any filename, as the FFmpeg Formats documentation states. For example:
ffmpeg -f concat -safe 0 -i playlist.txt -c copy output.mp4Use this only with a playlist you trust: it relaxes the path restriction. It does not correct a wrong or relative path, playlist encoding, shell argument, malformed script, or incompatible media streams. The command is illustrative; adapt paths and options to your environment.

Investigate how the playlist was encoded
The FFmpeg Project describes the concat script this way: “The script is a text file in extended-ASCII, with one directive per line.” The documentation does not define a universal UTF-8, local-code-page, shell, or library setting that fixes Devanagari paths on every platform. Check how the playlist was written and saved, but do not assume that changing to one particular encoding will solve the issue everywhere.
As a diagnostic, make a temporary copy of one affected video with an ASCII filename, change only that playlist entry, and try again. If the entry then works, that is useful evidence that filename or playlist handling is involved; it does not establish that renaming is the right permanent fix. Keep the original files and playlist intact while isolating the cause.

Check whether the videos can be concatenated without re-encoding
Once FFmpeg opens the files, a separate issue may prevent concatenation. The concat demuxer expects all inputs to have the same streams, including codecs and time base. The story-playlist description alone does not establish whether the clips meet that requirement.
FFmpeg’s FAQ distinguishes the approaches: the concat demuxer is used to join compatible inputs without re-encoding; the concat filter is the option when re-encoding is needed. The FFmpeg FAQ explains the filter approach. The concat protocol is a separate, file-level method and is only suitable for cases supported by the underlying format; it is not a general replacement for a script of independently encoded clips.

Use the error to choose the next check
- “No such file” or a missing-file message: verify spelling, directory, relative versus absolute path, and the process’s working directory. Check spaces and special characters in the script entry.
- An unsafe-file or unsafe-path message: check whether the default
-safe 1is rejecting the path. If the playlist is trusted, try-safe 0; remember that this addresses only the safe-path restriction. - Automatic format recognition fails: if using the optional header, ensure
ffconcat version 1.0is exactly the first line and no byte-order mark precedes it. - The file opens but stream matching or concatenation fails: compare the inputs’ streams, codecs, and time bases. If they need re-encoding to match, consider the concat filter instead of stream-copying through the demuxer.
- Only Devanagari entries fail, with no clear safe-path error: inspect how the playlist was generated and encoded, and perform the temporary ASCII-name check. The documented syntax does not supply a cross-platform Unicode cure.
For a useful diagnosis, keep the command, complete error text, FFmpeg version/build, operating system and shell, and a small representative playlist. Remove private information from paths before sharing them publicly.
