An encoder prepares the source, a packager creates segments and playlists, a web server or CDN serves them over HTTP, and a compatible player requests and plays the segments. A multivariant playlist can offer alternate quality levels so the player can adapt to changing network conditions.
How HLS works
Apple describes three broad roles in an HLS system: server-side preparation, distribution, and client playback. Those roles can be handled by separate tools or combined in an integrated service.
- Prepare: An encoder converts or formats the source audio and video for the intended output.
- Package: A segmenter or integrated packager divides the media into files and creates playlists that identify those files.
- Distribute: A web server, caching system, or CDN makes the playlists and media segments retrievable over HTTP.
- Play: A compatible client loads a playlist, requests the referenced segments, and presents them continuously.
HLS can serve both live broadcasts and video on demand (VOD). A live playlist is updated as new media becomes available; a VOD playlist can be static. An EXT-X-ENDLIST marker indicates that no further playlist updates are expected.
Apple describes HLS as designed for reliability and for adapting playback to available wired or wireless connection speeds. The adaptation depends on alternate streams actually being made available in the playlist; a single-variant stream cannot offer the player other quality levels to choose from.

What an HLS playlist does
A playlist is an index, not the media itself. It identifies media segments and may include information the player needs to select and retrieve them. A multivariant playlist can point to alternate media playlists, such as versions encoded at different bitrates or resolutions. The player can switch among those available versions as network conditions change.
For live streaming, the playlist changes as the event progresses. For VOD, the playlist describes the available media without needing continuous updates. In either case, accurate segment references and durations matter: a playlist that points to missing files or describes timing incorrectly can disrupt playback even when the video files themselves are valid.

How to set up HLS
The setup below applies to a self-managed live or VOD workflow. Exact encoder and packager settings depend on the source, target devices, codecs, and latency goal. Apple’s published authoring guidance includes useful packaging recommendations, but Apple notes that the authoring document was superseded by RFC 8216; consult current Apple materials and the current HLS Internet-Draft for implementation details that may have changed.
- Choose the source and workflow. Decide whether you are preparing a live camera or production feed, a prerecorded video, or another audio-video source. Live and VOD use the same basic playlist-and-segment model, but live playlists are updated while VOD playlists can remain static.
- Choose an encoder. Use hardware, software, or an integrated production service capable of preparing media for the required devices. Dedicated hardware is an option for live production, not a general HLS requirement. Apple describes off-the-shelf hardware encoders as one possible live-event setup; software and integrated solutions can also perform the preparation role.
- Choose compatible codecs and packaging. Match the encoder and packager output to the playback clients you intend to support. Apple’s documentation describes workflows using fragmented MP4 and MPEG-2 transport stream, as well as codec examples; it does not establish that every format works in every third-party player or device. Test the actual combinations you will deploy.
- Segment and generate playlists. Use a segmenter or integrated packager to produce media segments and the playlist files that reference them. Apple recommends nominal six-second segments for the authoring profile on its specification page; this is guidance for that profile, not a universal HLS requirement. Apple’s same guidance says a segment must not exceed the target duration by more than 0.5 seconds, that audio and video playlists should use the same target duration and cover matching content duration, and that each
EXTINFduration should accurately describe its media. - Check continuity and playlist metadata. Ensure media remains continuous across segment boundaries and that timestamps, playlist entries, and segment durations agree. Incorrect packaging or playlist metadata can cause gaps, stalls, or seeking problems.
- Host the files over HTTP. Publish the playlists and segment files on an HTTP-accessible web server or CDN. HLS does not require a custom server module merely to deliver these files. Follow the MIME-type guidance for the media formats you serve; Apple’s authoring guidance also recommends gzip content encoding for playlists.
- Configure resilience and protection where needed. Apple’s authoring guidance recommends supporting failover, for example by listing duplicate streams in a multivariant playlist. HLS supports media encryption and authentication, but the required key retrieval, authentication, and decryption behavior depends on the protection method and client you deploy; the general HLS overview is not a complete security design.
- Validate playback on target clients. Open the playlist in the actual browsers, apps, and devices your audience will use. Check that the client can retrieve playlists and segments, switch between available variants, and play continuously. A successful test in one player does not prove compatibility across all client platforms.
What to choose for a real setup

There is no single encoder, packager, CDN, or player that official HLS guidance establishes as best for every deployment. Choose based on the source, audience devices, required latency, and the operational work you can support.

What is Low-Latency HLS?
Low-Latency HLS (LL-HLS) adds mechanisms that allow media to be published and requested in smaller, earlier pieces. Apple’s documentation describes partial segments published before their parent segment is complete, playlist delta updates, blocking playlist reload, preload hints, rendition reports, and delivery directives.
These features are not enabled by changing a single player setting. The packager, playlist updates, server behavior, and HTTP cache delivery all need to support the relevant rules. Apple notes that backend production tools and content delivery systems must implement them; clients may fall back to regular-latency playback if the server lacks part of the required configuration. Actual end-to-end latency depends on the encoder, player, network, and delivery setup, so no fixed latency can be promised from the protocol name alone.

Common HLS setup problems
- The playlist loads, but video does not play: Check that referenced segment URLs are reachable over HTTP, that files exist, and that the selected client supports the media format.
- Playback stalls or has gaps: Inspect segment continuity, timestamps, playlist updates, and whether playlist durations accurately match the media.
- Variant switching does not occur: Confirm that the multivariant playlist points to valid alternate media playlists and that the client can retrieve each rendition.
- Live playback stops advancing: Verify that the live playlist is being refreshed with new segments and is not marked with
EXT-X-ENDLISTwhile the event is still live. - One device works while another fails: Compare the codec, packaging format, playlist behavior, and delivery support against each target client’s capabilities; test the complete intended device matrix.
- Low-latency mode behaves like regular HLS: Check support throughout the packaging and delivery path, including server and cache behavior. A client may fall back when required server support is absent.
