You can update a YouTube playlist while a live broadcast is running, but YouTube does not document a guarantee that an already-open player will pick up the change without interruption. First identify which kind of “playlist” you mean: a viewer’s temporary queue, a saved YouTube playlist of videos, or the HLS media playlist of encoded stream segments. Only the saved video playlist is edited to change its video items; the viewer queue controls what that viewer watches next, and the HLS playlist is part of stream delivery.
Identify the playlist before changing anything

If you are a viewer, use the queue section below. If you are changing a creator-owned playlist, follow the playlist editing steps. Do not alter HLS segments to try to update a saved video playlist.
For viewers: queue the next video without stopping the current session
On YouTube desktop web, choose Add to queue on the video you want to watch next. YouTube Help says queueing lets viewers set up videos to watch next without interrupting the current watch session. The queue is temporary and is not saved when the browser closes; save it to an existing or new playlist if you need it to persist.
This changes the viewer’s own upcoming playback. It does not change the sequence of videos a broadcaster is sending as a live output.

For creators: update a saved playlist while a live broadcast is active
You can make supported changes to a YouTube playlist or its items while a live broadcast is running. Use YouTube Studio or the YouTube Data API as appropriate, but treat the update as a change to playlist data—not as a documented promise that existing tabs, embeds, or active live viewing sessions will reload it seamlessly.
Change playlist details
The Data API’s playlists.update operation changes playlist properties such as its title, description, and privacy status. Read the current playlist resource first and include all mutable values you intend to preserve: the API reference warns that omitted values can be deleted or reset during an update.

Add, remove, or reorder video items
Use playlist-item operations for the contents of the playlist. The API distinguishes a playlist-item ID from the video ID; when removing an item through the implementation guide, use the playlist-item ID. For a position change, confirm that the playlist is manually sorted. The API reports manualSortRequired when a position is requested for a playlist that is not manually sorted. If it is not manually sorted, change its ordering in YouTube’s video manager/settings first, or omit the requested position.
Use the API carefully
- Authorize the request. Use the YouTube Data API with the appropriate OAuth authorization for the account that can edit the playlist.
- Retrieve the current resource. Read the playlist or playlist-item data before updating, so you can retain mutable fields that must not be cleared or reset.
- Choose the correct operation. Use
playlists.updatefor playlist properties and playlist-item operations for item changes. - Check ordering before assigning a position. Only set a requested position when the playlist’s ordering is manual; otherwise adjust the ordering in YouTube’s video manager/settings or leave position unspecified.
- Verify the saved playlist data. Confirm the intended title, description, privacy, item membership, or order in YouTube after the update. Separately check the live experience if continuity matters; the API documentation does not establish how or when existing players refresh.
What “without downtime” can and cannot mean
Updating playlist data is not the same as changing live-broadcast settings. The Live Broadcast API documents state-dependent restrictions: some fields can only be changed when a broadcast is created or ready, or while the stream is inactive. Those controls concern broadcast behavior, not the contents of a YouTube video playlist.

YouTube’s documentation reviewed here does not say whether existing browser tabs, embedded players, or the currently watched live experience reload playlist changes, how quickly they do so, or whether they avoid a brief interruption. Therefore, an API-success response confirms a data change; it does not certify uninterrupted playback or immediate propagation. If an active viewer’s continuity is essential, avoid promising a seamless refresh and verify the exact player and setup before relying on it.
Do not confuse a YouTube playlist with HLS delivery
An HLS media playlist is a rolling list of encoded media segments provided by an encoder to YouTube. YouTube’s HLS setup guidance specifies segment and rolling-playlist requirements for ingestion. It is not a list of separate channel videos, so editing the HLS manifest is not the way to add or reorder videos in a saved YouTube playlist.
