Romance and jokes appearing side by side are not enough: one may be incidental, or another genre may be doing most of the narrative work.
Start with the story’s organizing thread
Ask what the audience is principally following. If the main arc is the creation, testing or transformation of a romantic relationship, romance is central. If the couple’s story is only one strand in a plot organized around, for example, a crime investigation, a war or a family crisis, the work may be better described as a hybrid or as that other genre with a romance subplot.
Film scholar Kathrina Glitre describes the formation of a couple as an organizing element of romance and romantic comedy. That is a more useful test than simply counting how many scenes involve dates, kisses or relationship talk. Check whether romance causes the comedy
The American Film Institute offers a concise definition: “AFI defines ‘romantic comedy’ as a genre in which the development of a romance leads to comic situations.” In practice, look for humor arising from courtship, attraction, misunderstandings, conflict or the couple’s interactions. A story with a romance and a separate stream of unrelated jokes may be a comedy with a romantic subplot rather than a romantic comedy.

AFI used that definition on its AFI’s 10 TOP 10 page. The project aired in 2008; its ballot and jury figures describe that project, not a universal classification rule.
Judge the comic tone, not the number of laughs
A romantic comedy need not be light in every scene. Serious courtship problems can remain consequential while humor shapes how the story presents them. The question is not whether every moment is funny, but whether comedy meaningfully informs the treatment of the romantic conflict.

Film scholar Leger Grindon discusses romance as the primary story element and humor as a force shaping tone in an excerpt from The Hollywood Romantic Comedy: Conventions, History, Controversies (2011). There is no reliable laugh-count threshold that separates a romcom from a romantic drama.
Use the ending as a clue, not a requirement
A couple forming or ending together is a familiar convention of Hollywood romantic comedies, but it is not a pass-or-fail condition. An ending can help show what expectations the work invokes; it cannot by itself establish the genre. The more important question is whether the relationship has organized the story and shaped its comedy.

Genre labels are practical groupings, not perfectly rigid boundaries. The British Film Institute notes that genres can be debated and that labels are used by industry, critics and cataloguers to group works. A hybrid label is often more accurate than forcing a binary verdict: a romantic comedy-thriller, a drama with comic courtship, or a comedy with a romance subplot may describe a work’s balance more clearly.

For a borderline case, compare these elements:
- Narrative centrality: Which storyline organizes the work?
- Causal connection: Does the romance generate comic situations, or do the jokes mostly operate independently?
- Tonal balance: Does humor shape the romantic conflict, or is the work primarily earnest and dramatic?
- Resolution: Does the ending draw on couple-formation expectations? Treat this as supporting evidence, not a requirement.
- Audience framing: Titles, casting, marketing and publicity may cue genre expectations, but they do not override what the story actually does.
