This guide focuses on Sri Lankan Tamil refugees in India, especially in Tamil Nadu. UNHCR India also serves refugees and asylum seekers from other countries, so its services and donation channel are broader than this community.
There is no single best form of support for every person or location. You might give to broader refugee operations, ask an organization about a named local programme, contribute a professional skill under its supervision, or help people find the right public service. The key is to confirm who is responsible, what is wanted now, and how your contribution will be used. A generic parcel, an unverified appeal, or a global donation should not be presented as help guaranteed to reach a particular camp or family.
Who this guide covers—and what the numbers mean
“Tamil refugees in India” can refer to different people and circumstances. The Tamil Nadu government describes a camp and welfare system for Sri Lankan Tamils; UNHCR India’s services cover refugees and asylum seekers from multiple countries and locations. For help intended specifically for Sri Lankan Tamil refugees, begin with Tamil Nadu’s official camp and welfare information or contact the organization currently serving the relevant location.
The Ministry of Home Affairs’ 2026 annual report gives a dated snapshot: as of 1 June 2025, there were 57,118 Sri Lankan refugees in 105 camps in Tamil Nadu, 16 in Odisha, and 32,772 registered outside camps in Tamil Nadu. These figures are not a live count and should not be described as current population totals. The outside-camp registration figure is also distinct from the number living in camps; it is not a count of people who can all be reached through camp services.

The figures show why it is worth identifying the person’s location before choosing a channel. A state camp-management route, a nearby UNHCR partner, and a global donation page do different things. If you are helping someone you know, ask which organization or authority they already use rather than assuming that the nearest listed service is responsible for them.
Choose the kind of help you can offer
The right route depends on where the person or community is, what assistance is currently needed, and whether you want to support a specific local activity or refugee work more broadly.
| What you can offer | Best first step | What to verify |
|---|---|---|
| Money | Use an official donation channel or ask a local organization whether it accepts gifts for a named programme. | Whether the gift is global or tied to a specific local activity, and how the organization accepts and accounts for it. |
| Teaching, interpretation, or professional skills | Contact the current local partner through UNHCR’s partner directory or the relevant Tamil Nadu authority. | Whether a supervised opportunity exists, what skills are useful, and what screening or arrangements are required. |
| Goods | Ask the organization and intended recipients before purchasing or sending anything. | Whether the specific items are requested, how they should be delivered, and whether another form of help is more useful. |
| Advocacy or community support | Learn from refugee-led initiatives and coordinate with organizations working with the community. | Consent, accuracy, and whether an activity is current rather than a historical example. |
Use these choices as a comparison, not a ranking. A global donation can be a straightforward way to support refugee operations broadly, but it is not a locally designated gift. A skill contribution can be more directly connected to a service, but only if a local organization has an appropriate supervised role. Goods are the least reliable option when no one has confirmed a current request. Community advocacy can amplify people’s own priorities, but only with their consent and without turning personal stories into promotional material.
Donate through a verified channel
For broad refugee assistance
UNHCR’s India donation page accepts one-time and monthly donations and says contributions support refugees, displaced people, and stateless people worldwide through protection, shelter, assistance, and advocacy. It does not promise that a donation will be allocated to Tamil Nadu or to Sri Lankan Tamil refugees. Treat it as a global contribution, not a locally designated gift.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDo not use impact examples on a global donation page as estimates of what a particular amount will provide in Tamil Nadu. The displayed examples concern refugees in other locations; they do not establish what the same amount would purchase or provide for a Sri Lankan Tamil refugee in India.
If you want to support a named local activity
Contact the responsible organization first and ask whether it accepts such donations, which official channel and documentation it requires, and whether it can confirm how the money will be used. A useful conversation should establish the programme and location, whether the need is current, and whether the organization can accept and acknowledge a contribution through its official process. Do not transfer money to a personal account or an intermediary simply because someone claims to have access to a camp or a community.
The Tamil Nadu government publishes welfare schemes, but no direct public donation channel to those schemes is established in the information cited here. That means you should not assume there is a government donation portal for a particular scheme. If an organization says it can receive money for a local activity, confirm the arrangement and payment instructions using an official contact route rather than relying only on a forwarded message, social post, or informal appeal.

Before giving, decide what you mean by “local”: a named programme, a particular service, a specific location, or simply work in India. Then ask whether the organization can designate funds at that level. If it cannot, decide whether you are comfortable supporting its broader work or choose a different, verified route. Clear wording prevents a general contribution from being mistaken for a promise to fund one family or camp.
Volunteer skills through an organization
UNHCR India identifies community-led bridge and tuition classes as a way to support education, and notes interpretation assistance during hospital visits as a way to help vulnerable people access care. Its 2026 programme update says livelihood support is being prioritized, including vocational training, small-business grants, and job placement. These are areas to ask about—not an announcement of open volunteer placements.
If you have relevant experience, ask the current local partner whether a supervised contribution would be useful and available. Skills that may fit the described areas include:
- Teaching or tutoring, including support for bridge learning.
- Tamil or other language interpretation, if requested and appropriate to the person’s needs.
- Health navigation, vocational instruction, small-business support, or employment assistance.
When you contact an organization, make your offer specific. Explain your relevant experience, the time you can commit, where you are based, and whether you can work under its guidance. Ask what the role involves, what preparation or screening is required, and whether the organization has a current need. Its answers may be that it needs a different skill, cannot host volunteers, or has no opening at present. Respect that answer; the official pages establish areas of work and partner roles, not a standing public volunteer roster.
Do not approach people with an unsolicited service or assume that professional experience alone qualifies you to interpret, advise, or work with children. Interpretation in a hospital, for example, should be arranged with the person’s needs and the relevant organization in mind. Do not treat sensitive health, education, legal, or personal information as yours to collect or share. Let the organization explain its arrangements and boundaries.
Support education and refugee-led activity respectfully
A 2025 National Human Rights Commission report describes OfERR as an organization run by Sri Lankan Tamil refugees for refugees and discusses its education work, including online classes. The report also describes barriers such as missing academic certificates and difficulties accessing higher education. These are useful examples of issues organizations may address, not proof that a particular class or volunteer opportunity is currently open.
The report’s discussion should be read as dated background, not as a statement that every barrier is present for every student today or that a historical programme is still running. If you want to help with education, ask the organization what students or families have identified as a priority. Support might be a class, a referral, or another form of assistance—but do not presume that books, devices, or school supplies are wanted simply because the need relates to education.

A 2024 UNHCR India factsheet records a refugee-led food festival in Chennai organized with OfERR, ADRA, JRS, public authorities, and private-sector entities. It illustrates community-led activity, but does not establish that the event or its partners are currently seeking donations or volunteers. Check with the organization before treating a past initiative as a present opportunity.
Refugee-led groups should be approached as partners with their own priorities, not as a shortcut to access individuals or as a guarantee that a particular contribution will be accepted. Ask what role, if any, would be welcome. If you share information about an initiative, verify that it is current and use the group’s own description where possible.

Ask before buying or sending goods
The sources cited here do not establish a current item-by-item request for consumer goods. Tamil Nadu describes existing clothing, education, and welfare provisions, while UNHCR assistance is assessed and channelled through organizations. That does not mean every person has what they need; it means a generic parcel cannot be assumed useful. Unrequested items can fail to match needs or delivery arrangements, so do not buy or ship goods on the assumption that they will be distributed.
- Contact the responsible organization and describe the items or amount you are considering.
- Ask whether recipients have requested those items, what specifications or quantities are suitable, and how delivery should be arranged.
- Ask whether cash, a service, or another form of support would better meet the stated need.
- Proceed only after the recipient or organization confirms the arrangement.
Apply this rule to clothing, books, school or tutoring supplies, electronics, and general relief goods alike. No current item-specific request for these products was identified in the sources reviewed. A product recommendation may feel concrete, but it can create extra work if recipients have not asked for it. If the organization confirms an item need, follow its specifications and delivery instructions rather than substituting what seems similar.
Use the right local information and referral route
UNHCR partner directory and Chennai contact
UNHCR India’s partner and help information lists partner responsibilities, locations, contact details, and UNHCR contacts. The directory states it was printed on 9 October 2026 and advises readers to check for updates. Depending on location, listed work includes access to services, documentation, education, livelihoods, protection, legal assistance, and support to refugee-led groups. Select the organization and contact relevant to the person’s location rather than assuming one partner serves everyone.
The directory reports formal partnership agreements with four national NGOs and lists partner organizations and location-specific services. Names, partner status, responsibilities, locations, and phone numbers can change. Check the live listing before sharing a referral or making plans; do not rely on an old screenshot or a contact copied from an earlier article. The directory lists the UNHCR Chennai field-office number as (+91-44) 24461735. Verify the number on the live page before relying on it, because contacts can change.
For an initial inquiry, state the location and type of support you are trying to arrange, then ask which listed organization is responsible. If you are referring another person, get their permission before sharing their contact details or personal circumstances. A directory is a way to find the appropriate service—not permission to disclose someone’s information or an assurance that a particular service is available to them.

Tamil Nadu camp and welfare information
The Tamil Nadu government’s camp-management information describes administration and services including food, shelter, health care, sanitation, children’s education, adult vocational training, and family registration. It also explains procedures involving camp transfers, re-admission, temporary permission to stay outside a camp, and voluntary return. The related welfare schemes page describes state programmes.
The camp-management page says local camp officers coordinate with district administrations. It describes routes for camp transfer, re-admission, and family registration, as well as seeking temporary permission to stay outside a camp for employment, higher education, medical treatment, or family matters. It also describes exit permits for voluntary return. These are procedures to ask about through the relevant authority, not steps a helper should interpret or decide on someone’s behalf.
These official pages are useful for understanding the system and finding the proper route; they are not a substitute for case-specific legal or immigration advice. For an individual case, refer the person to the relevant authority or qualified legal support. Do not promise that someone is eligible for a scheme, camp transfer, permission, or other outcome based on a general webpage.
Understand existing services without assuming universal coverage
Tamil Nadu’s welfare page describes housing, camp infrastructure, skills and livelihoods, women’s empowerment, mental-health support, education, and other measures for Sri Lankan Tamils living in rehabilitation camps. Its published figures are tied to particular periods and schemes; they should not be read as proof that every resident receives every listed benefit. Eligibility, implementation, and availability for an individual should be checked through the appropriate local route.
- For 2024–25, the government page reports 2,404 people trained by TNSDC and another 5,519 identified for skill-development programmes. These are scheme-page figures, not an independently evaluated impact measure.
- The page reports free education, uniforms, meals, books, and bus passes for 14,268 students from primary through grade 12 for 2024–25.
- From September 2024 to June 2025, mental-health professionals visited 103 camps and counselled 5,434 beneficiaries.
These figures describe reported programme activity in specified periods. They do not establish that all camp residents received those services, that everyone is eligible, or that the same level of provision continues today. Nor do they show that no gaps remain. The practical lesson is to ask local organizations and authorities what is available now and what people have identified as missing rather than duplicating a service or assuming that a published benefit solves an individual need.
The figures help show why coordination matters: public programmes already provide some services, while the local organization can identify gaps, eligibility, and current priorities. Do not represent a dated programme figure as a guarantee of current individual support.

- Ask people what support they want and respect their decisions. Do not share someone’s story, image, or identifying details without informed consent. Consent should be specific to the use; agreement to receive help is not agreement to be photographed, quoted, or publicized.
- Do not pay anyone who claims they can secure UNHCR or partner services. UNHCR India states: “All services provided by UNHCR and our partner organizations are free of charge!” It also says refugee community leaders have no role in facilitating or influencing access.
- Use the complaint channel linked from UNHCR’s official site to report suspected fraud, exploitation, or abuse. Do not investigate or publish allegations without verification.
- Check contacts and service availability on the official pages before referring someone, especially in an urgent situation.
- Keep a contribution within the role you agreed with the organization. Do not collect documents, promise an outcome, or represent yourself as an official unless the responsible organization has explicitly authorized it.
UNHCR’s India directory lists Childline 1098, ambulance 102, and police control room 100. The page also lists a women’s helpline for New Delhi specifically. Confirm current coverage and local alternatives rather than assuming these numbers apply everywhere in India. In an urgent situation, use a currently confirmed local emergency route rather than relying on an old directory entry.

Frequently Asked Questions
Where can I donate to support Sri Lankan Tamil refugees in India?
UNHCR India accepts one-time and monthly donations for its global refugee response, but its donation page does not promise that a gift will go specifically to Tamil Nadu or Sri Lankan Tamil refugees. For a named local programme, contact the responsible organization and confirm whether it accepts donations, its official payment process, and how the contribution can be used.
Can I volunteer with a refugee organization in Tamil Nadu?
Ask the current local partner listed in UNHCR India’s directory whether it has a supervised opportunity. UNHCR describes education, interpretation, and livelihood support areas, but the reviewed sources do not establish a public volunteer roster or open placements.
What should I buy or send to a refugee camp?
Do not assume a generic item is needed. The sources reviewed do not identify a current item-specific request. Ask the responsible organization and intended recipients whether particular goods are wanted, what specifications and delivery arrangements apply, and whether another form of help would be more useful.
Are UNHCR and partner services free?
Yes. UNHCR India states that services provided by UNHCR and its partner organizations are free of charge, and says refugee community leaders do not control access. Do not pay an intermediary who claims they can secure services; report suspected fraud through the complaint route linked from UNHCR’s official site.

How do I find the right organization for someone’s location?
Check UNHCR India’s live partner directory for current locations, responsibilities, and contacts, and use Tamil Nadu’s official camp and welfare information for camp-related questions. Confirm the current contact before sharing it, and get the person’s consent before disclosing their details.
Does Tamil Nadu provide education or livelihood support?
The state welfare page describes education, skills, livelihoods, housing, mental-health support, and other measures for Sri Lankan Tamils in rehabilitation camps. Published figures are tied to stated periods and do not guarantee that every resident is eligible for or currently receives every benefit. Confirm current arrangements with the relevant local authority or organization.
Can I help with a legal or camp-transfer question?
The Tamil Nadu camp-management page describes procedures for transfers, re-admission, family registration, temporary permission to stay outside camp for specified reasons, and voluntary return. These are case-specific matters; direct the person to the appropriate authority or qualified legal support rather than interpreting eligibility or promising an outcome.
The Bottom Line
Start with the person’s location and priorities, then use a current official contact to find the organization responsible. Give through a verified channel, offer skills only when a partner confirms a supervised need, and ask before sending goods. Be clear whether a contribution supports global refugee work or a confirmed local programme—and never pay for access to UNHCR or partner services.
