Yes. You can stream a prerecorded video as a YouTube live broadcast by running an encoder on an Oracle Cloud Infrastructure (OCI) virtual machine (VM) and sending its output to a YouTube live event. You need an eligible YouTube channel, the event’s server URL and stream key, an encoder, and a test at your intended settings. Oracle’s Always Free resource allowances do not guarantee that a particular VM can encode your file smoothly, so test before scheduling a public broadcast.
Before you start: check YouTube eligibility
YouTube requires a verified channel with no live-streaming restrictions within the previous 90 days. Its general guidance also says broadcasters must be at least 16 years old. Confirm that live streaming is enabled for your channel before setting up the VM. YouTube Help: Enable live streaming.
Create the live event and protect its stream key
- In YouTube Studio, open Live Control Room and create or select a live event. Set the title, visibility, schedule, and other event details.
- Choose the encoder workflow and copy the event’s stream server URL and stream key. YouTube uses these to connect your encoder to the event. Follow the current on-screen instructions in Live Control Room. YouTube Help: Stream using an encoder.
- Treat the stream key like a password. Do not publish it in documentation or screenshots, or leave it in shared shell history or logs. If it is exposed, replace or reset it in YouTube Studio before broadcasting.
Check the OCI free-tier VM and its limits
Oracle’s current Always Free Resources documentation lists an A1 allowance of 1,500 OCPU-hours and 9,000 GB-hours per month, equivalent for Always Free tenancies to 2 OCPUs and 12 GB of memory. A1 instances must be provisioned in the tenancy’s home region. Oracle also lists 10 TB per month of outbound data transfer. These are resource and data-transfer allowances, not a guarantee of sustained network throughput or video-encoding performance. Oracle Cloud Free Tier: Always Free Resources.
Oracle notes that temporary host-capacity shortages can prevent instance creation and produce an “out of host capacity” error. If that happens, verify the home region and try again later; availability depends on capacity. Oracle Cloud Infrastructure documentation: Always Free resources.

Choose encoder settings for the output you need
Use YouTube’s current encoder-settings guidance for your selected resolution and frame rate, and prefer RTMPS when your encoder supports it. YouTube recommends constant bitrate encoding and a two-second keyframe interval, with a maximum interval of four seconds. Its guidance lists H.264, H.265/HEVC, and AV1 video, and AAC or MP3 audio. Codec availability in an encoder depends on its build and the VM architecture. YouTube Help: Encoder settings, bitrates, and resolutions.

These figures are YouTube’s encoder guidance, not measurements of OCI VM capability. The stream’s total bitrate includes audio as well as video; YouTube advises having enough upload bandwidth for that total. A higher resolution or frame rate can require more encoding capacity and bandwidth, while a lower target can ease both demands. No established CPU-core benchmark here predicts which settings a given OCI shape can encode reliably, so verify your specific VM and file rather than assuming the free-tier allocation is sufficient. Test privately before going public
- Create a private or unlisted event and configure the encoder on the VM with that event’s server URL and stream key.
- Send the actual prerecorded file using the resolution, frame rate, codec, and bitrate you intend to use for the broadcast.
- Wait for Live Control Room to show the incoming preview. Check for stable video, clean audio, and interruptions over a meaningful test period.
- If the preview stutters or drops, reduce the output resolution, frame rate, or bitrate and test again. Do not rely on the monthly outbound-data allowance as evidence of adequate real-time throughput.
This workflow is an encoder-to-YouTube setup; the precise commands and encoder options depend on the VM’s operating system, CPU architecture, installed encoder build, and source file. YouTube’s platform guidance does not establish a tested FFmpeg command or guarantee that a particular OCI VM can encode a given video. Validate the command and output on your intended VM before scheduling a public event.
Start and end the broadcast deliberately
- Start the encoder so it sends the video to YouTube’s ingest server.
- Confirm that Live Control Room receives the signal and displays a usable preview. For a scheduled encoder stream, wait for the preview before selecting the option to go live in Live Control Room.
- When the broadcast is finished, end the event in Live Control Room and stop the encoder from sending output.
For a long or looping broadcast, check YouTube’s current policies and confirm that you have the necessary rights to the actual material. The encoder setup alone does not establish that repetitive content is permitted or that it qualifies for monetization.

Troubleshooting common problems
- Live streaming is unavailable: Check the channel’s verification and recent restriction status, and confirm live streaming is enabled in YouTube Studio.
- The VM will not provision: Check that you are using the tenancy’s home region. An “out of host capacity” error can reflect a temporary shortage; try again later.
- The preview stutters or drops: Compare the stream’s total bitrate with measured upload capacity, then lower the output target and test again. The 10 TB monthly outbound allowance is a volume limit, not a throughput promise.
- YouTube does not receive the encoder signal: Recheck that you copied the server URL and key for the correct event, that the encoder is running, and that the event is configured for encoder streaming.
- The stream key may have been exposed: Reset or replace it in YouTube Studio, update the encoder’s credential, and avoid putting the new key in shared history, logs, or screenshots.
