Store the source video in an Azure Blob container, let the Azure VM download it to local disk, play that local copy on repeat, and send the playback through an encoder to YouTube Live. Blob Storage holds the file; it is not itself the looping playback or live-encoding service.
How the setup fits together
The flow has four parts: an online-tier block blob, an Azure VM with permission to read it, a local playback source configured to repeat, and an encoder configured for YouTube Live. Keeping the file on the VM means playback does not depend on repeatedly fetching the video from Blob Storage.
- Store: Upload the video as a block blob in a container in an Azure Storage account.
- Authorize: Give the VM a managed identity and grant the least data access it needs to download the blob.
- Download and play: Use AzCopy to retrieve the blob to VM-local disk. Open that file in a player or media source configured to repeat.
- Publish: Send the playback source through an encoder to YouTube Live using the stream URL and stream key.
This article describes the components and configuration choices, not a tested end-to-end deployment. The exact player controls, VM sizing, operating-system commands, and total bill depend on your environment.
Choose a Blob tier that can serve the video when needed
For a video that must start promptly or be available for recovery, use an online access tier: Hot, Cool, or Cold. Choose among them using your expected access pattern and the applicable storage, operation, and retrieval charges; there is no universal cost winner.

Azure lifecycle policies can move blobs between tiers based on conditions such as age or last access. Microsoft’s example moves a blob to Cool after 30 days and Archive after 90 days; that is an example policy, not a schedule to copy for a video needed on air. Upload the video and grant the VM access
Put the source in a container
Create or choose a container in the Storage account and upload the recording as a block blob. Record the blob’s container and name so the VM can target the correct object. Confirm that the VM’s local disk has room for the complete file and that the account running the player can read the downloaded copy.

Use a managed identity instead of embedding credentials
Enable a system-assigned or user-assigned managed identity on the Azure VM. Assign the identity the least access needed at an appropriately scoped storage resource. Microsoft documents the Storage Blob Data Reader role for AzCopy downloads. Managed identity avoids placing a storage credential or SAS token in a script or on the VM. azcopy login --identity
Then use AzCopy’s download operation to copy the named blob to a local path with enough free space. The exact source URL and destination depend on your storage account, container, blob name, and VM operating system; follow Microsoft’s AzCopy blob download instructions. Check that the download completed and that the playback process can open the file before configuring the live encoder.
Configure looping playback and YouTube Live
Repeat the local file
Open the downloaded video as a media source in a player or production application that supports looping, and enable repeat for that source. Verify the control in the version you install: YouTube’s encoder guide identifies OBS as software-encoder software, but it does not establish specific OBS loop or restart controls. Test the end-of-file transition and confirm that both audio and video continue in the intended way.

Connect the encoder to YouTube
- Enable live streaming on the YouTube channel if it has not been enabled before. YouTube says first-time enablement may take up to 24 hours; this is a possible platform setup delay, not a delay expected for every broadcast. See YouTube’s encoder setup guide.
- In YouTube Live, obtain the stream URL and stream key and enter them in the encoder’s streaming settings. Treat the key as a password: anyone with it may be able to use the stream. Keep it private and reset it if it is compromised. See YouTube’s stream-key guidance.
- Choose the output resolution and frame rate your source and upstream connection can sustain. Set bitrate using YouTube’s current resolution-and-frame-rate table rather than treating one bitrate as right for every stream.
- Use the current YouTube encoder recommendations: RTMPS, H.264, constant bitrate (CBR), and a two-second keyframe interval, not exceeding four seconds. YouTube recommends RTMPS and says the data is encrypted to and through Google’s servers. Consult the current YouTube Live encoder settings for the applicable bitrate values.
- Start with a representative test that includes the video’s normal motion and audio. Watch YouTube’s stream health and correct warnings before relying on the stream.
Keep the VM stream recoverable
Downloading the blob to local disk separates playback from a continuous series of storage reads. If the VM is restarted or the local copy is lost, the process must authenticate again and retrieve the blob before playback can resume. Ensure the VM can reach Azure Storage and YouTube, the identity still has its role assignment, and local disk space is available. Do not rely on an Archive-tier source for immediate recovery because rehydration can take up to 15 hours.
An always-on VM and encoder leave you responsible for the machine, playback process, network path, and response to a dropped YouTube connection. The cited documentation does not establish an uninterrupted-stream guarantee or a universal VM size for this workflow.

Cost and operational checks
Estimate the whole path rather than comparing storage tiers by their storage rate alone. The relevant items include Blob storage, read operations and retrieval charges, VM compute, VM disk, outbound data transfer, regional placement, and the number of times you download the file. The applicable values depend on region, account configuration, and usage; no exact bill can be inferred without those inputs.
- Keep the file in an online tier if it needs to be available quickly.
- Decide whether to download once and retain the local copy, or download again after restart; the latter makes recovery dependent on storage access and download completion.
- Confirm the VM has enough disk space for the complete source file and enough stable upstream bandwidth for the selected output.
- Check that the selected resolution, frame rate, codec, bitrate, and keyframe interval match YouTube’s current guidance.
Troubleshooting common failures
