To keep a regional news archive channel live around the clock, schedule a YouTube Live event in YouTube Studio and send it a continuous feed from an encoder or hosted playout service. A YouTube playlist organizes videos for viewers; YouTube’s help pages describe playlists and scheduled live streams as separate features, not a playlist that automatically becomes an endless live broadcast.
Plan the feed, rights, recording, and recovery before announcing a launch. YouTube says first-time live-stream activation can take up to 24 hours, and a live stream longer than 12 hours may not be captured as an archive.
What “schedule a 24/7 playlist” means on YouTube
A scheduled YouTube Live event is a broadcast: an encoder sends a live video feed to YouTube at the event’s scheduled time. A playlist is a way to group videos for discovery and viewing. You can use both for a regional news archive, but a playlist alone does not supply a continuous live feed. You need a workflow that plays and sends the selected material continuously, and you should verify its looping, restart, and scheduling behavior before relying on it.
YouTube’s scheduled live-stream guidance covers creating and managing a stream. Its playlist and promotion guidance treats organizing finished archives and highlights separately. Menu labels can change, so if the Studio layout differs, look for the Live Control Room’s event-management options.

Prepare the channel and archive before scheduling
Check live-stream eligibility and activation
- Verify the channel and confirm it has no live-streaming restrictions during the preceding 90 days, as outlined in YouTube’s live-streaming tips.
- Enable live streaming well ahead of launch. YouTube says first-time activation may take up to 24 hours (YouTube Help: Schedule a live stream).
- Do a private or unlisted end-to-end test before promoting the public broadcast. Confirm that the feed reaches the preview and that the intended watch page is accessible on desktop and mobile.
Audit rights for every item
Before including an old report, clip, photograph, graphic, music bed, or sound recording, establish that the channel has the rights needed for the intended online replay. YouTube’s livestream terms require providers to have rights for worldwide exploitation of live content, comply with applicable law, and meet regulatory requirements in the territory of the stream. A clip’s public availability or its earlier appearance on television does not by itself establish permission to rebroadcast it.
India’s Ministry of Information and Broadcasting says its Digital Media Division administers Part III of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. That part includes a Code of Ethics for covered publishers of news and current affairs on digital media and a three-tier grievance-redressal mechanism. Whether a particular channel falls within the framework depends on its facts and status; the ministry’s overview of the Digital Media Division does not decide that question for an individual publisher.
The ministry’s Copyright Rules describe notice and royalty provisions for statutory broadcasting of certain published literary and musical works and sound recordings. That specific framework is not blanket permission to rebroadcast a news archive online. Get advice on the applicable rights and rules where needed.

Investigate potential source material carefully
A Press Information Bureau release dated 10 March 2026 says PB-SHABD (Prasar Bharati-Shared Audio-Visuals for Broadcast and Dissemination) supplies daily video, audio, text, and photo news items, including material in major Indian languages. The release says the material is logo-free, requires no credit, and access would remain free through March 2027. Check the service’s current eligibility, account requirements, terms, and permitted uses before incorporating material; the release is not a substitute for checking current conditions.

Schedule the live event in YouTube Studio
- Open the Live Control Room: in YouTube Studio, select Create > Go Live, then open the Manage tab.
- Create the event: choose Schedule Stream, then create a stream or reuse settings. Set the title, start time, visibility, and other relevant details. If reusing settings, check the copied title, description, visibility, and stream key rather than assuming they are correct.
- Prepare the encoder connection: copy the YouTube stream URL and stream key into the encoder or hosted playout service. Treat the key as a password; YouTube describes it as analogous to an address and password. Do not publish it or share it with anyone who should not control the broadcast (YouTube’s scheduling guidance).
- Connect and test the feed: start the encoder early enough for the Live Control Room to receive the signal. Inspect the preview, confirm audio and video, and check the watch page’s access settings.
- Go live at the event: once the preview and schedule are correct, start the event from the Live Control Room as appropriate for the encoder workflow. Confirm the public channel and watch page show the intended broadcast.
For a scheduled event, YouTube advises setting up the encoder at least two hours beforehand and starting it at least 15 minutes before the event. Test a backup encoder’s failover rather than assuming it will take over correctly (YouTube live-streaming tips).

Choose a continuous-playout setup and size the connection
YouTube supports software and hardware encoders, but the reviewed YouTube guidance does not compare specific 24/7 automation products. For any setup, establish what happens when a file ends, a playlist runs out, the encoder or service restarts, the internet connection drops, or YouTube disconnects the feed. Test unattended operation and recovery before making an around-the-clock promise.
Compare candidate workflows on the practical points below. The answers depend on the particular software, hardware, or hosted service; confirm them with its documentation or a test rather than inferring them from YouTube’s scheduling feature.
- Can it loop files or playlists continuously and follow a schedule?
- Does it restart unattended after a power, software, or network interruption?
- Can you keep a local recording, and can you verify that the file is growing?
- Does it support a tested backup encoder or other recovery path?
- How does it protect the stream key, and who can access the playout controls?
- What upload bandwidth does it require, and what recurring operating costs apply?
Leave network headroom: YouTube recommends about 20% spare upload bandwidth beyond the total stream bitrate, counting primary and backup feeds where applicable. Its guidance says total streaming bitrate should not exceed available upload bandwidth and recommends room beyond that total (YouTube streaming tips). Check the actual encoder’s output bitrate and test the connection under realistic conditions.

Protect the archive: a continuous live stream may not be saved
Do not treat one continuous 24/7 YouTube broadcast as a dependable archive. YouTube says streams shorter than 12 hours can be archived automatically; if a stream exceeds 12 hours, it may not be captured at all. A 24/7 feed exceeds that threshold. Record locally, check that the recording file is growing, and plan how to preserve and publish usable segments (YouTube live-streaming tips; YouTube archive guidance).
The cited YouTube help does not guarantee how a third-party playout system will split or reconnect a continuous feed. Test your chosen workflow and retain local files independently of the live event. After broadcast, organize finished archives and highlight clips into YouTube playlists so viewers can find specific reports without scrubbing through a long live feed.

Launch-day checks and common failure points
Before sharing the scheduled link
- Check the event title, start time, visibility, and watch-page access from a viewer’s perspective.
- Confirm the correct stream key is in the encoder, and keep the key private.
- Play the feed long enough to check picture, sound, playlist transitions, and any breaks or blank frames.
- Check mobile playback as well as the Live Control Room preview.
- Verify that the local recording is being written and that storage is available for the planned run.
- Test the backup encoder or recovery procedure if the operation depends on one.
Share the scheduled watch link in advance. YouTube recommends planning the encoder connection and testing the live setup before the event (YouTube live-streaming tips).
If the stream will not start or appear
- No incoming signal: confirm that the encoder is running and using the scheduled event’s current stream URL and key. Check that the key was not copied incorrectly or rotated.
- First live event is unavailable: activation can take up to 24 hours. Enable it early and test before the scheduled launch.
- Viewers cannot see the event: check visibility and the watch-page link; verify whether the event is scheduled for a later time rather than currently live.
- Unstable or degraded feed: compare total output bitrate with available upload capacity and restore YouTube’s recommended roughly 20% headroom. Check the connection and encoder workload.
- Feed stops after a file or restart: confirm that the selected playout workflow actually loops and restarts unattended; YouTube scheduling itself does not establish that behavior.
- No complete YouTube archive: a stream exceeding 12 hours may not be captured. Use the local recording and planned segment-publishing process instead of relying on YouTube’s automatic archive.
- Rights claim or takedown risk: review the permissions for the specific clip, image, graphic, or audio item, and remove or replace material whose online replay rights are not established.
After the event: keep the channel navigable
Use the scheduled live event for the continuous broadcast, then publish verified archive segments and highlights as separate videos and organize them into playlists by language, date, region, or subject. This preserves a useful viewing path even if a very long live stream is not archived automatically. Keep local source files and rights records with the corresponding publication metadata so future edits and republication can be checked.
