To run a nonstop YouTube stream of public domain films, keep verified film files and a playlist on an always-on computer or server, send them to YouTube Live through an encoder, and plan for stream interruptions and session restarts. The workflow can keep films playing continuously in practice, but it cannot guarantee an uninterrupted broadcast: YouTube may interrupt a stream for a third-party content match, and streams under 12 hours are automatically archived.
How the server-to-YouTube setup works
The server or computer plays your film files; an encoder sends the video and audio to YouTube Live using the stream URL and stream key from YouTube Studio. YouTube describes this as an encoder-based workflow. OBS sends directly from the computer to YouTube rather than relaying through an OBS server. FFmpeg is another possible encoder, but its license depends on the components included in the particular build.
For a nonstop channel, arrange verified local files in a playlist and make sure the player or encoder advances when each film ends. A local copy avoids depending on a remote player or file URL throughout playback. Internet Archive notes that some films cannot be played in its browser player and points users to download links for those cases.
1. Verify each film and version before you stream
Public-domain status is not a blanket property of a title name. Check the specific edition, soundtrack, restoration, and any other additions, and keep a record of why you believe that version may be streamed. YouTube says rules vary by country or region and places the responsibility for verifying public-domain status on the uploader. It also says there is no official comprehensive list of public-domain works.

Internet Archive describes its volunteer public-domain list as accurate to the best of its knowledge, but says it cannot guarantee rights information provided by uploaders. Its guidance for U.S. films says works completed in 1923 or earlier are generally public domain, while warning that a later soundtrack, restoration, or enhancement may have separate rights. It also calls for additional research on later works and notes that rights in foreign works may have been restored. Treat these as starting points for checking a film, not as automatic clearance.
Keep a rights ledger
Before adding a film to the broadcast playlist, record:
- The title and exact version or edition, including restoration and soundtrack details.
- The source URL and the territory or territories in which you intend to make it available.
- The evidence supporting public-domain status or the license that grants streaming rights.
- Any relevant rights-owner contact, permission, or Content ID allowlisting status.
- Where you keep the file and whether you have checked that it plays correctly.
Keep evidence you may need to explain a decision or respond to a platform match. A repository label alone is not proof that every element in a particular copy is free to use.

2. Prepare reliable playout files and a playlist
Choose files your player or encoder can read, then test that both picture and sound play through to the end and that the next playlist item starts. If a source file is not playable in the Internet Archive browser player, use the available download link and test the downloaded file locally. Keeping verified copies on the server is an operational way to reduce reliance on a third-party player or remote source during a long broadcast.
There is no established minimum disk capacity or particular server model for this workflow. Estimate storage from the files you actually select, and check available space before copying them. Likewise, the available guidance does not establish a universal CPU, GPU, memory, operating-system, or bandwidth specification. Test a representative playlist on the machine and network you plan to use rather than assuming a given server size will be sufficient.
3. Choose an always-on host and encoder
Decide who will maintain the machine, network connection, remote access, and recovery process. A home computer, a server you manage, or another always-on host can serve as the playout machine; the available platform guidance does not compare their prices or reliability. Whichever route you choose, the host must remain available to play the files and send the stream.

Use the encoder you can operate and monitor reliably. If you distribute software or build a product around FFmpeg, check the license for the exact build and its components.
4. Create the YouTube Live stream and protect its key
- Open YouTube Studio and create or schedule an encoder stream.
- Copy the stream URL and stream key shown for that stream into the encoder. Treat the key like a password; do not publish it or include it in public screenshots, logs, or configuration examples.
- For a first-time live stream, allow up to 24 hours for YouTube to enable live streaming.
- Start the encoder and confirm that video and audio appear in the YouTube preview before beginning the public run.
Keep a note of which stream configuration uses which key, and replace or reset a key if it is exposed. Do not assume that having a film playlist ready means YouTube has enabled live streaming on the channel.
5. Set quality for the connection you have
Match the output resolution and frame rate to the source material and the upload connection’s stable capacity. YouTube’s encoder settings guidance recommends RTMPS and choosing a quality that is reliable on the available upload connection. Its current H.264 recommendations include:

These are recommendations for the named profiles, not universal minimums or a server-sizing formula. A connection that fluctuates may be better served by a lower profile it can sustain than a higher one that repeatedly drops frames. Run a test from the intended host and check the YouTube preview and encoder warnings before relying on the setup. The guidance cited here does not establish a single keyframe interval, codec profile, or server specification for every playlist; use the current settings offered by YouTube and your chosen encoder.
6. Test playback, then monitor the broadcast
- Run a short private or unlisted test from the intended machine, encoder, and network.
- Check the preview for continuous video and audio, and observe whether the encoder advances to the next film when a file ends.
- Review YouTube Studio for stream warnings or notices before switching to the intended audience setting.
- Keep an eye on the stream and the host during operation. Decide in advance who will respond if the source file, machine, network, or YouTube connection fails.
This test is a recommended operating step, not a claim that any particular configuration has been tested. A nonstop schedule still needs a recovery plan: a failed host or connection can stop playback, and the reviewed YouTube guidance does not promise that restarts will be seamless.

YouTube scans live streams for third-party content. If it identifies a match, it may replace the stream with a placeholder; if the matched material remains, the broadcast may be temporarily interrupted or terminated. This can happen even when you believe the film is public domain. A licensed work can also require its rights owner to add your channel to a Content ID allowlist.

If YouTube reports a match, check which work or element was identified, compare it with your rights ledger, and contact the relevant rights owner where necessary. Preserve permission documents and any allowlisting confirmation. Do not assume that a public-domain claim by itself will prevent an automated interruption.
Plan a 24/7 schedule as a sequence of stream sessions rather than one guaranteed, endless session. YouTube says streams under 12 hours are automatically archived. Its guidance does not promise that one live session can run indefinitely or that a restart will preserve an uninterrupted broadcast or a single complete archive. Schedule boundaries and a restart procedure around the stream behavior available to your channel.
8. Understand monetization separately from permission
Having permission to stream a film—or establishing that a version is public domain—does not guarantee that the channel or its live streams will qualify for monetization. YouTube Partner Program policies apply to live streams and include rules against inauthentic, mass-produced or repetitive material, as well as reused content that lacks significant original commentary, substantive changes, or educational or entertainment value.
If monetization matters, make the channel’s editorial contribution clear with researched introductions, context about the film and its production, accurate version or restoration notes, or meaningful programming choices. Those steps may help distinguish an editorially developed channel from an unadorned rebroadcast, but they are not a promise of approval.
