When someone objects to a book, listen calmly, clarify what they want changed, and refer them to the person designated by your school or library’s written policy. Do not promise that a book will be removed—or that it will remain available. Explain the formal reconsideration process, document the interaction under local records rules, and make decisions only through the procedure and authority your institution has established.

What to do when someone raises a concern

Start by hearing the person out without agreeing or arguing. The American Library Association (ALA) advises staff to respond courteously and refer the concern to the designated person. A parent can guide their own child’s reading; that does not mean other families make the same choices or that one family’s preference automatically determines access for everyone.

  1. Listen and clarify. Ask which title or resource is at issue, whether the person has read or viewed the complete work, what concerns them, and what action they are asking the institution to take.
  2. Do not promise an outcome. Say that the concern will be handled under the applicable policy. Avoid saying the item will be removed, kept, relocated, restricted, or relabeled before the authorized review is complete.
  3. Explain the collection and process. Briefly describe the institution’s mission and written selection criteria. If the person seeks to limit other users’ access, explain that the collection serves a community with differing viewpoints. If they wish to proceed, provide the reconsideration policy and form, and explain the policy’s timeline and the item’s status during review.
  4. Document and notify. Date and retain notes about the conversation, then notify the director, principal, or other designated official with the concern, your response, and any next steps the person stated. Follow local retention and disclosure rules; notes and forms may be public records.

ALA’s response guidance describes a formal challenge as beginning when the institution receives a completed reconsideration form. The completed form may become a public record, so explain that possibility accurately under the rules that apply locally. ALA guidance for responding to challenges.

A useful first response is to acknowledge the concern and make clear what you can do next: identify the designated contact, provide the written process, and explain how the concern will be routed. Avoid debating the book’s merits in the moment or treating an initial conversation as if it were already a formal decision. Clarifying whether the person wants to share feedback, file a written request, or seek a particular change helps staff use the right procedure without presuming an outcome.

If the concern involves a young person, recognize both the parent’s role in guiding their own child and the institution’s responsibility to serve a broader community. Keep the conversation focused on the specific request and the established process rather than making assumptions about the complainant’s motives. If the person does not want to file a form, document and route the informal concern as local policy requires; do not describe it as a completed formal challenge unless the policy’s requirements have been met.

What a book challenge means—and what it does not

In ALA terminology, a formal challenge is a request to reconsider a decision to purchase material or offer a service. A complaint or question is not automatically a formal challenge, and a challenge is not automatically a ban. A reconsideration may result in continued access, restricted access, or withdrawal. ALA defines a book as banned when it is entirely removed in response to a formal or informal challenge.

Be precise in internal and public communications: describe what was requested, which process is underway, and what decision has actually been made. Do not call a book banned merely because someone objected to it or because a review is pending.

The requested action matters. A person may ask for removal, relocation, labeling, or another change, and those are not interchangeable outcomes. Compare the request with the options and authority in the local policy: a restriction can take different forms and is distinct from full withdrawal. Describe what the policy permits and what the authorized decision-maker actually decides, not what a request or rumor suggests. The institution’s policy and applicable law control how each option is considered.

How to handle a completed reconsideration request

Once a completed form arrives, use the institution’s written procedure rather than improvising a new process. The local policy and applicable district, library, board, state, and legal requirements govern the schedule, authority, access during review, appeals, meeting access, and record handling. ALA’s professional guidance can inform practice, but it does not replace those rules.

A consistent process protects both the complainant’s ability to be heard and the institution’s ability to make a reasoned decision. Do not invent additional steps for one request or bypass required steps for another. If a question arises about eligibility, deadlines, meeting access, records, or decision authority, check the policy and consult the appropriate administrator or legal counsel before offering a definitive answer.

1. Acknowledge receipt and explain next steps

Promptly confirm receipt. Tell the complainant what happens next and give the timeline specified by policy. Identify whether the request is from an individual or a group representative; whether the complainant reviewed the whole resource; what action they seek; and the reasons they provide. If any of these details are unclear, ask for clarification in the manner the policy permits.

Keep the acknowledgment procedural and accurate. It should confirm that the request arrived, identify the next steps and expected schedule under policy, and avoid implying that the reviewer has already reached a conclusion. Make sure the complainant understands which action they requested; for example, a request to restrict access is not automatically a request for complete withdrawal. Record the request and subsequent communications as required, keeping in mind that disclosure and retention rules may apply.

2. Review the complete work against written criteria

The reviewer or committee should read or view the complete work, not rely on isolated passages or summaries. Consider questioned passages in context and assess the resource against the institution’s written selection criteria and mission. ALA’s committee guidance recommends setting aside personal beliefs, consulting policy, using standard evaluation aids, and weighing material in context.

Build a record that helps the authorized decision-maker evaluate the item consistently. ALA’s checklist includes:

  • The title and a content summary.
  • Which written selection criteria the resource meets.
  • Positive reviews and awards.
  • Circulation frequency and relevant local holdings.
  • A summary of the institution’s selection and reconsideration process.

These points support an evidence-based review; they do not replace the policy’s decision criteria or authorize a person outside the designated process to decide the outcome. See ALA’s reconsideration checklist and process guidance.

Use the same written standards that apply to collection decisions generally, rather than treating a challenged title as if it were selected under a different test. Standard evaluation aids and positive reviews can inform the record, but the review should also consider the work itself and the institution’s local context, including relevant holdings and circulation information. A summary of how the resource was selected and how reconsideration works can help the decision-maker see both the item’s merits and the process already followed.

Committee members should distinguish their personal reactions from the criteria they are charged with applying. Reviewing a few quoted lines alone can obscure meaning, tone, intended audience, or the relationship of a passage to the rest of the work. Reading or viewing the complete resource and considering passages in context is central to an objective, individualized review; the goal is not to decide by reputation, excerpt, or pressure from either side.

3. Follow the assigned authority, access rule, and schedule

Check the policy for who reviews the request and who has final authority. Committee membership, whether meetings are public, the deadline for a decision, and any appeal route can depend on local policy and law. Do not assume that a public meeting is required—or prohibited—without checking the rules that apply.

ALA’s Office for Intellectual Freedom professional committee guidance recommends that challenged materials remain in the collection while under reconsideration. That is professional guidance, not a universal legal rule. State the institution’s actual access rule and follow applicable law; do not present the recommendation as binding where local requirements differ. ALA committee guidance on challenged materials.

Before telling users whether the resource will remain accessible during review, confirm the rule that applies locally. Do not substitute a general professional recommendation for a district or library procedure, or assume that all institutions use the same interim practice. Similarly, do not promise a decision date or an appeal opportunity until you have verified the applicable timeline and route. The authorized reviewer, meeting arrangements, access status, and final authority should all come from the written procedure and governing requirements.

4. Communicate an individualized written decision

When the authorized review is complete, send a written response that addresses the request and follows the policy. Explain the decision and the process used without overstating what the review established. If an appeal is available, provide the required steps and deadline, and explain relevant disclosure implications under local rules. Retain the request, review materials, and decision as required by the institution’s records policy.

Possible outcomes include continued access, some form of restriction, or withdrawal. A restriction may differ from full removal, so describe the actual action precisely. ALA’s overview of reconsideration and possible outcomes explains these categories.

The response should address the individual request rather than offer a generic message that could be mistaken for a decision on some other issue. Where policy provides an appeal, explain the available steps, who receives it, and the deadline set by policy. Do not imply that an appeal guarantees a different result. Handle disclosure questions with care: forms, correspondence, notes, and review materials may be subject to local public-records or retention requirements, so avoid making assurances about confidentiality that the institution cannot support.

5. Review the process afterward

After the matter concludes, consider whether staff followed policy consistently, whether the procedure was clear to the complainant, and whether changes would improve future handling. ALA recommends discussing policy improvements with administration when appropriate. Consider whether staff need stronger relationships with local leaders or media, while observing confidentiality and records requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A process review is different from reopening the merits of a completed decision. Look for practical lessons: whether staff knew whom to notify, whether the form and timeline were explained, whether the committee had the information it needed, and whether the written procedure was clear about authority, access, appeals, and record handling. Bring possible policy improvements to administration through the appropriate channels rather than changing the process informally while a request is underway.

Check these local rules before advising anyone

Because procedures differ, consult the current policy and the relevant district, library, board, state, or legal authority before stating what will happen. In particular, verify:

  • Who is authorized to receive a concern, conduct the review, and issue the final decision.
  • What makes a request formal, including any required form or eligibility rules.
  • Whether the item remains available during review, and whether any temporary measures are permitted.
  • Decision deadlines, appeal steps, and who hears an appeal.
  • Whether meetings or records are subject to public access or disclosure requirements.
  • How notes, forms, correspondence, and review materials must be retained.
  • Whether the requested action is removal, relocation, labeling, restricted access, or something else—and how policy treats each option.

When a policy is unclear or conflicts with another applicable requirement, consult the appropriate administrator or legal counsel rather than improvising an answer to the complainant.

These details also provide a useful way to compare possible responses when the policy allows more than one route or outcome. First establish whether the matter is still an informal concern or has become a completed written request. Then identify the assigned decision-maker, the specific action sought, and whether the full resource has been reviewed against written criteria. Next check what happens to access while review is pending, how long the process takes, whether an appeal is available, and which records or meetings may be disclosed. This sequence helps staff compare options without treating a preference, a professional recommendation, or a prior case as a substitute for the rules that govern the current one.

Get support and handle threatening conduct separately

The ALA Office for Intellectual Freedom offers confidential support and asks libraries to report challenges. Its challenge reporting page provides a route for reporting. School library staff can also consult the American Association of School Librarians’ challenge resource hub, which links to school-focused guidance, including resources on intellectual freedom and LGBTQ+ materials.

A challenging conversation and a safety threat are different situations. For harassment during an interaction, ALA advises enforcing the user behavior policy and reporting harassment to human resources; report threats to police. If there is a separate safety threat, ALA advises notifying local law enforcement and library security first, then filing a report with the FBI and notifying ALA. Follow your institution’s emergency procedures and do not treat a threat as merely another step in reconsideration.

Keep the reconsideration record and any safety response distinct enough to follow the rules for each. A complaint about a resource belongs in the established reconsideration procedure; harassment or a threat calls for the relevant conduct or safety response. Staff should not try to manage threatening conduct as part of a routine discussion about selection criteria. Use local emergency and reporting procedures and involve the responsible officials.

Why careful, consistent responses matter

ALA’s Office for Intellectual Freedom reported 713 attempts to censor library materials and services and 4,235 unique titles targeted for censorship in 2025, in figures published on its 2026 reporting page. These are organization-compiled reported figures, not a complete census: ALA says much of its data comes from confidential reports by library workers and administrators. The numbers provide context, but they do not establish how common challenges are in any particular school or library. See ALA’s book-ban data page.

ALA’s Code of Ethics says library workers should “uphold the principles of intellectual freedom and resist all efforts to censor library resources.” Apply that professional commitment through a fair process: hear concerns, assess the complete work against written criteria, and respect the rules governing the institution. The appropriate outcome depends on the individual resource, the policy, and the authorized review—not on a promise made during the first conversation.

These reported figures should be understood as context, not as proof that a particular local concern is typical or that a particular outcome is predetermined. ALA notes that much of its information is based on confidential reports from library workers and administrators, rather than a complete count of every challenge. The practical response remains the same regardless of the broader numbers: explain the local procedure, document appropriately, and allow the authorized review to evaluate the full work on its merits under written criteria.

For a broader treatment of intellectual freedom in libraries, ALA’s current guidance references Erin Jones, editor, Intellectual Freedom Manual, Eleventh Edition (ALA Editions, 2026). Confirm edition and availability with the ALA store listing.

This guide is grounded in U.S. professional-association guidance and is not a substitute for the specific district, library, board, state, or legal requirements governing an individual challenge. Procedures and reported data can change, so consult current local rules and current professional resources when handling a live request.

Frequently Asked Questions

How do I respond when a parent asks to remove a book?

Listen courteously, clarify which resource and action the parent is requesting, and avoid promising removal or continued access. Explain the institution’s selection process and provide the written reconsideration policy and form if they want to proceed. Route the concern to the person designated by policy and document the interaction under local records rules.

When does a concern become a formal book challenge?

ALA describes a formal challenge as a request to reconsider a decision to purchase material or offer a service. Its response guidance says the formal process begins when a completed reconsideration form is received. Check local policy for the institution’s requirements, and remember that a complaint or question is not automatically a formal challenge.

Should the book stay available while it is under review?

Check the institution’s written policy and applicable law before answering. ALA’s Office for Intellectual Freedom recommends that challenged materials remain in the collection during reconsideration, but this is professional guidance, not a universal legal rule. State and follow the institution’s actual access rule.

What happens after a request for reconsideration is filed?

The institution should acknowledge receipt, explain the policy’s steps and timeline, review the complete work against written selection criteria, and use the authority assigned by policy. The outcome may be continued access, restricted access, or withdrawal. If an appeal is available, the decision notice should explain the required steps and deadline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are challenge forms and review records confidential?

Do not promise confidentiality without checking local requirements. ALA notes that a completed form may become a public record, and notes, correspondence, and review materials may also be subject to disclosure or retention rules. Follow the applicable records policy and consult the appropriate administrator or legal counsel when uncertain.

Where can school or public library staff get help?

ALA’s Office for Intellectual Freedom offers confidential challenge support and asks libraries to report challenges. School library staff can also consult the American Association of School Librarians’ challenge resource hub for school-focused guidance, including resources on intellectual freedom and LGBTQ+ materials.

The Bottom Line

Hear the concern, clarify the request, and follow the written procedure without promising an outcome. Review the complete work against the institution’s criteria, verify local rules on access, authority, appeals, meetings, and records, and communicate the decision through the authorized process.
