These solve two separate problems: boot startup handles a reboot, while a restart policy handles a supervised process ending. Neither proves that the camera, network, or streaming destination is working.
What needs to recover after power returns
Recovery has several layers. The Pi must boot, systemd must start FFmpeg without an interactive login, and FFmpeg must be able to reach its input and output. A service can be active while its video is stalled, so check the receiving platform as well as the Pi.

Configure FFmpeg as a systemd service
1. Create a unit file
Use the following as an illustrative pattern, not a copy-and-run configuration. Replace the account, paths, input, output, and FFmpeg arguments with those for your setup. Keep FFmpeg in the foreground as the service’s main process: do not add & to the end of the command. Use absolute paths, and make sure the service account can access the camera, files, and any required credentials.

WantedBy=multi-user.targetThe example’s input and output are placeholders, not valid stream addresses. The right FFmpeg options depend on the camera or media source and the destination. Do not put a live stream key in a publicly readable unit file or paste it into logs or examples; use an appropriately protected configuration method for your system.

2. Choose a restart policy
With Restart=on-failure, systemd retries after qualifying failures, such as a non-zero exit, signal termination (subject to documented exceptions), timeout, or watchdog expiry. Restart=always also restarts after a clean exit, which is useful only if a clean FFmpeg exit should trigger another attempt. Neither policy overrides an explicit systemd stop. The systemd service manual documents these distinctions in its Restart= reference.
RestartSec=10 adds a delay before a retry in this example, rather than making rapid attempts if FFmpeg fails immediately. Confirm that the installed systemd release supports the directives and behaves as expected. Avoid an unbounded shell loop or tight retry cycle: systemd should be able to track FFmpeg as the main process, and the journal should make repeated failures visible.
3. Enable the service and verify it

Save the unit as
/etc/systemd/system/ffmpeg-stream.service, adjusting the illustrative name if needed. -
Enable it for boot and start it now:

Check whether it is active, failed, or restarting:
systemctl status ffmpeg-stream.service. -
Inspect messages from the current boot:
journalctl -u ffmpeg-stream.service -b. Look for missing executables, permission errors, invalid inputs, network failures, or rejected output settings. -
After validating the service, test the actual recovery path by rebooting the Pi and checking both the unit and the receiving platform. A service that starts successfully is not by itself an end-to-end broadcast check.
Account for network and media failures
After=network-online.target is an ordering relationship; it does not prove that DNS, a particular camera, or the remote destination is reachable. If FFmpeg exits because an endpoint is temporarily unavailable, systemd can retry according to the unit’s policy and delay. Set retry behavior deliberately and check the journal for the actual failure.

FFmpeg supports RTSP input and output, and its protocol options can be set on the command line or through AVOptions. Choose transport and reconnection behavior for the camera or server you actually use; no single transport flag fixes every connection failure. See the FFmpeg Protocols Documentation.
A restart policy reacts to process exits. It does not inherently detect a frozen image or a process that remains alive while media stops flowing. For that condition, add a stream-aware health check only if the input or destination offers a signal reliable enough for your setup.

Confirm that the Pi itself boots when power returns. If it does not, investigate the power supply, board, and connected load before troubleshooting systemd.

Run

Read
journalctl -u ffmpeg-stream.service -bfor current-boot errors. Check the executable and file paths, service-user permissions, input availability, network, and output credentials or address. -
Confirm that FFmpeg has a valid source and destination, then check whether the receiving platform reports an incoming or healthy stream. Local process status alone cannot establish that the remote broadcast is live.

If FFmpeg remains active but video is frozen, investigate a stream-aware check rather than relying on the process restart policy alone.
Check the power path without overreading indicators
Power indicators differ by Raspberry Pi model. Raspberry Pi documentation says the red PWR LED on Pi 1 through Pi 4 indicates normal operation with a stable 5 V supply; it can be off or flickering under undervoltage. Raspberry Pi 5 also provides power and reset reason fields. Use the guidance for your exact board, and do not treat an LED observation alone as a diagnosis. Consider a UPS for short interruptions
A UPS or Raspberry Pi UPS HAT can complement automatic boot and service startup by bridging a power interruption within its capacity. Choose only after checking compatibility with the exact Pi model, the camera and peripherals in the load, power output, and desired ride-through duration. There is no universal runtime figure: it depends on the hardware and load. A UPS does not replace a boot-enabled service, and it cannot guarantee recovery after its battery is depleted or the system crashes.
