How to Follow Myanmar Conflict Reporting Without Spreading Misinformation

A practical method for assessing Myanmar conflict reports: separate claims, compare independent sources, check images and maps, and protect people before sharing.

Before sharing a report, check what it actually establishes: whether an event occurred, where and when it happened, who was involved, and what is known about casualties or responsibility. Those are separate claims, and evidence for one does not prove the others. Myanmar’s reporting conditions make that distinction especially important: journalists face access restrictions and risks, local reporting varies in quality, and reliable firsthand accounts may be difficult to obtain independently.

Why uncertainty is part of following Myanmar conflict reporting

Myanmar conflict reporting is produced under conditions that make verification difficult. The country-specific methodology published by the Armed Conflict Location & Event Data Project (ACLED) describes restrictions on journalists’ access, risks to reporters, variation in source quality, and the importance of local and subnational reporting. A report may be credible and important while still leaving key details unresolved.

That means two common shortcuts are unsafe. First, lack of independent confirmation does not by itself show that a claim is false. It means the claim’s support and uncertainty should be stated honestly. Second, repetition is not the same as corroboration: several posts or outlets may all be relying on the same original source.

ACLED’s event data can help readers see patterns in reported political violence and demonstrations, but its records are not a substitute for eyewitness reporting. ACLED says it reviews selected local, national, and international media, vetted social-media accounts, government and NGO reports, and partner sources. Researchers triangulate information where possible; ACLED does not independently verify every event or collect firsthand evidence on the ground. Local partners may conduct firsthand collection.

For any particular claim, ask not just whether a source is reputable, but what it has verified, how it knows, and what remains uncertain. A source might support that an explosion was reported in a district without confirming its exact location, the date of a circulating video, the identity of the people involved, or a casualty figure.

Break a report into claims you can check

Before deciding whether to share a report, separate it into components. A dramatic caption can combine several claims that have different evidence behind them.

  • Event: What is said to have happened? Is there evidence that an incident occurred, or only an allegation?
  • Time: When is it said to have happened? Does the evidence establish the date, or only that the material is from a particular period?
  • Place: Where is the event said to have happened? Is the location identified precisely, or only at the level of a region or township?
  • Actors: Who is said to have taken part? Does the evidence identify them, or is that attribution based on a caption or one source?
  • Casualties: What number is reported, and by whom? Is it confirmed, estimated, or based on a party to the conflict’s statement?
  • Responsibility: Who is alleged to have caused the harm? Evidence that an incident occurred does not necessarily establish who was responsible.

Keep those pieces distinct when you describe the story. If a video’s location is verified but its date is not, say so. If a source reports a casualty estimate but no independent source confirms it, attribute the figure rather than presenting it as an established total.

Compare sources without mistaking repetition for confirmation

Look for accounts with different access and affiliations: local or subnational reporting, national and international outlets, and credible civil-society or monitoring organizations. Local journalists and sources may have access to places that outside reporters cannot reach, but proximity alone does not guarantee accuracy or safety. Conditions and source quality vary, and a source’s access to one detail does not automatically establish every detail in its account.

When two reports agree, look for signs that they checked the facts independently. Do they name different witnesses, provide distinct evidence, or explain separate verification work? Or do they cite the same original post, official statement, or anonymous account? If several reports trace back to one claim, treat them as one line of evidence, not several independent confirmations.

ACLED’s approach illustrates both the value and the limits of aggregation. It draws on different kinds of sources and triangulates where possible, which can help structure a picture of reported events. But it also explicitly notes that it does not independently verify every event or gather its own firsthand evidence on the ground. An entry in a database is therefore evidence of a reported, coded event under that project’s methods—not direct eyewitness confirmation of everything in the entry.

What different sources can tell you

Source or material What it can help establish What it does not establish by itself
Local or subnational reporting Accounts from areas where local reporting may have better access than outside journalists. That every detail is independently confirmed; access and source quality vary.
National or international reporting Reported events and details supported by that outlet’s sourcing and verification. Independent corroboration if the outlet is repeating another source’s account.
ACLED event record A structured record of an event reported and coded under ACLED’s methodology. Firsthand or independent verification of every detail in the record.
Photo or video Visible details that can be checked, such as landmarks or features in the scene. Its date, location, actors, caption, or connection to a particular incident without further verification.
Official or armed-group statement What that organization claims or says about an event. That the claim is independently verified or complete.

Read conflict maps and casualty figures cautiously

A conflict map is a way to organize information, not a guarantee that every point is precise or independently confirmed. Before relying on a map, check who compiled it, what counts as an event, what sources feed into it, whether entries can be revised, and how it represents uncertainty. The map’s apparent precision can exceed the underlying evidence.

ACLED’s Myanmar methodology warns that place names can be ambiguous, transliteration can vary, and reports may lack the details needed to identify a precise location. When a village or coordinates cannot be established with confidence, a record may be coded at a less precise administrative level. A point on a map should not be read as proof that the event occurred at that exact spot.

Casualty numbers require particular care. ACLED warns that fatalities are among the most biased and poorly reported components of conflict data. Armed groups’ self-reports may inflate losses attributed to an enemy or understate their own. A number in a report may be an estimate, a claim by a party, or the most conservative figure available to the compiler; those are not interchangeable with a confirmed count.

One ACLED coding detail matters when interpreting its Myanmar dataset: unknown fatalities are coded as 3 for dataset purposes. That value is a convention for handling unknown fatalities, not a finding that exactly three people died. ACLED also describes fatality totals as based on the most conservative reported estimate. When a dataset value is discussed, name the source and explain the coding convention rather than treating the number as a directly observed count.

Records can change as further information appears. A revised event entry does not necessarily mean that the original incident was fabricated; it may reflect new information, a changed location, or a corrected detail. Check the record’s latest version and methodology when interpreting a specific entry.

Check photos and videos in separate stages

A genuine image can be miscaptioned, recycled from an earlier event, or accurately located but incorrectly dated. Treat provenance, place, time, and corroboration as separate questions rather than looking for one quick test that settles them all.

1. Find the earliest available version

Trace a photo or video back as far as you can. Identify who first published it, when it appeared, and whether the original post gives a source or attribution. A later repost may have changed the caption or removed context. Preserve the original link and the time you saw it in a private note.

2. Check whether the material appeared earlier

Use reverse-image search on a still image or a clear frame from a video. Search distinctive frames separately if needed. An earlier match can show that a post is recycling old material, but it does not automatically establish where the image was originally taken or whether it has any connection to a later event. Treat search results as leads to investigate, not verdicts.

3. Test the location

Look for stable, visible features: a building, road junction, sign, skyline, or terrain. Compare them with maps or satellite imagery. Myanmar Witness describes matching landmarks against satellite imagery as part of its geolocation work. A plausible match can support a location assessment, but does not prove the date, identify the people shown, or establish the caption’s account of what happened.

4. Test the time and context

Metadata, surrounding context, weather, and shadow analysis can help assess when footage was made. Myanmar Witness describes using these kinds of clues in chronolocation. Each clue has limits: metadata may be missing or unreliable, and a visual match to a place is not evidence of when the recording was made. Check whether the conditions and sequence of events fit the proposed date, and state clearly if they do not establish it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Seek corroboration beyond the image

Look for reporting or other evidence that independently supports the event and the details in the caption. A video may show destruction without establishing who caused it. A witness account may support that an event occurred without confirming an exact casualty count. Evidence can corroborate one part of a post while leaving another unverified.

Reuters Institute guides describe online reverse-image, video, geolocation, and archiving resources. These are investigative aids, not automatic truth tests. No search result, map match, metadata field, or shadow calculation should be treated as a standalone guarantee.

Understand what verification labels mean

Verification labels describe the judgment and scope of the organization using them; they are not universal grades of truth. In a 2025 report, Myanmar Witness gives confidence bands for its footage-verification methodology: Very High means 85–95% sure an event took place as described; High means 70–80%; and Medium means 50–60%. Its report defines Low as the location or timing proving inaccurate and Unknown as insufficient evidence to judge.

Those categories refer to Myanmar Witness’s own geolocation and chronolocation assessment. They should not be presented as universal probabilities that an event happened, nor as independent measures of every claim attached to footage. Read the underlying explanation of what was checked: a confidence assessment about location or timing does not necessarily verify the actors, responsibility, or casualty claims.

Unverified footage can coexist with eyewitness evidence. If an image has not been geolocated or dated, that limitation is about that material’s verification; it does not by itself disprove a separate, credible witness account. Conversely, a witness report does not validate a video’s caption unless the connection is established.

Preserve evidence without exposing people

Keep a private record of what you encountered: the original link, the time and date you saw it, the account or outlet that published it, and any later corrections or deletions. An archive can help show what was published and when. It cannot prove that the archived claim was true.

Reuters Institute’s reporting guidance identifies the Wayback Machine and Hunchly among archiving options, alongside spreadsheet logging. These are optional aids for maintaining a record, especially for sustained investigations; ordinary readers do not need specialized software to assess a post carefully.

The Independent Investigative Mechanism for Myanmar (IIMM) describes securely preserving evidence and cross-checking open-source material against other records and firsthand witnesses. It states: “Online material must go through rigorous verification before being used in court.” That is a standard for evidentiary material used in court, not a requirement that ordinary readers meet a courtroom threshold before discussing news.

Verification must also account for the people shown or involved. Myanmar Witness describes ethical practices that include obscuring identifying information, censoring private information and graphic imagery where appropriate, and securely archiving digital content. Do not repost identifiable people, private details, or graphic material without a clear reason. Do not contact a witness or source in a way that could reveal their identity or location unless there is a clear, safe justification.

A practical workflow before you share

  1. Pause. Be especially cautious with sensational or emotionally charged content. Urgency in a caption is not evidence.
  2. Trace the source. Find the earliest available version, note who published it and when, and record its attribution.
  3. Split the claim. List what is asserted about the event, time, place, actors, casualties, and responsibility.
  4. Compare independent accounts. Check sources with different access or affiliations. Follow citations back to their origin so that repeated copies of one claim do not look like corroboration.
  5. Check visual material. Search for earlier appearances, test landmarks, assess date and context, and look for corroborating evidence outside the image.
  6. Check the limits of maps and data. Read the compiler’s methodology, note the precision of the location, and distinguish estimates or coding conventions from observed counts.
  7. Preserve a private record. Save the link and timestamp. If a post disappears, an archive may record its publication, not its truth.
  8. Use language that matches the evidence. Attribute claims, label estimates, and say when a detail remains unverified.
  9. Review the risk of sharing. Remove unnecessary identifying details and avoid exposing civilians, witnesses, journalists, or sources.

Describe uncertainty precisely

Calibrated wording lets readers know what is established without dismissing what is not. Attribute a claim to the source that made it, and name the exact part that remains uncertain.

  • “X reported that an incident occurred in the area.”
  • “The video appears to show damage, but its date has not been independently confirmed.”
  • “The footage was geolocated to the stated area; the date could not be independently confirmed.”
  • “The casualty figure is an estimate reported by X, not an independently confirmed total.”
  • “The claim remains unverified; the available evidence does not establish who was responsible.”

Avoid language that quietly upgrades a claim. “A group said it caused the attack” is not the same as “the group caused the attack.” “A monitor recorded an event” is not the same as “the monitor witnessed it.” If new evidence changes the picture, update the wording and make clear which detail changed.

What no single source or tool can settle

There is no single current, authoritative overall count established for misinformation affecting Myanmar conflict reporting. That absence is not a reason to assume misinformation is either rare or pervasive; it is a reason not to invent a total or imply that one has been measured.
