That pattern helps separate a playback or local network problem from an encoder, YouTube ingest, or broadcaster upload problem. Then use YouTube’s Live Control Room health messages and the encoder’s output to narrow it down; raising bitrate without diagnosing the cause can make things worse.
First, find out who is affected
Ask affected viewers how often it happens, what quality they are watching, and whether they share a network. Compare their reports with your own playback from a separate device or connection. YouTube’s troubleshooting guide uses the number and network distribution of affected viewers as an initial clue.
- One viewer: The viewer’s device or internet connection is a likely place to start. Have them try another device or connection and compare playback.
- Several viewers on one shared network: Check that network’s capacity and condition. Multiple simultaneous streams need corresponding inbound capacity; YouTube gives the example that 10 people watching 10 streams require 10 times the inbound network speed. This is an example, not a universal speed guarantee.
- Viewers on unrelated networks: Investigate the broadcast path, beginning with YouTube’s health messages and the encoder’s own output. If those look healthy, test the broadcaster’s outbound connection.

Check YouTube’s stream health before changing settings
Open YouTube Studio’s Live Control Room for the active broadcast and inspect the Health Indicator and any errors beside it. Messages can point to configuration problems; YouTube specifically warns that a keyframe interval that is too long can cause buffering. If an error appears, address that before making unrelated changes.

YouTube’s Live Streaming API documentation describes an insufficient-ingestion health message this way: “YouTube is not receiving enough video to maintain smooth streaming. As such, viewers will experience buffering.” The message indicates that YouTube is not receiving enough video smoothly; it does not by itself identify whether the underlying cause is the encoder, connection, or another part of the path. Verify encoder settings and output
Check keyframes, codec, resolution, and bitrate
YouTube recommends a keyframe frequency of 2 seconds and says not to exceed 4 seconds. Confirm the encoder is actually using the intended interval. YouTube’s bitrate recommendations vary by codec, resolution, and frame rate, so there is no single bitrate that fixes every stream. Compare the encoder’s selected codec, resolution, frame rate, and bitrate with the relevant recommendations in YouTube’s live encoder settings, and make sure the chosen rate is sustainable on the broadcaster’s stable upload connection.

Inspect what the encoder is producing
Watch the stream in the encoder itself and check the picture, sound, encoder error messages, CPU load, and any local recording or archive. If the encoder preview or local output is already freezing, stuttering, or malformed, investigate the media source or encoder performance before blaming viewers’ devices. YouTube recommends keeping encoder software up to date and checking its output as part of troubleshooting.
Test the broadcaster’s outbound connection
A good-looking encoder preview does not prove that YouTube is receiving a steady stream. Test upload capacity and stability while the problem is happening, and compare the stable available upload with the bitrate being sent. YouTube advises allowing 20% headroom and accounting for both primary and backup streams when applicable. If connection tests show a problem, YouTube recommends contacting the ISP.

A single speed-test result is only a snapshot; it does not establish that a connection will remain stable over a continuous broadcast. Watch YouTube’s health indicator and encoder statistics during the periods when viewers report buffering. YouTube’s live encoder settings and connection guidance covers bandwidth and configuration.
If you use OBS, check dropped frames and interruptions
OBS-specific diagnostics apply only if OBS is your encoder. In OBS, check the status bar or Stats window for dropped frames and disconnections. OBS explains that dropped frames or intermittent disconnects point to an unstable connection to the remote ingest server or a connection that cannot keep up with the configured bitrate. Lowering bitrate can help, but choose a rate consistent with YouTube’s recommendations and the upload capacity you can sustain, rather than reducing it blindly.

OBS also identifies VPN software, security software, and network-prioritization utilities as possible sources of interference. Review OBS’s stream connection troubleshooting guide and OBS’s streaming guide. Viewer buffering can still occur without OBS dropped frames: those counters describe the encoder-to-ingest connection, not every viewer’s playback path.

For a non-interactive ambient stream, choose Normal latency in YouTube’s live-stream settings. YouTube says Normal latency is best for non-interactive streams and provides the lowest viewer buffering. Low and Ultra-low latency reduce delay for faster audience interaction, but leave the player with less read-ahead buffer; Ultra-low is intended for highly interactive broadcasts and can increase buffering risk. Help a viewer who is the only one affected
When reports are isolated to one person, ask them to change one variable at a time so you can tell which check helped.
- Try another internet connection, such as mobile data, or another playback device.
- Set the YouTube player’s quality manually rather than leaving it on Auto; test a lower quality to see whether playback stabilizes.
- Close and reopen or update the browser, then restart the device.
- For the YouTube app, clear its cache and try again.
