Find the exact path FFmpeg cannot open, then check access as the same user and in the same runtime context that runs FFmpeg. Fix only the denied file or directory access. A concat playlist, an HLS manifest, an FFmpeg protocol restriction, and a Linux permission error are different problems—and options such as -safe 0 do not grant filesystem access.
First identify which kind of playlist you are using
“Playlist” can refer to inputs that FFmpeg handles differently. Identify the format before changing command options.
Concat demuxer script
A concat script is a text file containing a file directive for each media file. FFmpeg must be able to read the script and then open every referenced file. Paths can be relative or absolute; spaces and special characters need appropriate quoting or escaping. See the FFmpeg concat demuxer documentation.
HLS manifest
An HLS .m3u8 file is a streaming manifest. FFmpeg may need to open referenced segments and, depending on the stream, key files. These requests go through FFmpeg protocols. If the diagnostic says a protocol is not allowed, investigate protocol configuration rather than changing Linux file permissions. FFmpeg documents nested protocol restrictions in its protocol documentation.

Read the error and locate the denied path
Keep the full FFmpeg diagnostic and the exact command. Determine whether the failing item is the playlist itself, a media file named inside a concat script, an HLS segment or key, or an output path accidentally supplied as an input. Without the diagnostic, it is not possible to tell which object is denied.
Linux reports EACCES when access to a file is denied or when the process lacks search permission on a directory in the path. The Linux access(2) manual defines it as: “The requested access would be denied to the file, or search permission is denied for one of the directories in the path prefix of path.”

Check the user, working directory, and every path component
Run checks in the real execution context
FFmpeg needs to run as the account that owns the actual job, not merely as your interactive login user. A service or scheduled task may use a different user, group, working directory, or filesystem view. For a systemd service, inspect the unit’s configured identity and working directory; systemd settings can also affect which paths the service sees. See the systemd execution environment documentation.
Relative paths are resolved from the process’s current working directory. A playlist that works from your shell may point somewhere else when a service launches FFmpeg. Linux pathname resolution also depends on the process’s filesystem context; see path_resolution(7).

Inspect the playlist, its parent directories, and referenced files
Run these read-only checks as the relevant account where practical. Substitute the actual path, and repeat the inspection for each concat entry or locally referenced HLS resource that is implicated.

The process needs permission to read the ordinary file and search permission on every directory in its path. Check the parent directories as well as the playlist or media file. namei and getfacl may not be installed by default on every Linux distribution.

Apply the narrowest access correction
Choose a fix that matches the intended ownership and access model. An administrator might assign a file to the service’s intended group, grant that group read access to the necessary files, and provide search access only on the required directories. An ACL can grant access to a specific service account. Whichever approach you use, cover all files the playlist references, not just the playlist text.
- Do not reflexively use
chmod -R 777: it grants broad access and can expose or alter unrelated files. - Do not run the whole job as root just to bypass an access problem.
- Changing mode bits will not correct an incorrect relative path, a hidden mount, or a protocol restriction.
After changing access, repeat the checks as the service account and run the original command in its normal context.

Check confinement and protocol restrictions separately
When ordinary permissions look correct
Check whether a container, chroot, private mount namespace, service sandbox, or mandatory-access-control policy changes the paths FFmpeg can see or access. The actual unit or container configuration is needed to identify a specific confinement cause. A path visible in your shell may not be mounted into the service’s filesystem view.
When FFmpeg names a blocked protocol
If the error says a protocol is not on an allowed list, inspect -protocol_whitelist and the protocols needed by the input and any nested resources. FFmpeg’s protocol documentation describes these restrictions. This is not the same as Linux returning EACCES for a local path, so changing Unix permissions is not the relevant fix.
Concat example: distinguish safe-path validation from permissions
A concat script can look like this:
ffconcat version 1.0
file '/srv/media/clip 1.mp4'
file /srv/media/clip2.mp4
An example invocation is:
ffmpeg -f concat -safe 0 -i /srv/lists/clips.txt -c copy output.mp4
The concat demuxer’s safe option validates names and directives; its default is 1. Setting -safe 0 accepts any filename, so use it only if safe-path validation is the actual error and the playlist is trusted. It does not grant read access to the script or its media files. If the paths can meet the default validation rules, keep the default instead. See the concat demuxer documentation.
