A prerecorded loop still reaches YouTube as a live encoder stream, so diagnose its codec, resolution, frame rate, bitrate, and upload connection just as you would for any live broadcast. YouTube does not publish a separate bitrate target for prerecorded or mostly static video. Match the encoder to YouTube’s live-ingestion recommendations, check available upload bandwidth, then test and monitor the stream.
What a low-bitrate warning means
The warning indicates a problem with the stream’s bitrate or its relationship to the selected settings and available bandwidth; on its own, it does not identify the cause. YouTube’s guidance says to check the selected bitrate and resolution, and to consider lowering the resolution if the connection cannot support the stream.
There is no separate bitrate table for a prerecorded loop in YouTube’s published live-encoder recommendations. Use the recommendation that matches the stream’s actual codec, resolution, and frame rate. A static image or a video that is already recorded does not establish that a lower bitrate will meet YouTube’s live-ingestion settings.
Check the encoder settings against YouTube’s recommendations
Before changing anything, note the encoder’s video codec, resolution, frame rate, and bitrate, along with the stream protocol and selected YouTube stream key. YouTube’s current live-ingestion settings list H.264, H.265 (HEVC), and AV1 for RTMP/RTMPS video, up to 60 fps, constant bitrate (CBR), and a recommended keyframe interval of two seconds, not exceeding four seconds. For audio, the listed codecs are AAC and MP3. YouTube recommends RTMPS.

The bitrate figures below are YouTube’s published live-ingestion recommendations; they are not a promise that a particular internet connection can sustain those rates.

These two rows are not universal targets for every profile: YouTube’s settings vary by codec, resolution, and frame rate. Consult the current YouTube live encoder settings and bitrate recommendations for the exact combination you use.

Troubleshoot in order
- Read the exact warning and its timestamp. In YouTube Live Control Room, check the stream-health indicator and the associated error text. YouTube distinguishes critical errors, which may prevent an event or cause viewer problems, from moderate errors, which may reduce quality. Unresolved errors continue to appear. See YouTube’s live-stream error guidance.
- Verify the actual encoder profile. Confirm that the running encoder—not just a saved preset—uses the codec, resolution, frame rate, and bitrate you intend. Compare the combination with YouTube’s current settings and with the selected stream key and ingestion configuration.
- Check for a bitrate and resolution mismatch. YouTube says that, without a variable-resolution entrypoint, the encoder must use the exact bitrate specified for the selected resolution in Ingestion Settings. Check the current configuration before changing it. If your available bandwidth is insufficient, YouTube advises considering a lower resolution. Error wording may vary; an older or localized message should not be taken to mean that all current streams must use H.264, since YouTube’s current settings list other supported codecs too.
- Measure upload capacity under normal network load. Check outbound—not download—speed while the devices and people who normally share the connection are active. YouTube says the stream’s total bitrate cannot exceed available upload bandwidth and recommends leaving 20% headroom. Other users and devices can reduce the capacity available to the encoder. - Run a representative test. Test before relying on the stream, using audio and movement similar to the planned broadcast. For a loop, keep the intended playback, encoder, and network setup in place during the test; this applies YouTube’s general test advice to the loop rather than adding a special official loop requirement. Monitor stream-health messages while it runs. YouTube’s guidance is to “During the event, monitor the stream health and review messages.” See streaming tips and encoder settings.
- Change one setting at a time and test again. If the connection cannot support the chosen profile with headroom, lower the resolution or frame rate, then set the bitrate to the recommendation for the new combination. If the profile is correctly matched but the warning comes and goes, investigate network load or instability instead of repeatedly changing bitrate at random.
Check whether the connection is unstable
A speed test is a snapshot, so compare upload capacity while the connection is under realistic use and watch whether the warning persists during a representative stream test. YouTube advises using a reliable network and leaving upload headroom; it does not prescribe buying an Ethernet cable as a low-bitrate fix.
If Wi-Fi variability is a plausible cause, a wired Ethernet test can help distinguish wireless instability from an encoder-setting or service-capacity problem. A cable cannot increase the upload capacity provided by your internet plan or correct an incorrect encoder profile. Treat this as an optional comparison, not a guaranteed remedy.

Putting prerecorded material into a live loop does not make it exempt from YouTube’s rules. Make sure you have the rights needed to stream the video and its audio, and review YouTube’s applicable live-stream and copyright requirements before broadcasting. A technical fix for bitrate does not resolve a rights issue or determine whether a channel meets YouTube’s monetization policies.

When the warning persists
- Keep the exact warning text and timestamp, plus the encoder’s active codec, resolution, frame rate, bitrate, protocol, and stream-key configuration.
- Compare the selected bitrate with YouTube’s current recommendation for that precise profile, and confirm whether a variable-resolution entrypoint is in use.
- Record upload capacity during ordinary network use and whether other devices were active.
- Repeat a test with the intended loop and monitor Live Control Room health messages. If the warning remains, use the message and measured conditions to narrow down whether the issue is configuration or connection related; the warning alone cannot establish the cause.
YouTube’s cited guidance pages do not state publication dates, and recommendations or interface labels can change. Check the current official pages linked above before relying on specific settings.
