How to Convert Variable Frame Rate Video to Constant Frame Rate for YouTube

Use HandBrake’s Constant Framerate option to make a VFR file CFR. Learn when to keep Same as Source, how to check the output, and which settings matter for YouTube Live.

To make a variable frame rate (VFR) file constant frame rate (CFR), open it in HandBrake, go to Video, choose Constant Framerate, and encode a new file. For a like-for-like conversion, leave the rate at Same as Source. Choose a specific rate only when your editing or playback workflow requires it. YouTube’s live-stream guidance does not establish a universal requirement to convert every video to CFR first.

What constant frame rate means

A VFR file can vary the timing between frames. A CFR output uses one frame rate throughout, represented by consistently spaced frame timestamps. HandBrake describes CFR this way: “Constant Frame Rate (CFR) makes your new video exactly one frame rate throughout.” HandBrake’s frame-rate documentation explains the distinction among VFR, CFR, and PFR.

  • VFR: preserves the source’s frame timing, including variation.
  • CFR: makes the output exactly one frame rate throughout.
  • PFR (Peak Frame Rate): sets an upper limit while allowing lower-rate portions to remain lower.

Frame rate is not bitrate. Frame rate describes how frames are timed; bitrate describes how much encoded data is sent or stored over time. Changing one does not automatically set the other.

Does YouTube require constant frame rate?

Not as a universal pre-conversion rule established by YouTube’s live-stream documentation. YouTube Live’s Control Room can detect resolution and frame rate automatically, and its API documents a variable frame-rate setting when resolution is also set to variable. That guidance concerns live ingestion, not every uploaded file or every playback and editing workflow. If VFR is causing an import, playback, or stream issue, converting may help; otherwise, do not assume conversion is mandatory.

Also distinguish a prerecorded file you upload or play from a live encoder’s outgoing feed. Converting a local file does not configure an encoder’s live resolution, codec, bitrate, keyframes, or transport.

Convert VFR to CFR in HandBrake

  1. Keep the original. Make a copy or choose a new output filename so you can return to the untouched source.
  2. Load the video. Open HandBrake and select the source file.
  3. Open the Video settings. In the Video tab, find Framerate (FPS) and choose Constant Framerate.
  4. Choose the output rate. For the closest match to the source cadence, keep Same as Source. This makes variable portions constant at the detected source rate. Select a numeric rate only if a destination workflow specifies one; HandBrake says a selected rate conforms the whole video and is generally for special cases such as NLE import or very old devices.
  5. Encode to a new file. Start the encode and wait for it to finish before replacing or deleting any source material.
  6. Review the result. Check sections with motion and listen through the audio track. Look for uneven motion, apparent dropped or duplicated frames, and audio drifting out of sync. If a specific target rate was necessary, confirm the output reports that rate in your media inspector or editor.

Do not choose a higher number simply because it sounds better. Conforming to a selected rate changes temporal sampling; the source material and intended workflow determine whether that cadence is appropriate. There is no single best target rate for all footage.

Use HandBrake CLI when you need a repeatable conversion

HandBrake’s command-line interface exposes CFR through --cfr and the target rate through -r. For example, to request CFR at a specific rate:

HandBrakeCLI -i input.mp4 -o output.mp4 --cfr -r 30

Replace 30 with the rate your destination actually requires; the example is not a universal recommendation. For source-rate CFR, use --cfr without -r; the CLI documentation says CFR then uses the source’s average rate. Check the options supported by your installed release with HandBrakeCLI --help and consult the HandBrake CLI reference. Defaults matter: without explicit controls, the CLI uses PFR when -r is supplied and VFR otherwise, so do not assume a numeric rate alone means CFR.

If the file is going into a YouTube live stream

File conversion and live ingest are separate jobs. If you are encoding and sending a live feed to YouTube, configure the encoder for the stream you intend to send and check YouTube’s current live encoder settings. Its guidance lists H.264, H.265, and AV1; supports up to 60 fps; recommends a two-second keyframe interval (no more than four seconds); recommends CBR; and specifies RTMP or RTMPS transport.

Keep the settings distinct

  • Resolution and frame rate: choose the output the encoder and production require; YouTube’s live recommendations are not a universal upload-file preset.
  • Bitrate: use the current YouTube table for the codec, resolution, and frame rate you selected. For H.264, YouTube lists recommended bitrates of 14 Mbps for 1080p30 and 17 Mbps for 1080p60, with minimums of 5 Mbps and 6 Mbps respectively. These are live-ingest figures, not a recommendation for encoding every uploaded video.
  • Keyframe interval: use two seconds as YouTube’s recommendation and do not exceed four seconds.
  • Rate control and transport: YouTube recommends CBR and RTMP/RTMPS for its live ingest guidance.
  • Codec: select an encoder format supported by YouTube’s current guidance and compatible with your workflow.

Before an important broadcast, test with representative motion and audio, check YouTube’s stream health, and watch for encoder or ingest messages. YouTube’s API documents stream health and variable frame-rate detection in its LiveStreams API reference.

Troubleshoot common conversion problems

  • The output is still variable: confirm that the Video tab is set to Constant Framerate, not VFR or PFR, then encode again. In the CLI, specify --cfr explicitly.
  • The output has an unexpected rate: check whether you left Same as Source selected or entered a numeric target. In the CLI, check whether -r was supplied; without it, CFR uses the source’s average rate.
  • Motion looks less natural: a forced output rate may have changed temporal sampling. Retry with CFR and Same as Source unless the destination requires a particular rate.
  • Audio drifts or motion appears uneven: compare the new file with the original across the full duration, especially long clips. If the issue is present only after conversion, revisit the selected rate and encode settings; if it remains in the source, conversion may not be the underlying fix.
  • A live stream has poor health despite a CFR file: inspect the live encoder’s outgoing frame rate, bitrate, keyframe interval, codec, connection, and YouTube stream-health messages. A CFR file alone does not guarantee a healthy live ingest.
