Short answer: The FCC did not appoint a federal censor inside CBS or require an employee to report to President Donald Trump. In approving Skydance’s acquisition of Paramount Global on July 24, 2025, the agency accepted Skydance’s written commitment to maintain a company ombudsman for at least two years. The ombudsman would review complaints of bias or other concerns involving CBS and report to the president of New Paramount. “Bias monitor” is political shorthand, not the formal title in the FCC’s documents.
The arrangement was unusual because approval of an approximately $8 billion transaction involving broadcast licenses was tied to promises about viewpoint diversity, fair and fact-based reporting, DEI policies, local news and newsroom accountability. Whether that was a voluntary buyer commitment or an editorial concession extracted through regulatory pressure remains contested.
The transaction that put CBS under FCC review
Skydance’s combination with Paramount Global transferred control of broadcast licenses held by Paramount subsidiaries, including stations associated with CBS. That made FCC approval necessary under Section 310(d) of the Communications Act, which requires the agency to decide whether a license transfer serves the “public interest, convenience, and necessity.” The FCC approved the applications on July 24, 2025; the broader merger closed in August. The Associated Press described the transaction as worth about $8 billion (AP).
The license-transfer proceeding did not give the FCC general jurisdiction over every editorial decision made by CBS News or other national networks. The agency instead treated the buyer’s commitments as transaction-related public-interest benefits.

What Skydance actually committed to
The FCC’s July 24 press release said Skydance would make New Paramount’s programming reflect a diversity of political and ideological viewpoints, ensure CBS reporting was fair, unbiased and fact-based, maintain an ombudsman for at least two years, address specified DEI practices, and strengthen localism and local news (FCC press release).

That distinction matters. Calling the arrangement entirely voluntary overlooks the fact that FCC approval was expressly subject to the commitments. Calling it a government-appointed “bias monitor” goes beyond the written record.
Why the FCC said it could connect journalism to license approval

- Review compliance with statutes, rules and FCC policies.
- Identify potential public-interest harms from the transaction.
- Consider benefits that arise from the transaction and the applicants’ commitments.
- Accept or impose conditions that address harms or secure those benefits.
- Approve the transfer if the result serves the public interest.
The FCC relied on Sections 4(i), 4(j) and 310(d) of the Communications Act. It characterized viewpoint diversity, public trust, accountability, localism and fair, fact-based reporting as benefits connected to the proposed ownership change. The agency said it was not claiming a general power to supervise television journalism; it was evaluating a broadcast-license transfer and the commitments offered by the buyer.

Carr’s public rationale was that Americans had lost confidence in legacy national news outlets. The FCC’s release said the commitments could help CBS regain trust by encouraging coverage that was accurate, fair and representative of a range of viewpoints (FCC).
The documents use several related but nonidentical ideas: bias, viewpoint diversity, fairness, accuracy and fact-based reporting. They do not establish a measurable definition of political bias or a formula for determining ideological balance. The FCC also did not find, in this proceeding, that CBS had been adjudicated biased.

The Trump lawsuit, the “60 Minutes” complaint and the timing
The condition became politically charged after President Trump sued Paramount and CBS over editing of a 2024 “60 Minutes” interview with Kamala Harris. Paramount agreed in July 2025 to pay $16 million to settle that lawsuit. Reporting by Axios described the settlement, the editing dispute and the FCC’s related scrutiny.
The FCC, under Carr, had opened or revived a “news distortion” complaint involving WCBS and the Harris interview. A complaint alleged that CBS showed differently edited portions in a promotional segment and in the later broadcast. The FCC’s merger order said that proceeding remained open and that approving the transaction did not decide it. The agency also said CBS had supplied requested transcripts and video. The Reporters Committee for Freedom of the Press has documented the inquiry, FOIA litigation and continuing document productions (RCFP).

Was the ombudsman appointed by the FCC?
Not according to the formal documents. The FCC said Skydance would “have in place” an ombudsman who reports to the president of New Paramount. The order does not say that the FCC selected the person, approved individual findings, received regular reports or directed newsroom decisions. Most importantly, the reporting line is to the president of New Paramount, not to President Trump.
The public label “bias monitor” largely reflects Carr’s description and political commentary. The formal role is a company ombudsman, and the commitment was accepted in a regulatory proceeding.

Documented responsibilities

- Evaluate those complaints.
- Report within New Paramount’s management structure.
Powers not specified in the FCC order
- No published test defining “bias.”
- No public complaint database or mandatory public reports.
- No formal appeal process.
- No stated authority to pre-screen stories before broadcast.
- No stated power to order a story changed or canceled.
- No direct FCC or presidential supervision.
Those omissions do not prove the mechanism could never influence coverage. A management-appointed reviewer can create internal pressure even without government control. They do mean that claims of a federal censor pre-approving CBS stories are not supported by the written commitment.

What happened after approval
The Associated Press later reported that Kenneth Weinstein was selected for the role. According to AP, Weinstein’s practical assignment was internal: review complaints from consumers and employees and escalate matters to Paramount executives when he believed action was warranted. Paramount did not envision a conventional public-facing ombudsman operation with regular published columns or a public archive of decisions.
That structure makes outside evaluation difficult. The existence of a complaint process does not show that stories are being changed, while the absence of public reports makes it hard to determine whether the process improves accountability or primarily disciplines journalists inside the company.
Why critics call the arrangement censorship
FCC Commissioner Anna Gomez characterized the commitments as unprecedented controls over newsroom decisions. Senators and press-freedom organizations argued that the FCC’s authority over license transfers does not permit it to dictate editorial content or punish perceived political bias. Senator Adam Schiff’s oversight request quoted the Communications Act’s anti-censorship language, which says the Act gives the Commission no power of censorship and that regulations or conditions may not interfere with free speech through over-the-air broadcasting (Schiff letter).
The legal dispute turns on a difficult distinction. The FCC says it accepted a buyer’s voluntary, transaction-related promise under Section 310(d). Critics say a promise made while a regulator controls approval—and while a related investigation is pending—may be effectively compelled. If a court examines the arrangement, that practical pressure could matter as much as the wording of the commitment.

- Voluntary or compelled? Was this a genuine applicant commitment, or an editorial concession necessary to obtain approval?
- Public-interest benefit or content regulation? Can viewpoint diversity and fairness be treated as benefits of a license transfer without inviting government judgments about permissible journalism?
- What is “bias”? The documents do not supply an objective metric, leaving uncertainty about how complaints would be evaluated.
- How far does the condition reach? The licenses belonged to broadcast subsidiaries, while public debate focused on the broader CBS News operation and other Paramount platforms.
- What safeguards exist? The order does not describe a public process, appeal mechanism or detailed remedy for a finding of bias.
Bottom line
The Trump-era FCC did not formally install a government employee inside CBS, appoint a monitor who reports to Donald Trump or authorize prebroadcast censorship. It approved the Paramount–Skydance license transfer subject to Skydance’s commitment to maintain a company ombudsman reporting to New Paramount’s president and to pursue broader promises about viewpoint diversity, fair reporting, DEI and local news.
The controversy is therefore about more than a label. The important precedent is the FCC’s decision to link approval of a broadcast-license transaction to political-balance and newsroom-accountability commitments while a CBS complaint was pending. Whether that is a lawful public-interest condition or indirect government pressure on editorial judgment remains unresolved.
