How Netflix Helped Fuel the Korean Wave Around the World

Netflix helped amplify the Korean Wave through investment in Korean productions and international distribution. Its role was significant, but Hallyu is older and broader than one platform.

Netflix helped Korean films and series reach a larger international audience by investing in local productions and distributing them through a global streaming service. That made the platform an important amplifier of the Korean Wave, or Hallyu—not its creator. Korean popular culture had already circulated internationally, and the wider wave includes more than screen entertainment.

What is the Korean Wave?

Hallyu is the international spread and reception of South Korean culture. It is broader than Korean dramas on Netflix: government surveys track overseas use and perceptions of Korean cultural content across multiple forms and regions. The Ministry of Culture, Sports and Tourism and the Korea Foundation for International Cultural Exchange (KOFICE) reported on 28 regions using 2024 data in their 2025 Overseas Hallyu Survey. Their 2024 report covered 26 regions using 2023 data.

That wider scope matters when assessing Netflix. A streaming platform can increase access to Korean screen productions, but it cannot stand in for the creators, cultural forms, audiences, policies and distribution channels that make up Hallyu.

How did Netflix help Korean productions travel?

Investment in Korean productions

Netflix says its investment in Korean content production began in 2016. In 2021, Netflix reported that a Deloitte assessment estimated this investment had contributed almost KRW 5.6 trillion to South Korea’s GDP across related fields. This is a historical estimate reported by Netflix, not a current figure or a measure of Netflix’s sole contribution to the Korean cultural economy.

International distribution

Netflix also functions as a transnational cultural intermediary: it connects productions made in one national context with viewers in others. A 2023 scholarly introduction on Netflix and the global reception of Korean popular culture considers that role alongside other global streaming services and South Korea’s own platforms. This broader view avoids treating Korean creators as passive participants who only gained international visibility when Netflix arrived.

Investment and distribution help explain why Netflix could be pivotal to the wave’s amplification. They do not establish that the platform created Hallyu or that it mattered more than every other contributor. The sources available here do not quantify the independent causal effect of Netflix, other platforms, creators or earlier routes of international circulation.

What does Netflix’s audience survey show?

Netflix commissioned 2CV to survey more than 11,500 people across eight countries in 2025. The results show reported differences in interest among groups; they are not an experiment and do not prove that watching Netflix caused those differences.

These findings are consistent with a connection between Korean content and interest in Korean culture or travel. They cannot tell us whether viewing produced that interest, whether people already interested were more likely to watch, or how much of the association is attributable to Netflix rather than Korean content available elsewhere.

Does screen popularity translate into tourism?

In 2025, Netflix announced a promotional partnership with the Korea Tourism Organization and the Ministry of Culture, Sports and Tourism, with a campaign targeting 22 countries. The partnership shows that tourism officials and Netflix saw value in linking screen content with travel promotion. The announcement describes campaign scope, not evidence that the campaign increased visits to South Korea.

So, was Netflix pivotal?

Yes, if “pivotal” means an important force in expanding the visibility and reach of Korean productions through investment and international distribution. No, if it means Netflix originated the Korean Wave or can claim sole credit for its worldwide growth. Government surveys place Hallyu across a wider range of cultural content, while the academic framing places Netflix within a larger streaming and creative ecosystem. The strongest account is therefore one of amplification: Netflix helped carry an existing, broader cultural phenomenon to more viewers, without being the only reason it grew.
