Documentary festivals select films through curated programming, not a single universal checklist or a publicly shared scoring formula. A film’s eligibility depends on the specific festival, category, edition, financing and geographic rules, premiere history, and prior availability; programmers then decide whether it fits a section or program. If selected, the filmmaker must move from a review screener to a separate exhibition copy that meets the festival’s technical and rights requirements.

How do film festivals choose which documentaries to screen?

Programming teams review submissions and curate programs. That sounds straightforward, but the work may be divided among programmers, advisors, and section specialists, and a film can be considered for more than one kind of program. Meeting a festival’s entry requirements only makes a film eligible for consideration; it does not guarantee acceptance, a particular section, or a competition place.

Programming is collaborative and section-specific

IDFA’s published process for its 2026 festival describes program-advisor teams and programmers shortlisting films for several sections. Programmers then collectively curate selections for the main competitions and other sections. Other programmers focus on short films or particular sections, while all programmers take part in choosing films for Best of Fests and Signed. Films may also be considered for thematic focus programs. This is a description of IDFA’s process, not a template that every festival follows. IDFA’s 2026 selection-process explanation gives the festival’s own account.

Hot Docs likewise says its screening programs are curated and that its programming team considers submissions. Its category requirements illustrate how the program a film might suit and the rules it must satisfy can intersect: International Spectrum requires at least an international premiere, with priority given to world premieres, while Canadian Spectrum has criteria concerning Canadian production and the director. Those examples apply to Hot Docs and the relevant categories, not to documentary festivals generally. Hot Docs’ submission information sets out its current requirements.

What do documentary festivals look for?

There is no evidence here of one cross-festival scoring rubric. IDFA says artistic quality, support for critical and independent filmmakers, and shared values such as humanity and connection are central to its approach. It also describes documentary art as a way to bridge divides. Those are IDFA’s stated values; they should not be treated as a promise that every festival evaluates films the same way or uses those criteria in the same proportions. IDFA’s 2026 film-entry FAQ explains its position.

For a filmmaker, the practical implication is to make a strong case for the film’s fit with the festival and the particular section, while treating eligibility as a separate pass/fail question. A compelling artistic fit cannot override a category’s stated premiere or origin rules. Conversely, satisfying an eligibility rule does not establish that programmers will select the work.

Eligibility: match the film to the exact category

Before paying a submission fee or sending a screener, compare the film’s format, runtime, production origin, financing, release history, and intended category with that festival’s current rules. Do not assume the applicant’s preferred category is the category the festival will ultimately choose. Sundance says it may decide which program best suits a project if it is accepted. Sundance’s 2027 submission page distinguishes its U.S. and international documentary feature categories in part by financing origin and premiere status.

For Sundance’s 2027 submission cycle, the U.S. documentary feature category requires at least half of the financing to originate in the United States and requires world-premiere status for open submission. The international documentary feature category requires at least half of financing to originate outside the United States and requires international-premiere status. Public availability and exhibition outside the film’s country of origin can also affect eligibility. These are rules for the named categories and cycle, not general definitions of a U.S. or international documentary. Read the full current rules before submitting, since category language and deadlines are edition-specific.

Does a documentary need a world premiere?

No single answer applies across festivals. World-premiere status can matter substantially, but a festival may require a different level of premiere for a particular category—or may not make the same requirement at all. Hot Docs’ International Spectrum provides a clear example: an international premiere is the minimum, and world premieres receive priority. Sundance’s 2027 category rules set distinct premiere requirements for its U.S. and international documentary features. IDFA’s 2026 entry regulations are another example of edition-specific rules to check directly.

Premiere status is not just a label to choose on an application. A public screening, online release, broadcast, or availability outside the film’s country of origin may affect how a festival applies its rules. The precise definitions and consequences are festival- and category-specific, so record the film’s actual screening and release history and compare it to the wording in the current regulations. If circumstances change after you submit, update the festival rather than relying on the status that was true on submission day. IDFA’s 2026 regulations specifically require applicants to notify it of changes in premiere status.

A practical submission workflow

  1. Choose a plausible category. Check the film’s form and runtime, its production and financing origins, and any geographic or director criteria. Compare those facts with the category rules rather than choosing solely by the program name. A festival may reassign an accepted project to the program it considers the best fit.
  2. Build a release-history record. Note every public screening, online availability, broadcast, and exhibition outside the country of origin, with dates and locations. Check how the festival defines world, international, national, or regional premieres and which events count. Keep the record current through the decision and festival period.
  3. Read the current edition’s regulations and submission page. Record the applicable deadline, required materials, screener method, and any restrictions on availability. Rules can change between editions; examples from one year are not a substitute for the rules governing the edition you are entering.
  4. Submit the requested review screener. Use the portal or delivery route the festival specifies, verify that the link plays, and keep it accessible for the required period. Hot Docs currently asks for a streamable link and says it must remain available through April 2027; it does not accept download-only links. IDFA’s regulations say applicants who do not wish to send a link can contact its program department about DVD, Blu-ray, hard drive, DCP, or another format. That alternative is IDFA-specific and should not be generalized to other festivals.
  5. Confirm rights and permissions. Check that the film can legally be screened and that the festival has the permissions it needs for promotion or any other use set out in its agreement. IDFA requires applicants to warrant that relevant rights are secured or being secured, including rights for third-party material. Review the agreement for the festival you are entering; the IDFA provision is not automatically another festival’s rule.
  6. Report material changes. If a new screening or release affects premiere status, tell the festival promptly and follow its instructions. Keep contact details current so you can respond to a selection notice and meet delivery deadlines.
  7. If selected, prepare the exhibition master to specification. A review link is for evaluation; do not assume it can be used for a theatrical or online festival screening. Obtain the selected edition’s delivery instructions and confirm the required format, encoding, subtitles, audio-description options, and delivery deadline before creating or shipping a final copy.

Review screener versus final screening copy

A screener is the version programmers review during consideration. The final screening copy is the exhibition asset accepted for a specific cinema or online program. They serve different purposes and may have different delivery formats, accessibility requirements, and technical standards. A link that is adequate for review is not necessarily a compliant cinema master.

IDFA’s 2026 regulations specify DCP in 2K or 4K, 35mm, or 16mm film print for cinema screenings. Its DCPs must use XYZ color space encoded in JPEG2000. For its online program, IDFA requires H.264 or ProRes 422. It requests English subtitles for films not spoken in English and encourages SDH subtitles and audio description where possible. These are IDFA’s 2026 delivery specifications; check the selected festival’s current instructions rather than assuming another event uses the same formats or requirements. IDFA’s 2026 regulations contain the relevant details.

Physical media has a limited, conditional role in this process. IDFA says applicants who prefer not to submit a link may contact its program department about physical screener formats, including a hard drive. That does not mean a hard drive is a universal submission method, nor does it replace the cinema screening formats IDFA specifies for selected films. Ask the festival before shipping anything, and use its approved final-delivery method for exhibition.

Rights, promotion, and accurate disclosures

Documentaries often include music, archival footage, photographs, artwork, or other third-party material. The filmmaker or rights holder must understand what permissions the festival’s agreement requires for screening and authorized promotional use. IDFA’s regulations require the applicant to warrant that relevant rights are secured or in the process of being secured, including for third-party material. The exact warranty and scope of permission can vary by festival, so read the agreement rather than assuming that a license for one kind of use covers every festival use.

Also keep the factual submission record consistent. If a premiere changes, a screener link expires, or a rights issue affects what can be shown or promoted, notify the festival under its stated process. Accurate disclosure allows programmers and festival staff to assess eligibility and plan the actual screening without relying on outdated information.

How to compare documentary festival opportunities

Compare festivals on the practical terms that shape both eligibility and the eventual screening. This framework is useful for organizing a decision; it is not a claim that every festival publishes all of these criteria.

  • Category fit: Is the film a feature, short, or another form covered by the category? Does its runtime meet the category’s stated range?
  • Geographic and financing rules: Does the category distinguish films by production country, director, financing origin, or another national criterion?
  • Premiere and prior-availability rules: What premiere level is required or preferred? How does the festival treat prior public screenings, online availability, or exhibition outside the country of origin?
  • Program fit: What sections exist, and what values or editorial focus does the festival itself describe? Remember that the programmer may determine final placement.
  • Submission logistics: What is the current deadline, fee, requested screener route, and link-availability period? Is an alternative physical route expressly allowed?
  • Rights and authorized uses: What does the entry agreement require for screening, promotion, and third-party material?
  • Exhibition delivery: What are the separate technical and accessibility requirements for cinema and online screening, and when must the final copy arrive?
  • What the selection provides: Identify the actual program, competition, or exhibition opportunity the festival offers. Do not assume all selections involve the same kind of screening or status.

What festival numbers do—and do not—tell you

IDFA’s 2026 film-entry FAQ describes more than 300 independent films, 45 projects, and over 3,000 professionals among the festival’s annual invited participants. Those figures describe participants, not the number of submissions, selected films relative to total entries, or an applicant’s odds of acceptance. They cannot be used to calculate a selection rate. The official sources cited here do not establish comparative submission totals, acceptance rates, or individual filmmaker odds, so no reliable probability can be inferred from festival size alone.

The soundest planning approach is to treat each application as a match between the film and a specific, current category: first verify eligibility and disclosure requirements, then consider program fit, and finally ensure the team can meet the rights and delivery obligations if selected. Festival rules and technical specifications change, so confirm them with the festival edition you are entering before you submit or ship materials.
