How Denver’s Migrant Shelter and Human Services System Works

Denver moved from emergency migrant sheltering to a narrower set of newcomer services. Here is how the system was organized, funded, and changed—and what current records establish about general shelters.

Denver’s migrant response began as an emergency shelter and basic-needs operation in December 2022. The city coordinated with nonprofits and community partners, opened temporary shelter sites, and later used leased hotel space. As arrivals and demand for emergency beds declined, the dedicated migrant shelter network wound down. Denver’s later approach focused more narrowly on completing existing services, planning for possible surges, and coordinating legal, employment, shelter, and housing-navigation support. General low-barrier shelters continued separately; their contracts do not establish migrant-specific beds or guarantee access for newcomers.

What the system did—and what it did not mean

Denver’s response joined several kinds of support that served different needs. Emergency coordination helped the city organize a fast-changing situation. Temporary shelter gave people arriving without a safe place to stay somewhere to sleep while they arranged onward travel or considered where to settle. Food, transportation, acute medical care, hygiene supplies, and case management addressed immediate needs. Legal and employment-related support helped some eligible immigrants pursue work authorization and prepare for work, while housing navigation and referrals addressed needs beyond an emergency stay.

These services were not all the same program, and they did not all remain in place for the same length of time. The dedicated migrant shelter network was a temporary emergency response. The city’s ordinary shelter system is a separate, broader network, and a general shelter contract should not be read as a promise of migrant-specific capacity. Denver’s budget documents describe continuing newcomer-related coordination and selected services after the emergency response contracted, but the available records do not establish a current migrant-specific shelter intake process.

How Denver organized the emergency response

Coordination and emergency operations

In December 2022, Denver’s then-mayor issued an emergency declaration and activated the city’s Emergency Operations Center. Mayor Mike Johnston later described the initial actions in written testimony to the U.S. House on March 5, 2025: “In December 2022, my predecessor issued an emergency declaration, activated our Emergency Operations Center, and converted three recreation centers to aid with new arrivals.” That coordination structure gave city departments a way to organize shelter and other services as arrivals increased, while working with nonprofits, faith organizations, and community partners.

The city’s rationale for providing temporary housing was immediate and practical. In the same testimony, Johnston said: “First, we worked to provide temporary housing to new arrivals, rather than leaving them on the side of the road. This was essential to promoting public safety and responding to the emergency.” The statement describes the purpose of temporary housing during the emergency; it should not be read as a description of current shelter eligibility or intake rules.

Temporary shelter and basic needs

Denver first converted three recreation centers and then expanded shelter support, repurposed other city facilities, and leased hotel space. The exact mix changed over the emergency period. The immediate goal was a safe, temporary place to stay—not a guarantee of permanent housing or a particular destination. A contemporaneous community resource described shelter as serving people who were waiting for onward transportation or deciding where they would settle.

The city’s FY2023 federal Shelter and Services grant agreement lists the kinds of expenses associated with the response: shelter, food, transportation, acute medical care, hygiene supplies, case management, and modifications to existing facilities to increase shelter capacity. Together, these services show why the response was more than a bed program. A short stay could still require meals, transportation, health attention, hygiene items, and staff support to understand next steps.

City, nonprofit, faith, and philanthropic roles

The city coordinated the response, but delivery and support involved multiple organizations. Nonprofit shelter operators and community groups helped provide services; faith organizations and volunteers contributed to community support. Federal funding, city departments, and philanthropic partners had distinct roles rather than functioning as a single shared budget or intake office.

The Newcomers Fund was described by Rose Community Foundation as a partnership involving Denver, Colorado, and local foundations to mobilize philanthropic support for nonprofits. The foundation’s description includes support for food, shelter, housing, legal assistance, work-authorization clinics, and organizations addressing basic needs. Those descriptions establish the fund’s purpose, not whether a particular donation route, grant round, or application remains active today.

How the response shifted away from dedicated migrant shelters

Declining demand and winding down the emergency network

Denver’s 2025 Human Services budget described fewer newcomer arrivals and lower demand for short-term emergency services. The city’s plan reflected a transition: finish services already underway, retain some targeted newcomer functions, and prepare for possible future surges rather than continue operating the same broad emergency shelter system.

Axios Denver reported on December 19, 2024, that the last of Denver’s ten dedicated migrant shelters had closed. The report said the city had assisted at least 42,911 migrants since December 2022 and that people who needed shelter were being referred to local homeless shelters. It also reported that Denver stopped tracking arrivals in October 2024, after closing a service-tracking site. Those are dated reported facts, not a current count of arrivals, a present-day measure of shelter use, or proof that a specific general shelter will accept a particular person.

What general shelter contracts show

Denver City Council records reviewed in October 2025 document two 24/7 low-barrier emergency shelter contracts extended through December 31, 2026. The records identify general shelter services, not facilities reserved for migrants.

Operator and location Contract total Term documented in the record
Catholic Charities, 4330 E 48th Avenue $21,256,286 Through December 31, 2026
Denver Rescue Mission, 4600 E 48th Avenue $28,832,386 Through December 31, 2026

These contract totals are evidence that Denver’s general emergency shelter system had continuing agreements at the time of the council records. They do not show how many beds are available on a given night, whether a newcomer is eligible, or whether a location can provide migrant-specific services. Contract duration and intake access are different questions.

What newcomer-related services remained in Denver’s 2025 budget

Denver Human Services’ 2025 budget presentation included a $12.5 million newcomer budget line. The presentation also displayed a $22 million transfer from the Border Crisis Response Fund to the General Fund, along with amounts for several program categories. Because the presentation includes both category figures and operating totals, those displayed amounts should not be casually added together as though they were one itemized subtotal.

The budget material identified $5 million for contingency, $4.5 million for the Denver Asylum Seeker Program (DASP), $940,000 for legal clinics, $1.7 million for the Newcomer Program, and $348,000 for Department of Housing Stability outreach. It described existing DASP services as funded through the first quarter of 2025. The Newcomer Program was described as supporting administrative costs, surge planning, shelter-service coordination, legal clinics, and WorkReady participation. These are figures and plans from the 2025 budget submission, not confirmation of 2026 appropriations or current program availability.

Employment and legal navigation

Denver’s newcomer-related work included support for eligible immigrants pursuing work authorization. The city’s budget material identified legal clinics and WorkReady participation as continuing functions, while the mayor’s testimony described work-authorization support as part of the response. Those activities are distinct from emergency shelter: a person may need legal or employment guidance even after a short-term shelter operation has ended.

Work authorization and immigration benefits depend on an individual’s circumstances and can change over time. A city budget line or past clinic description does not establish that a person qualifies for a particular benefit, that an appointment is currently available, or that a former clinic contact remains valid. People seeking legal help should confirm current services and eligibility with an active official or provider channel rather than relying on an old emergency-period listing.

How the response was funded

Federal support: a dated FY2023 award

Denver’s FY2023 Shelter and Services grant agreement accepted $8,617,637. The agreement gives a contract period from March 1, 2023, through September 30, 2025, and describes eligible costs including shelter, food, transportation, acute medical care, hygiene supplies, case management, and facility improvements to increase shelter capacity. This was a specific historical award. Its amount and term should not be treated as current funding or as proof that federal support for the same services continues after the agreement period.

City budget and philanthropic support

The city’s 2025 budget submission documents a planned shift from a wide emergency response toward program completion, contingency planning, legal clinics, administration, coordination, and housing navigation. The budget figures belong to that submission and its stated categories; they do not by themselves establish later spending or current enrollment.

Philanthropic support was organized differently. Rose Community Foundation described the Newcomers Fund as a partnership to mobilize support for nonprofit organizations providing basic needs and related help. The foundation’s page also cited a historical estimate of 5,500 people in Colorado who could apply for the TPS/work-permit support described there, based on arriving before July 31, 2023, and not having moved to another city. That estimate dates to 2023; it is neither a current population count nor an individual eligibility determination.

What to do if you need shelter or want to help

If you need shelter or services

The emergency network of dedicated migrant shelters has wound down, and the available records do not establish a 2026 migrant-specific shelter intake route. The 2024 report that people needing shelter were referred to local homeless shelters is useful historical context, but it does not tell a reader which provider has space or what intake requirements apply now.

Before traveling to a location, confirm current intake, eligibility, hours, and available services directly through a live City and County of Denver or provider channel. Ask specifically whether the service can accept you, what documents or referral—if any—it requires, and whether it offers the help you need, such as a bed, legal support, work-authorization guidance, or housing navigation. A general low-barrier shelter contract does not settle those questions for an individual.

If you want to support newcomers

Community resources have described several forms of support: donating, volunteering, helping nonprofit organizations, and supporting legal or work-authorization services. Because some detailed volunteer schedules and contact instructions were tied to the emergency period, check a current city or nonprofit page before showing up, sending goods, or relying on an old contact. The Newcomers Fund’s published description explains the partnership’s intended role, but does not verify that a particular application or donation channel remains open.

What the available records can—and cannot—tell you

The record supports a clear timeline: emergency coordination and temporary shelter began in December 2022; Denver expanded facilities and used partner organizations to address immediate needs; demand later declined; and the dedicated migrant shelter network was reported closed by December 2024. City budget documents for 2025 describe a narrower set of newcomer-related responsibilities, while October 2025 council records show general low-barrier shelter contracts running through the end of 2026.

It does not establish a current 2026 count of arrivals, the number of newcomers using general shelters, migrant-specific bed capacity, current service availability, or a live referral process. Denver was reported to have stopped tracking arrivals in October 2024. The shelter contract records are not migrant-capacity records, and historical budget figures and grant awards are not current enrollment or funding guarantees. Readers should treat those distinctions as essential when interpreting a number, a shelter reference, or a service description.
