The Season 2 finale does not explain why Otto Hightower is in a cell. It shows him confined in an unidentified place, but does not reveal who captured him, where he is, or what happened between his departure from King’s Landing and the scene. Showrunner Ryan Condal said after the finale that the production did not know the location or what had happened to Otto.
What happens before Otto appears in the cell?
Otto is last seen leaving King’s Landing after Aegon dismisses him as Hand. He says he intends to go to Oldtown and meet his grandson Daeron. By the finale, Alicent says she has received no reply to her letters to Otto. The episode then shows him huddled in a cell during its closing montage, without showing his capture or journey there. Esquire’s finale coverage and Sky’s finale explanation describe the unanswered letters and the brief reveal.
The image is one of several closing-montage teases as armies and fleets gather. It is not an intervening scene that explains Otto’s fate. TheWrap’s ending explanation likewise treats the cell as a new mystery.
What did the show’s creators say?
In the post-finale “Inside the Episode” commentary, showrunner Ryan Condal said, “We find Otto in this cell somewhere, and we don’t know quite where he is or what happened to him.” Esquire quoted Condal’s comment, making it the clearest production-era answer to the question.

Finale director Geeta Vasant Patel also said she did not know where Otto was. In an interview with Variety, as quoted by The Tab on August 6, 2024, Patel said she wanted to know the location too, and that the writers had not told her or the actors. Those statements establish what the showrunner and director said around the Season 2 finale; they do not establish whether later episodes clarify the mystery.
Who captured Otto, and where is he?
The Season 2 finale and the cited comments do not identify Otto’s captor, motive for imprisonment, or location. They also do not confirm whether he was seized on his way to Oldtown. Any specific answer to those questions goes beyond what the episode establishes.

The Larys theory
TheDirect suggests Larys Strong may have arranged Otto’s capture, on the theory that Otto could threaten Larys’s influence at court. That is an outlet’s speculation, not a confirmed plot point or an explanation given by the showrunner.

There is a relevant adaptation change, but it does not solve the television mystery. Esquire notes that in George R. R. Martin’s Fire & Blood, Otto takes on the Triarchy diplomacy role, while the show gives that mission to Tyland Lannister. The difference helps explain why readers comparing the versions may wonder about Otto’s path, but it does not reveal who imprisoned him in the series. Martin’s official Fire & Blood page describes the book as Targaryen history and the inspiration for the HBO series.
