Raina is soon found dead at the bottom of her stairs. The team first considers whether she witnessed a recent killing, but her confused account points further back. Her memory has brought an old murder into the present: roughly 25 years earlier, aspiring singer Greta St. John was killed at the Black Jewel nightclub.
Who killed Greta St. John?
Raina witnessed Greta’s murder and helped Mac Epps cover it up. Mac had managed both women, and he had a personal motive: Greta would not let him see their child. The evidence and Morgan’s deductions lead the team to Mac as Greta’s killer.

When the investigation reaches a dangerous confrontation, Karadec pursues Mac and shoots him. The shooting is followed by a psychological assessment. Morgan is concerned about Karadec, while he presents himself as prepared for what happened.
Who killed Raina?
Mac’s prison visitor record places him away from Raina’s home when she died, ruling him out as the person who caused her fatal fall. The answer is Lucy, Greta’s grown daughter. After learning that Raina had helped conceal her mother’s murder, Lucy confronted her and pushed her in anger. Morgan reconstructs the timeline, and Lucy is arrested.

The ending ties the deaths together through Greta’s murder and its cover-up, not through a single killer: Mac killed Greta, and Lucy caused Raina’s death.
What happens to Selena Soto?
Selena is waiting to learn whether she will become captain, but she is passed over. Nick Wagner, played by Steve Howey, arrives as the new captain. The change leaves Soto hurt and creates a new leadership dynamic for the team. Judy Reyes described Soto as continuing to support Morgan, even as the new leader’s presence affects their workplace.

In an interview with TVLine, Reyes summed up Soto’s reaction to being passed over: “It’s really hard, isn’t it?” Reyes also said Soto sees something in Morgan that someone once saw in her, which helps explain why she continues to take a chance on Morgan.
