The USTR’s 2025 Review of Notorious Markets for Counterfeiting and Piracy named hianime.to and identified related domains including hianime.nz, hianime.sx, hianime.tv, hianimez.to, and hianimez.is. The report said rightsholders had identified the service as providing unauthorized copies of popular movies and television programs, particularly anime.

The Motion Picture Association’s 2025 submission placed Hianime and its related domains in the category titled “Priority Notorious Linking and Streaming Sites.” “Linking and streaming” is important terminology: the concern described by rightsholders involved a service that helped users locate or watch unauthorized content, rather than necessarily a single conventional video-hosting operation.
The government’s list is a public trade and enforcement report. It collects examples of online and physical markets that rightsholders report as being associated with counterfeiting or piracy. It can increase pressure on operators, domain registrars, hosting and infrastructure companies, advertisers, payment intermediaries, and foreign enforcement agencies.
What the listing does not mean
- It does not mean the United States issued a blanket ban on anime.
- It does not establish that every person who visited HiAnime committed a crime or will be prosecuted.
- It is not, by itself, a criminal conviction or civil judgment against every domain, operator, or user connected with the name.
- It does not announce a universal consumer blocking order for everyone in the United States.
The designation is best understood as an official identification of a market that rightsholders say is facilitating copyright infringement. Individual legal rules can vary by country and by conduct, so readers should not treat a watch-list entry as a personalized legal determination.
How Zoro.to became Aniwatch and then HiAnime

There is an important limit to what can safely be inferred. The USTR description supports calling HiAnime the successor to Aniwatch and Aniwatch a rebrand of Zoro.to. It does not, without additional evidence, prove that every person, company, domain, server, or technical component involved in those services was identical.
Why HiAnime attracted government and industry attention
Its reported audience was unusually large for a piracy-linked anime service. The MPA submission cited Similarweb data estimating 244.2 million visits from 17.54 million unique visitors in August 2025. The USTR summarized the same period as more than 244 million visits.
Those figures are third-party traffic estimates, not an audited count of viewers, verified unique people, subscribers, or revenue. “Visits” also does not mean that 244.2 million different individuals watched a program. A single person can generate multiple visits, and measurement services use estimation methods that may differ from one another.
Even with those qualifications, the scale explains the site’s prominence in the report. HiAnime was not described as a small, obscure mirror. It was presented as a high-traffic service with an international audience and a network of associated domains. Naming several domains also reflects a familiar enforcement problem: when one address disappears, related addresses or replacement domains may continue serving the same audience.
What was reported about Vietnam and the site’s infrastructure?
The MPA said the service was believed to be operated from Vietnam. It also said the hosting location was masked through Cloudflare’s reverse-proxy infrastructure.

Those are not interchangeable claims. A suspected operator location is not the same as a confirmed physical server location. A reverse proxy can obscure the origin infrastructure visible to ordinary visitors and outside observers. The available reporting therefore supports saying that the MPA believed the operation was based in Vietnam while its hosting location was masked—not that every server was physically in Vietnam, or that the government had publicly established the identity of every operator.
HiAnime’s later shutdown
The later development should be kept separate from the 2025 listing. The watch-list entry showed that USTR and rightsholders considered HiAnime a significant piracy-linked market at the time of the review; it did not prove that the service had already disappeared.
