Heads of State is a broad, star-led action-comedy built around an unlikely partnership: a buttoned-up British prime minister and a swaggering American president forced to work together after becoming targets. What works: Elba and Cena’s uneasy alliance
The film’s strongest asset is the contrast between its leads: Clarke’s controlled formality meets Derringer’s brash confidence. In his Associated Press review, Jake Coyle calls their chemistry “solid” and notes how easily they trade barbs. The Guardian’s review also highlights Elba’s rapport with Cena and Chopra Jonas.

That chemistry gives the movie a dependable comic engine: the fun is less in the intricacies of the conspiracy than in watching two powerful men with very different styles try to function as a team. Chopra Jonas’s Bisset adds a capable agent to the mix rather than leaving the story entirely to the presidents.
Where the comedy and geopolitics fall short
Heads of State uses international stakes to set up a familiar chase-and-conspiracy plot, not to make a sustained argument about politics. Coyle’s AP review finds its political hints detached from political reality and criticizes the writing and action. The Los Angeles Times characterizes it as hectic, violent light entertainment.

Rotten Tomatoes’ critics consensus similarly says the film’s lighthearted treatment of geopolitics may be “too cute by half,” while crediting the comic alliance between its leads. These are critical assessments, not a measure of how every viewer will respond. Taken together, they suggest a film whose central pairing lands more consistently than its jokes, action or political substance.
Is Heads of State worth watching?
If you want a breezy buddy action-comedy carried by contrasting stars, and can accept broad plotting, the premise and lead pairing make a reasonable case for pressing play. If you are looking for pointed political satire, a surprising conspiracy or consistently sharp jokes, the film’s light touch may leave you wanting more. That recommendation follows from the film’s premise and the cited critical responses; it is not a claim of personal viewing.

Heads of State is listed on Prime Video. Amazon’s announcement says it streams on Prime Video and explains US access through an Amazon Prime membership; it also notes that customers can rent or buy titles through the Prime Video Store. Availability and subscription or store options can vary by country, so check the listing in your region. Prime Video lists the runtime as 1 hour 56 minutes; other published listings differ, with Goldcrest giving 116 minutes and the AP listing 113 minutes, so the platform figure is best treated as that service’s metadata rather than a universally consistent runtime.
