“Not in Service Area” means Max (called HBO Max in some markets) cannot verify that your connection is in a country or territory where the service is available. If you are in a supported market, first turn off any VPN, proxy, Smart DNS, or privacy relay, then test the service on your usual home network. If you are outside a supported market, restarting the app will not remove the geographic restriction.
What the “Not in Service Area” message means
This is a location-access decision, not the same as buffering, a password problem, or an individual film or documentary being unavailable. Max’s terms describe location-verification technologies and say access, content, ratings, and features can vary by location. The terms also define a subscriber’s “Home Country” as the country or territory where the account was created or subscribed. Read the HBO Max terms.
The service may assess your public IP address and network route; a VPN, proxy, Smart DNS, corporate connection, or mobile-carrier gateway can make that location appear different from where you are. IPv4 and IPv6 routes may also be classified differently. A device or app-store region mismatch is another possibility on some platforms, but it is not a universal explanation.
IP-location databases can be inaccurate or out of date, so a connection in a supported country can still be flagged incorrectly. VyprVPN explains how IP-location mismatches can occur; that does not mean Max must accept an address another service classifies differently.

First check whether Max is available where you are
Availability is limited to selected countries and territories, including the United States and selected markets in Latin America, Europe, and Asia. Check the Warner Bros. Discovery/HBO Max brand portal for current market information rather than relying on an undated country list. The name also varies by market: some countries use HBO Max while others use Max.
If your country is not supported, a paid subscription does not necessarily provide access there. If it is supported, use the checks below to narrow down whether the problem follows your connection, device, or account.

Troubleshoot in this order
- Confirm where you are physically connecting from. If you are traveling, check whether the destination is a supported market. A service-area block may be expected even when the subscription is active.
- Turn off location-masking connections. Disconnect VPNs, proxies, Smart DNS, corporate tunnels, and privacy-routing features such as Apple Private Relay, if enabled. Fully close and reopen Max before testing again. A VPN endpoint’s advertised country does not guarantee that Max will accept its IP address.
- Switch to your ordinary home network. If you are on hotel, airport, school, office, public Wi-Fi, or cellular data, try your normal residential connection. Shared networks and mobile carriers can route traffic through gateways that appear to be elsewhere.
- Compare a second connection. Try a phone hotspot or another trusted network, and test another device if available. If Max works on the hotspot but not on home Wi-Fi, the issue is more likely tied to the home ISP or its IP address than to your account.
- Restart the network equipment. Power off the modem and router, wait briefly, then restart them and allow the ISP connection to return. This may change your public IP address, but many providers keep the same address, so a restart is not a guaranteed fix.
- Check how your IP address is located. A reputable IP-location checker can show whether an address appears to be assigned to the wrong country or region. Treat this as a clue, not proof: Max and other services may use different databases and detection methods.
- Update the app and device. Install available Max app and device software updates, then restart the device. If the error remains on only one device, reinstall the official app and sign in again. Reinstalling can clear damaged local app data; it cannot make an unsupported country supported.
- Check device and store region settings. On a phone, TV, or streaming device, review the country associated with its platform account or app store if the app is unavailable or only that device fails. The exact setting depends on the platform; do not change billing or account details to misrepresent your location.
- Compare the app with the web version. Try Max in a supported browser. If the browser works but a television or streaming device does not, focus on that device’s app, software, or regional configuration.
If you are in the United States or another supported market
A supported country does not guarantee that every ISP address will be recognized correctly. A newly assigned address block, business or apartment routing, cellular gateway, or mismatch between IPv4 and IPv6 classification can make your apparent location differ from your actual one.
Use the comparison tests above to identify the boundary of the problem. If the error follows one ISP connection across devices but another network works, ask the ISP to check the public IP’s geolocation, routing, or IPv6 classification, and give Max support the same evidence. If it follows one device across networks, concentrate on the app and device. If it affects every device and connection, a Max-side location-detection issue or broader service problem becomes more plausible.

If you are traveling
Travel access depends on the destination and applicable service rules; paying for a subscription does not guarantee access in every country. Max’s terms say location can affect availability, catalog, ratings, and features. A supported destination may offer a different selection from your home market, while an unsupported destination may block the service.
Do not count on downloaded titles as a universal workaround: downloads are not guaranteed to be usable in every travel situation. European portability rights may apply to qualifying temporary travel within the European Economic Area, but eligibility and details depend on the traveler’s circumstances and current rules. Check current official Max policy for your account and destination rather than assuming the same rule applies everywhere.

Should you use a VPN?
For a false location error while you are in a supported market, the first VPN step is to turn it off. VPN and proxy addresses may be blocked or identified as outside the service area, and routing traffic through a VPN can introduce speed or reliability problems. A VPN does not make an unsupported market officially supported, and attempting to use one to get around geographic licensing restrictions may conflict with service terms.
If you have disabled location-masking tools and the error persists on a normal connection, focus on the ISP, device, or Max support rather than buying a VPN. Changing DNS is not a dependable fix, and unofficial apps or modified APKs can create security and account risks.

Could Max be having an outage?
Do not assume an outage from this message alone. An incident is more plausible when the error begins suddenly, affects multiple devices and networks, and coincides with other Max functions failing. Check Max’s official support communications or help channels for current service information. Its terms also note that access can be affected by equipment problems, maintenance, repairs, or other causes.
What to send Max support
Give support enough detail to distinguish a regional restriction from a misclassified connection or device issue. Include:
Quick Recap
- The exact error wording, when it occurred, and your time zone.
- Your country and city, ISP or mobile carrier, and whether you were traveling.
- Device model, operating-system version, Max app version, and browser/version if relevant.
- Whether a VPN, proxy, Smart DNS, corporate tunnel, or privacy relay was active.
- Whether the issue occurs on home Wi-Fi, cellular data or a hotspot, another network, and another device.
- Whether the account works in a browser or on another device, and a screenshot that does not expose private account information.
