Are HBO Max and Paramount+ merging?
Yes, Paramount Skydance has announced plans to combine Paramount+ and HBO Max, but the two streaming services have not merged. The streaming integration depends on Paramount’s proposed acquisition of Warner Bros. Discovery closing first. The companies announced a definitive merger agreement on February 27, 2026, under which Paramount would acquire WBD for $31 per share in cash.

The announced transaction
The proposed acquisition was expected to close in the third quarter of 2026, subject to regulatory clearances, WBD shareholder approval, and other customary closing conditions. The announcement also provided for a $0.25-per-share ticking fee, measured daily by quarter, for WBD shareholders if the deal had not closed by September 30, 2026. That financial provision concerns the merger agreement; it does not set the price of a future streaming subscription.
The transaction would put Paramount+ and HBO Max under common ownership. Common ownership is the condition that would allow Paramount to combine the streaming platforms, but common ownership alone does not determine whether the result will be one app, two apps with shared access, or a new interface. What does the combined streaming platform mean for HBO’s brand?
Paramount’s stated plan is to combine the platforms while preserving HBO’s independent brand and operating identity. During Paramount Skydance’s March 2, 2026 M&A call, Chairman and CEO David Ellison said, “And our viewpoint is HBO should stay HBO.” The March 2 M&A call transcript does not define the exact design of the future service.
HBO could eventually appear as a separate tile, a branded hub, a premium tier, an app-within-an-app, or another arrangement. Those are possible product structures, not announced features. The transcript also does not establish whether Paramount+ would remain as a separate application during a transition period.
Ellison also said, “But by bringing the platforms together all of our content will be able to reach even a broader audience than we can do stand-alone.” The statement explains the strategic goal: a larger combined audience and library. It does not promise automatic access for current subscribers or specify a launch timetable.

When will Paramount+ and HBO Max become one app?
No one can give a verified app-launch date yet. The announced third-quarter 2026 target was for the proposed Paramount-WBD transaction, not a guaranteed date for a consumer streaming application. A merger closing, technical integration, content-rights review, product testing, and subscriber migration could be separate steps.

Why do Paramount and WBD want to combine the services?
Paramount’s stated reason is scale. On Paramount Skydance’s March 2, 2026 M&A call, management said the combined direct-to-consumer platforms would represent approximately 200 million subscribers at closing. The same call attributed 325 million subscribers to Netflix’s latest earnings report. The approximately 200 million figure is Paramount management’s transaction estimate, not an independently audited post-merger subscriber count. More than $6 billion in expected synergies is a management projection, not realized savings. The projection does not establish that the future service will be cheaper, have a larger content budget, offer better video quality, or provide a smoother subscriber experience. The March 2, 2026 investor-relations filing should be read as management’s stated expectation rather than a guarantee.

What is the current legal status of the Paramount-Warner Bros. Discovery merger?
The merger had cleared some major reviews but had not closed as of August 13, 2026. The U.S. federal antitrust investigation was over, the U.K. review had reached Phase 1 clearance, and a 12-state lawsuit remained a legal obstacle.
United States federal review
On June 12, 2026, the DOJ Antitrust Division said it had completed an eight-month investigation involving more than two million documents from over 80 custodians. The Division concluded that the transaction was not likely to harm competition or American consumers in subscription video-on-demand, linear television, or theatrical film markets.
“The Division has completed its analysis of the proposed merger of Paramount and Warner Bros. and determined based on the evidence received in its investigation that the transaction is not likely to result in harm to competition or American consumers…”
That statement came from the U.S. Department of Justice Antitrust Division on June 12, 2026. Closing the DOJ investigation meant that the Division would not challenge the transaction based on that investigation; it did not itself complete the merger or resolve the state lawsuit.
The DOJ also said the combined company could become a stronger competitor to larger streaming offerings. The Division found no evidence that the parties’ historical licensing incentives would necessarily end after the transaction. That regulatory conclusion concerns competition analysis, not a guarantee about which movies, shows, or documentaries will stream in the future.

United Kingdom review
The U.K. Competition and Markets Authority’s case page says the CMA cleared the anticipated Paramount acquisition of WBD on August 6, 2026, in Phase 1. The same page said the full decision would be published shortly and continued to label the case state as “Open.” The CMA merger inquiry page therefore supports describing the development as U.K. Phase 1 clearance, not as proof that the transaction had closed worldwide.

State lawsuit and temporary restraining order
A coalition of 12 state attorneys general sued to block the transaction. On July 20, 2026, the U.S. District Court for the Northern District of California issued a temporary restraining order halting the merger while it considered a preliminary injunction. The Washington attorney general’s office said the states alleged harms involving film distribution, anticipated blockbuster film distribution, and cable television. The Washington attorney general’s litigation update describes the order and the coalition’s allegations.
A temporary restraining order is not the same as a final decision on the merger. It does mean the transaction should be treated as pending and that the proposed combined streaming product should not be described as launched.

The safest expectation is that subscribers will receive specific instructions only after the transaction and product plans are sufficiently settled. What content could the combined platform include?
The proposed combination would bring together major Paramount and Warner Bros. Discovery libraries, but the available announcement does not provide a complete, country-by-country catalog. Regional rights, licensing agreements, exclusivity windows, plan restrictions, and existing distribution contracts can affect whether a title appears in a particular market.

Do you need new hardware to watch the future service?
No. The merger itself does not create a known hardware requirement, and no supported-device list for a combined app has been published. A current smart TV, streaming stick, game console, mobile device, or web browser would need support from the eventual service; compatibility cannot be guaranteed in advance.
If an older television lacks modern streaming apps or has a slow built-in interface, a 4K streaming media player can be a practical optional upgrade. The upgrade is useful for improving access to current and future streaming apps, not because Paramount+ and HBO Max have announced that the merger requires new hardware. Wait for the combined service’s supported-device list before buying a device specifically for this product.
Do not treat a certified HDMI 2.1 cable as a general requirement for the proposed service. Cable requirements depend on the particular streaming player, television, resolution, and audio-video setup. An external player can be a sensible preparation for an older TV, but it cannot guarantee access to an app that has not yet published its device requirements.

- Use the services according to their current terms. Paramount+ and HBO Max remain separate products until an official change is announced.

- Review the value of each subscription independently. The future merger does not yet change the content, price, or billing terms shown on a current account.
- Wait for formal migration instructions. Look for details about new accounts, billing, profiles, watch history, downloads, parental controls, and simultaneous streams.
- Check device compatibility before purchasing hardware. A 4K streaming media player may help an older television, but future app support remains unconfirmed.
