It is a development in how he uses the technique—not a universally ranked form that official sources establish as stronger than the silver-haired state.
What is Goku’s True Ultra Instinct?
In the Granolah arc, Goku adapts Ultra Instinct to suit his own way of fighting. The term describes that Goku-specific approach, explored in the manga rather than a separate milestone from the anime. The key reading reference is chapter 85 of Dragon Ball Super.
The distinction is about personal fit and application. Ultra Instinct is a technique Goku has developed through training; the Granolah arc asks how he can use it in a way that works for him. The chapter’s scene is the best basis for understanding that development, rather than a simplified fan-made ladder of forms.
How did Ultra Instinct develop before the Granolah arc?
Goku’s use of Ultra Instinct has earlier story milestones. The official Dragon Ball recap of the story leading into Volume 18 traces his awakening of the technique during the Tournament of Power battle with Jiren, followed by his use of perfected Ultra Instinct against Moro.

Those moments provide context, but they are not the same event as the later Goku-specific approach in the Granolah arc. In the official Granolah arc recap, Goku has spent a long time working to perfect Ultra Instinct while training with Whis before facing Granolah on Planet Cereal.
How is True Ultra Instinct different from Sign and the silver-haired state?
Sign and the silver-haired perfected depiction are earlier visual and story milestones in Goku’s Ultra Instinct progression. True Ultra Instinct refers to his later, individual way of applying the technique. These labels help distinguish how Ultra Instinct appears and develops across the story; they do not, by themselves, prove a fixed ranking of strength.

The official summaries establish the sequence of Goku’s encounters and training, but do not say that True Ultra Instinct is always stronger than the silver-haired state. A battle result in a particular scene should not be treated as a universal power comparison. Read chapter 85 for the manga’s specific context rather than relying on a shorthand ranking.
