Fremantle and Melville both have a genuine connection to Bon Scott, but the available record does not establish an escalating fight over his legacy. Fremantle has an existing bronze statue of the AC/DC frontman, who grew up there; Melville has announced an investigation into a possible permanent tribute linked to Palmyra, where Scott’s cemetery memorial is located. The proposal is not an approved or completed project.
Why both cities are connected to Bon Scott
Fremantle: where Scott grew up and has a statue
Scott grew up in Fremantle after emigrating from Scotland with his family. A life-size bronze statue stands at Fishing Boat Harbour. The City of Fremantle’s inventory dates the statue to 28 October 2008 and credits sculptor Greg James, with the AC/DC Fan Club listed as an associated party. Visit Fremantle’s statue information describes the site and Scott’s local connection; the City’s public art inventory records the work’s details.
Fremantle has also used strong civic language to describe that relationship. In a City announcement about the 2023 High Voltage event, its mayor called Fremantle “the spiritual home of Bon Scott.” That is the mayor’s characterization, not an exclusive designation that rules out other places’ connections. The City announcement provides the context.
Melville: the cemetery memorial is in Palmyra
Scott’s memorial and remains are at Fremantle Cemetery, on Carrington Street in Palmyra, which is within the City of Melville local government area. The Heritage Council of Western Australia describes the memorial as including Scott’s remains, a resting plaque and a bench, and notes the place’s significance to the Fremantle-raised musician and his worldwide fan community. The Heritage Council’s record identifies the site and its heritage context.

Melville’s July 2025 announcement also points to Scott’s time in the area and to Canning Highway, associated with AC/DC’s “Highway to Hell.” Deputy Mayor Karen Wheatland described the proposal as an effort to “honour Bon Scott’s connection to the City of Melville, specifically Palmyra.” She also cited the Raffles Hotel in Melville as a venue where Scott and AC/DC performed. Those are claims in the City’s announcement, attributed to Wheatland. Read Melville’s announcement.
What Melville has proposed—and its status
On 16 July 2025, Melville said it would investigate the costs and resources needed for a permanent tribute to Scott. The announcement named possible forms including a park name, a performance space or public artwork. It also raised possible community co-design and alignment with the City’s tourism planning. These are options for investigation, not a final design or commitment.
Rank #2
The announcement does not say that the tribute was approved, funded or built. The available information therefore supports describing Melville’s action as an investigation into a possible tribute, not as a finished civic project. Melville’s July 2025 statement is the source for the proposal and its stated scope.
How the two cities’ recognition differs
| Place | Connection described in the sources | Recognition and status |
|---|---|---|
| Fremantle | Scott grew up in the city. | Existing bronze statue at Fishing Boat Harbour, dated 28 October 2008 in the City inventory. |
| Palmyra, City of Melville | Fremantle Cemetery, where Scott’s memorial and remains are located, is in Palmyra; Melville also cites his local connections. | Permanent tribute under investigation in the City’s July 2025 announcement; approval, funding and completion are not established by that announcement. |
The distinction is between an established statue tied to Scott’s upbringing and a proposed additional tribute tied to Palmyra and Melville’s wider local history. The cemetery memorial itself is an existing, separately documented site in Melville.
Is there really a fight over Scott’s legacy?
The available primary sources establish civic recognition and a proposal, but do not document a formal rivalry, public dispute or escalating conflict between the cities. The headline language of a “fight” that “amps up” goes beyond what these sources demonstrate.
There is also evidence of cooperation: Fremantle, Melville and the Town of East Fremantle worked together on the 2020 Highway to Hell event, a moving musical tribute along Canning Highway. The WA Government’s announcement describes that joint effort. Read the WA Government announcement.

ABC News reported on 10 July 2026 that fans gathered for what would have been Scott’s 80th birthday, and noted both Fremantle’s statue and the cemetery memorial where his ashes are interred. That coverage reflects the continuing public significance of both sites, but does not by itself establish a dispute between the councils. Read the ABC report.
