By physical strength as shown in the 2025 film, Red Hulk ranks first, followed by the Leader and Sidewinder. That is an on-screen comparison—not an official Marvel power scale—and it separates raw force from intelligence, planning and combat training.
How this strength ranking works
This list compares the three principal antagonists’ demonstrated physical force, ability to withstand or overpower opponents, and capabilities actually depicted in the film. It does not import powers from comics or treat overall danger as the same thing as physical strength. Marvel has not published numerical strength measurements or an official ranking for these villains.
1. Red Hulk (Thaddeus Ross)
Red Hulk is the film’s clearest top-ranked physical threat. Disney identifies Thaddeus Ross as Red Hulk and promotes his clash with Captain America, placing him in the role of the story’s Hulk-level powerhouse. 2. The Leader (Samuel Sterns)
The Leader ranks below Red Hulk in physical strength. His danger comes chiefly from intelligence and planning, not from being depicted as the film’s strongest fighter. Director Julius Onah said the filmmakers considered giving Sterns telekinetic powers known from publishing, but chose to emphasize his intellect as a grounded adversary instead: “Early on in the process, that’s something that we played with a little bit, but it just became clear that his intellect as a grounded adversary was the more interesting thing to lean into and the more tonally appropriate thing.” Onah’s interview with TheWrap

That distinction matters: comic-book versions of a character do not establish what the movie version can do. In this film, Sterns’s strategic threat should not be mistaken for superior physical force.
3. Sidewinder (Seth Voelker)
Sidewinder is a trained, experienced mercenary and the leader of SERPENT, but the film-facing evidence supports training, tactics and leadership—not superhuman strength. Onah described him as a former military man turned mercenary and characterized SERPENT as a grounded mercenary organization. Why Sam Wilson can face a stronger opponent
Sam Wilson is not a super-soldier, and producer Nate Moore said he cannot rely on the strength or stamina Steve Rogers had. As Moore put it: “He can’t rely on his incredible strength or stamina like Steve Rogers could, he has to rely on his humanity and the way that he connects with people to solve the problems of this movie.” That is a different measure of heroism, not evidence that Sam matches Red Hulk in raw power. The ranking covers the three principal antagonists supported by the film’s studio material and contemporary coverage: Red Hulk, the Leader and Sidewinder. SERPENT’s members are part of an organization, not a separate individual villain entry. The Associated Press also identifies this trio among the film’s central antagonists and describes Sterns as hyper-intelligent, corroborating the distinction between his mental threat and the others’ physical capabilities.
