Dubai’s transformation was not a jump from empty desert to skyscrapers. Before oil, the Creek connected Deira and Bur Dubai as a center of fishing, pearling and trade. From the 1960s onward, oil exports coincided with expanding infrastructure and urban growth; later, tourism, trade, services and finance became central to the economy. The comparisons below follow that change while keeping dates and locations in view.
Before the 1960s: the Creek was already a working waterfront
Begin with the Creek, not the skyline. The UAE government describes this natural harbor as an anchor for fishing, pearling and trade. Deira and Bur Dubai developed on its banks, and the waterway linked the city’s commercial life to regional routes. For a picture essay, a Creek view is most useful when its location and date are verified. A photograph’s appearance alone cannot establish that it was taken in the 1960s; use the archive’s record for the capture date, place, creator or collection, original caption and reproduction rights.
1959–1965: civic infrastructure before oil exports
Dubai Municipality lists Creek dredging and the opening of the airport in 1959, milestones that predate the first oil exports. They help explain why a 1960s image should be read as part of an existing port city’s development, not as the start of urban life. The municipality’s historical milestones also place an updated city master plan in 1970.

When comparing an early Creek or airport image with a present-day view, identify the same location where possible. That makes changes in waterfront use, building density and transport connections more legible than a generic “then and now” pairing.
1966 and 1969: discovery came before exports
Dubai’s offshore oil was discovered in 1966; exports began in 1969. These are separate milestones, not two ways of dating one event. The distinction is recorded in the UAE government’s historical account and the Government of Dubai prospectus.

In a photo sequence, date each claim narrowly: discovery in 1966, exports beginning in 1969. The chronology places oil alongside other changes underway in the city; it does not establish that oil alone caused every building or project shown in a photograph.
1970s: plans, power and political change
A plan for a changing city
Dubai Municipality records an updated city master plan in 1970. It is a useful marker between the first oil exports and the next phase of urban change, but a plan date by itself does not prove when a particular photographed structure was built or what funded it.

Electricity demand rose sharply
DEWA reports that electricity demand increased from 1.4 MW in 1961 to 42 MW in 1972. These are the utility’s demand figures for those years, published by DEWA in 2025—not a measure of generation capacity or a current figure. The comparison offers a practical visual thread: urban expansion depends not only on visible buildings, but also on the systems that supply them. DEWA’s account of the figures.
Federation was a separate milestone
The United Arab Emirates was formally established on 2 December 1971. That political milestone belongs in the timeline, but it should not be conflated with Dubai’s offshore oil discovery, the beginning of exports or the municipality’s planning chronology. Later decades: tourism and other non-oil activity
Dubai’s later development included a strategy to build non-oil growth through investment in tourism, alongside trade and other services. The World Bank discusses this direction in its chapter on Dubai’s economic development. The sources here establish a broad direction, not a single year when diversification began or a precise turning point.
For images, later tourism and trade infrastructure can show how the city’s economic focus broadened. Keep captions tied to what the image and its verified record establish; do not assign a photographed project a cause or date that its source does not support.

1960–2020: the scale of the urban change
The UAE Government’s Dubai 2040 Urban Master Plan page compares a population of 40,000 in 1960 with 3.3 million in 2020. It also says built area grew 170-fold from 3.2 square kilometres over that same period. These are historical endpoints from the plan page, accessed in 2026—not a live 2026 population estimate. Aerial or street-view pairs are strongest when they show the same place at both dates and the photograph records confirm where and when each was made. Where that match is unavailable, explain the different locations rather than implying a direct before-and-after comparison.
Today: a city described through a wider economic base
The UAE government describes Dubai’s primary economic bases today as tourism, trade, services and finance. That official framing completes a visual history that begins at the Creek and passes through infrastructure expansion, oil exports and later non-oil investment. It is a broad description of the economy, not a claim that every sector has equal weight or that oil has no role. UAE government history and overview.
How to read a Dubai “then and now” photograph
- Check the record: distinguish the photograph’s capture date from the date of an event it illustrates.
- Confirm the place: use location anchors such as the Creek, Deira, Bur Dubai, the airport or a clearly identified district.
- Compare like with like: matched locations reveal shifts in land use, building height, density and infrastructure; unmatched views need an explicit explanation.
- Keep captions within the evidence: a citywide milestone does not prove the date, funding or cause of an individual building in the frame.
- Credit and clear the image: verify its creator or collection, original caption and reproduction rights before publication.
This timeline is strongest on official milestones and development policy. It does not, on its own, provide a full social history or establish the effects of rapid urbanization on workers, residents or displacement. Those questions require sources that address them directly.
